WORKSHOP MINUTES
Albertville City Hall
7:00 PM
PRESENT: Mayor Ron Klecker, Council members Dan Wagner, John Vetsch, LeRoy Berning,
and Tom Fay, Certified Permit Technician Tori Leonhardt, Wright County Sheriff Gary Miller,
Lieutenant Greg Findley, and Joe Haggerty
ABSENT: City Administrator Larry Kruse
Mayor Klecker called the Albertville City Council workshop meeting to order at 7:00 p.m.
SPEED CONTROL
CSAH 19 NORTH AND SOUTH
Council Member Fay was concerned over the excessive speeding of construction vehicles along
southbound Labeaux Avenue NE from 70th Street NE. Fay stated that there are several
commercial vehicles that are going over the posted speed limit of 45mph.
Council Member Vetch inquired if it was possible to post a sign indicated a reduced speed ahead
SIgn.
Wright County Sheriff Miller replied that it would be a good idea to set up a safe and sober radar
trailer along that area. Miller also indicated that they could put down speed hoses, which they
leave up for approximately five (5) days. The information is then downloaded into a report,
which gives the speed they are going, time of incident and size of vehicle that was traveling over
the hose.
Council Member Vetch asked if there was one specific officer that is assigned to traffic
incidences.
Sheriff Miller indicated that the county has approval for a traffic officer, but they have not hired
anyone as of yet.
Council Member Berning was concerned with the number of J-walkers going across at the mall.

Sheriff Miller indicated that J-walking is when pedestrians cross between two (2) controlled
intersections. Technically, they would not be J walking since there is only one (1) controlled
intersection.
Mayor Klecker inquired what would the posted speed limit be once the road expansion is
complete along CSAH 19.
Sheriff Miller stated that MNDOT does a survey of the road and look at what 85% of the people
drive. Miller indicated he would verify this with Bill V ordell.
UPDATE ON POTENTIAL OF CROSSROADS - ANIMAL CONTROL
Wright County Sheriff Miller informed the council members that it is up to the local authority to
adopt ordinances on their animal control policies.
Miller added that they are in the process of making a proposal to the board to expand the current
program within the county along with adding a shelter for animals at large.
Council Member Vetch asked if there is any way municipalities can control the types of animal
breeds that residents are allowed to have.
Miller indicated that there is nothing that he is aware of that allows municipalities to stipulate the
types of breeds that people are allowed to own.
GOLF CARTS - DISCUSSION WITH WRIGHT COUNTY SHERIFF'S DEPT. -
CONSIDER ADOPTION OF MN STATE STATUTE
Mayor Klecker opened the discussion by informing the Wright County Sheriffs that a resident
came to the June City Council Meeting and was concerned with the golf carts in her
neighborhood out driving around with animals and little kids. They were not coming to and
from the golf course.
Sheriff Haggerty stated the State Statue allows you to issue permits to the person operating the
cart, but not to the vehicle.
Mayor Klecker was concerned with the fact that kids are driving the golf carts on the streets.
Council Member Wagner asked if the city could do anything about the electric scooters on the
streets.
Sheriff Haggerty indicated that the state allows motorized scooters to be on the street; however,
cities can regulate restrictions.

Haggerty also added that golf carts need to have slow moving vehicle signage on them and lights
if they are traveling after dusk.
Sheriff Miller replied that the sheriffs department would monitor the streets and make sure kids
are not driving them and suggested that they look at it again in about a year.
NOISE - LOCAL LIQUOR ESTABLISHMENT
Mayor Klecker stated he has had several complaints in regards to noise from patrons leaving
Majors Bar and Grill at night. Residents complained of motors racing, people screaming and
talking loudly.
Sheriff Haggerty stated that the management has been very pleasant to work with and seem to be
willing to make changes due to complaints.
Haggerty stressed the fact that residents should call in and make a complaint so that it can be
logged and maybe the city should look at having continual violators have earlier closing times in
the summer.
Sheriff Miller informed the council members that he would contact the owner and give him a
period of time to clean it up or indicate that the city may have the bar go to an earlier closing
time.
Mayor Klecker also stated that he has had complaints about vehicles driving down the streets
with their music up loud.
Sheriff Miller suggested that the residents that are bothered by the noise contact dispatch and
report it and to write down the license plate number.
ALCOHOL COMPLIANCE CHECKS
Council Member Berning opened the discussion by suggesting the council set up guidelines for
increasing the fines for bars and restaurants that fail a compliance check more than once, even if
there is a year in between when they did not.
Sheriff Miller mentioned that the City of Otsego is very tough on their fines. Miller suggested
that the city encourage the businesses to obtain a swiper machine.
Council Member Berning asked if the city could require area businesses purchase a machine in
order to approve their liquor license.

Sheriff Miller replied that a city could do that through their ordinance.
SNOWBIRD P ARKING/P ARKING ON STREETS
Council Member Berning was concerned with the ticketing process that is currently done during
snow emergency. Specifically, why can a bar patrons be parked outside a bar until 2:30am and
not get a ticket, but yet a resident just down the road will get one if they are parked in front of
their house.
Sheriff Miller stated that normally their officers go through the residential neighborhoods first
and if it is obvious that the car looks like it will be there all night, they tag it. Since bars do not
close until 2am and patrons have a half an hour to leave premises, the generally do those areas
after residential.
Sheriff Haggerty presented the council members with a breakdown of calls and coverage for
Albertville.
Mayor Klecker inquired if the county would consider changing the current coverage from 1830
to 1900 and 0230 to 0300.
Haggerty indicated that they have done that in the past, but would like to close the gap in
coverage by offering the city 3 different options.
1. Add an eight (8) hour car at $157,680.00
2. Add a four (4) hour car at $78,840.00
3. Schedule 24-hour coverage with no overlap
Mayor Klecker was concerned with the parking of campers and trailers on the street during all
times of the year.
Sheriff Haggerty stated they could address that with an ordinance change and during winter road
restrictions the Sheriff s Department could place orange flyers on vehicles warning them on
seasonal parking restrictions, but felt that 24-hour coverage would benefit the city year round.
Sheriff Miller indicated that the city could look at adding a 4-hour car by 2009 and an 8-hour car
by 2010.
