2007-04-30 CC Minutes Joint ISD885 ST. MICHAEL-ALBERTVILLE SCHOOL DISTRICT 885 SCHOOL BOARD MINUTES April 30, 2007 Joint Meeting The St. Michael-Albertville School Board met with the Cities of Albertville and St. Michael on April 30, 2007 at 6:00 pm at the new Albertville City Hall. Members Present: City of Albertville: Mayor Klecker, Council Members Vetsch, Fay, Berning and City Administrator Kruse City of St. Michael: Mayor Zachman, Council Members Kasel, Eggert, Marx and City Administrator Derus. School Board Members: Weber, Lefebvre, Scherber, Steffens, Holland, Birk and Superintendent Ziegler. School Board Chairperson Lefebvre opened the meeting with the Pledge of Allegiance. Albertville Mayor Klecker welcomed all and invited members present to tour the new city hall building after the meeting. Mayor Klecker mentioned that the new building is being used by many various organizations in the community. St. Michael CoUncilman Kasel and Board Member Birk were welcomed as new members of the council and school board. Board Member Steffens mentioned her concern about a lack of walking or biking paths to the new schools currently under construction. Albertville City Administrator Kruse pointed out that Wright County has plans to improve and widen Jason Avenue / County Rd 18, which passes in front of the new schools, in the near future and it would not make sense at this time to provide a walking/biking path until the improvements are completed. There are currently sidewalks from the neighborhoods directly adjacent to Fieldstone Elementary so students walking or on bikes will be able to safely access the schools. There was general discussion of concerns regarding school streets connecting to the city roads. The City of St. Michael expects that Jamison Avenue tarred by the time the new high school opens in 2009. At this point there are no plans to improve 60th Street. The City of St. Michael estimates 70 to 80 new building permits for this year and Albertville estimates 100 permits. It was pointed out that of the expected 100 permits are in Albertville, approximately 50 are within the St. Michael-Albertville School District boundaries. City of St. Michael Administrator Derus stated that phasing plans for development in the City of St. Michael do not include the Pelican Lake area; there was a question about a large property which is currently up for auction. (change made by Bob Derus) /" 1 of2 S'f.MICIIAEL-ALBERIVILLE SCHOOL DIS'fRICr 885 SCHOOL BOARD MINUfES April 30, 2007 Joint Mccting Superintendent Ziegler commented that current school district census data indicates that in the year 2010 there would be at least 500 children eligible for kindergarten. (not changed, only moved) Board Member Lefebvre asked if the sewer connections to the new schools from Albertville are a permanent sewer system and was assured by the cities that this is a permanent system. Board Member Holland encouraged the cities to work with Wright County commissioners on road improvement and development, specifically County Road 18. St. Michael City Administrator Derus informed the group that the City of St. Michael is still negotiating with Golds Gym, and he understands that they are negotiating with the city of Otsego, as well. (Changed by Bob Derus) Albertville City Administrator Kruse mentioned that bids for County Road 19 improvements from the City of St. Michael limits north toward 194 in Albertville will be let in May with construction to follow soon after. Superintendent Ziegler stated that Wright County will be purchasing right-of-way from the district. Dr. Ziegler has been working closely with the county. There are no guarantees that the work will be finished before school starts in the fall. St. Michael City Administrator Derus stated that construction of the two one-way lanes in St. Michael should have minimal effect on traffic or safety at St. Michael Elementary since construction can take place on the south leg of the one-way without disrupting traffic. (Changed by Bob Derus) Albertville Council Member Vetsch asked school board members if the district planned on an operating levy referendum in the near future. Board Chairperson Lefebvre responded that the operating levy which passed in 2006 was to also allow funds to open Fieldstone Elementary and the new high school. This meeting adjourned at 6:50 pm.
