CALL MEETING TO ORDER
Board of Review Chairman Klecker called the Albertville Board of Review meeting to order at
5 :30 p.m.
ROLL CALL
PRESENT: Board of Review Chairman Ron Klecker, Board of Review members John Vetsch,
19an Wagner, LeRoy Berning, and Tom Fay, Wright County Commercial Assessor Tony
Rasmuson, Wright County Residential Assessor Wally Peterson, City Administrator Larry
Kruse, and City Clerk Bridget Miller

Chairman Klecker turned it over to the Wright County Assessors.
Wright County Assessor Peterson began by stating that the 2008 assessment is based on sales
that took place from October 1,2006, through September 30,2007. It is these sales that
determine assessed market values as of January 2,2008. Sales that take place after the sales
study was completed reflect current market conditions, which will be used to calculate the
2009 assessment or property values. Each year estimated market values are analyzed, along
with sales data for the City of Albertville. Appropriate adjustments for each property and each
class of property are made based on the results of the sales study.
Peterson went on to explain that residential property valuations, whether up, down or remaining
the same are the result of 107 sales used in the sales ratio study. (Assessed value divided by
sale price equals sales ratio). The sales ratio for the City of Albertville, for the 2008 assessment
year was 94.63 %. The State of Minnesota requires taxable values to be at 100 percent of
market value with an allowable range of 90 to 105 percent of selling price. The ratio, following
any changes for the 2008 assessment is now 91.44%. Down a little over 3%.

Peterson continued by stating that residential land remained constant, but a majority of home
values dropped slightly for the 2008 assessment. Town-home valuations were reduced as a
result of market conditions. Neighborhoods that were reviewed during the summer of2007
may have experienced mixed valuations (up, down or remained the same). The changes are the
result of reviewing properties and equalization that normally takes place during the review
process.
Peterson reported that the Median appraised value for 2007 was $205,550 and the Median
appraised value for 2008 is $204,600 for a difference of -$950. Peterson also informed the
Board members that the Median sale price for 2007 was $224,250 and the Median sale price for
2008 so far is $217,260 for a difference or -$6,990.
Peterson brought to the Board's attention the current sales that have taken place since October
1,2007 through April 1, 2008 shows the residential sales ratio currently at 99%. The sales
ratio typically goes down in a normal market; this year's market is not following that trend.
These sales will be used in the 2009 assessment.
Peterson noted that the facts are based upon the Median assessed value of these properties is
$268,300; and the Median sale price since October 1,2007 is $277,657, which there were 37
sales used in current study.
Wright County Assessor Rasmuson noted that not much commercial value went up in 2007.
There are various vacancies throughout all of Wright County, which Albertville is no different
compared to other surrounding cities. Rasmuson reiterated that the Board is evaluating 2008
Property Taxes; therefore the Board cannot go back in prior year's tax calculations.
Chairman Klecker opened up the floor for residents present to discuss their concerns regarding
their 2008 Proposed Property Taxes.
Gerald Thies -12355 - 60th Street NE
Gerald Thies of 12355 - 60th Street NE, PID 101-800-062109 expressed concern with the
Wright County Assessor's calculated value of his property. Mr. Thies hired an appraiser in
January 2008, who assessed his value lower than that of the Wright County Assessor. Mr.
Thies is in the process of selling his property under Contract for Deed at a value of $367,000
and the Wright County Assessor has valued it at $429,000.
Wright County Assessor Peterson commented that there had not been many large acreage lots
that have sold recently in Albertville. The value is then based on the amount of livable space
because of the acreage involved.

After further discussion, Peterson instructed the Board there are three options to consider with
Mr. Thies' property. 1. Leave the value as is; 2. Lower the value; 3. Turn it over to the
Wright County Board for Review and action taken upon the value.
MOTION BY Board of Review member Wagner, seconded by Board of Review member
Vetsch to turn it over to the Wright County Board for Review and action taken upon the 2008
value. Motion carried unanimously.
Beatrice Roden - 5953 LaBeaux Avenue NE
Mitch Duncombe, representing Beatrice Roden of 5953 LaBeaux Avenue NE, PID 101-500-
0211101 commented that her property is approximately 4.64 acres in size, which she has
farmed for years. The value of her property has gone up every year since 2006 to 2008. It has
about doubled in a two-year time span.
There was discussion and debate regarding how the market is changing over the past couple of
years. In 2006 to 2007, there was a number of sales that are now affecting the value of
property. In late 2007 to current, the sales have declined in the area resulting in a number of
foreclosures. It was recommended that Ms. Roden could apply for Senior Deferral Taxes for
such situations as this. Peterson and Rasmuson confirmed that Ms. Roden could apply for
Green Acre Taxes, which there is that chance she may not qualify for. Assessor Peterson
reiterated that the State Regulations are limited market value is regulating the property taxes.
Following the discussion, Peterson again instructed the Board there are three options to
consider with Mr. Thies' property. 1. Leave the value as is; 2. Lower the value; 3. Turn it
over to the Wright County Board for Review and action taken upon the value.
MOTION BY Board of Review member Wagner, seconded by Board of Review member
Berning to leave the value as set by the Wright County Assessor. Motion carried unanimously.
James Gillach - 5397 Jason Avenue NE
James Gillach of5397 Jason Avenue NE, PID 101-089-001010 wrote to the Wright County
Assessor regarding the value of his property.
MOTION BY Board of Review member Berning, seconded by Board of Review member Fay
to change the value per Wright County Assessor Peterson recommendations, which was to
reduce the 2008 value from $257,000 to $238,300. Motion carried unanimously.

Pelican Properties of St. Cloud -10993 - 6ih Street NE
Patrick Callan who owns Lot 1, Block 1 Northwest Commercial Park; PID 101-094-001010
wrote to the Wright County Assessor explaining his hardship with selling the property located
off of 6th Street NE.
MOTION BY Board of Review member Wagner, seconded by Board of Review member
Vetsch to leave the value as per the recommendation of the Wright County Assessor. Motion
carried unanimously.

Berning to adjourn the April 7, 2008 Board of Review at 7:01 p.m. Motion carried
unanimously.
