Mayor Klecker and Mayor Fournier called the Albertville/Otsego Joint City Council meeting to
order at 7:05 p.m.
The Albertville and Otsego City Council met to review a draft agreement worked at by the two
staffs which basically would allow the City of Albertville to take the lead to construct a four-way
divided highway from the Albertville Premium Outlet Mall north through 70th Street, with each
City paying it respective share based on the amount of improvement in their City. The purpose of
the agreement is to get the City of Otsego's cooperation to pay for the transition area which goes
800 feet into Otsego. Albertville Assistant Engineer Adam Nafstad state the preliminary estimate
for Otsego ranged from $45,000 if the County was involved to $225,000 if they were not
excluding right-of-way.
The City of Otsego balked at entering into the agreement citing the difficulties working with
Wright County and stated the agreement was just a blank check. Otsego desired a cap, expecting
Albertville to pay for Otsego improvements beyond a designated cap. Otsego stated the
estimated .6 acres of Otsego right-of-way could cost millions of dollars, placing Otsego in a
difficult position. Otsego also desired Albertville to be responsible for the cost of improvements
in Otsego at the expiration of the agreement if Otsego's platting trigger had not been met.

Albertville City Council expressed disappointment that the Otsego City Council was not willing
to assume responsibilities for the cost of what is a fairly minor transition from a two lane road to
a four lane road in their city.
After much discussion, the issue was tabled for six months or a year.
KADLER AVENUE
In an informal presentation, Otsego City Engineer Ron Wagner shared two preferred layouts of
the proposed Kadler Interchange. One option showed a typical diamond interchange with the
entire freeway moved to the north. The other option had a folded diamond on the north side of
the freeway. Both plans had a tight ramp configuration on the south side of the freeway.
Wagner stated Otsego's preference would be to remove the ramps from CSAH 19 and just have
full interchanges at CSAH 37 and Kadler Avenue. Wagner explained how he believed the traffic
could then access the Albertville Premium Outlets.
Wagner reported the City was officially mapping the corridor to protect the right-of-way.
