BOARD OF REVIEW MINUTES
May 3, 2006

PRESENT: Mayor Don Peterson, Council members Tom Fay, Ron Klecker, LeRoy Berning and
John Vetch and City Administrator Larry Kruse.
Absent: None
Present from the Wright County Assessor's Office: County Senior Assessor Tony Rasmuson and
City Assessor Wally Peterson.
The County Assessor's office shared the following information:
CITY OF ALBERTVILLE 2006 ASSESSMENT
There were 151 sales that were used in Minnesota Department of Revenue Sales Ratio Study
conducted from October 1, 2004 to September 30,2005.
The State study indicated that the median sales price for a home in Albertville was $218,500
compared to $206,797 a year ago. This was about an eleven percent increase.
If you divided the Estimated Market Value by the Actual Sales Price, the Median Sales Ratio for
the City of Albertville was 90.34 percent with a coefficient of dispersion of 5.63.
State law requires that this ratio must be between 90 and 105%.
The state wants us at 100% of value.
After reappraising a portion of the property in the City of Albertville and making adjustments to
the remaining property, the total value increase for residential property is approximately 5.86%
percent. (Area reappraised Plats 17,20,24,29,30,36,40,41,42,48, and 50.)
The increase brought the cities sales ratio to approximately 97.07 percent.
The current sales study being conducted from October 1, 2005 to Present indicates 41 sales and
the ratio is at 92.42%.

The average residential property received an increase of 0 to 8,000 on the land and
approximately three and one half percent on the buildings.
Commercial property values increased approximately 7.59% on average.
Agricultural property within the city limits increased approximately 21.25 percent. Ag property
is currently valued from $40,000 per acre to $174,000 per acre.
There were 943 permits issued for the city of Albertville. 134 of which were for single or multi-
family dwellings. There were also 9 new commercial industrial buildings in 2005. Residential
new construction amounted to $22,380,500, and Commercial came in at $9,593,900.
We are here tonight to discuss the 2006 assessment for taxes due and payable in 2007. The
board does not have the authority to open prior year's assessments for taxes due and payable for
2006.

Albertville to order at 6:30 p.m.

Following all the Council business related to property owner requests, Mayor Peterson exited the
meeting and Acting Mayor Berning presided over the meeting at 7:15 p.m.
The Council spent the remaining time discussing various value trends in the City and spent most
of the time discussing with the Assessor's the ever increasing values of commercial property.
Some Council members stated it is very difficult for existing family businesses to continue to

date for the meeting of the Local Board of Appeal and *Equalization in your City for said year. This
meeting should be held in your office as provided by law.

survive with huge increases in property tax values. The bad thing is their businesses suffer and at
the same time they enjoy the appreciation of their properties.
