CALL TO ORDER — PLEDGE OF ALLEGIANCE
7:00 PM
The regular bi-monthly meeting of the Albertville City Council was called to order followed by
the pledge.
ROLL CALL
PRESENT: Mayor Ron Klecker, Council members Dan Wagner, John Vetsch, Tom Fay, and
Larry Sorensen
STAFF MEMEBERS PRESENT: City Planner Alan Brixius, City Engineer Adam Nafstad,
City Clerk Bridget Miller, City Administrator Larry Kruse, Finance Director Tina Lannes, and
City Attorney Mike Couri

RECOGNITIONS — PRESENTATIONS — INTRODUCTIONS
Arlan Middleton —presentation of the 2010-2011 Insurance Information
Mr. Middleton presented the Council with the 2010-2010 insurance proposal. Middleton stated
the process began about 2-3 months ago with staff reviewing the inventory and replacement
value of City assets. Middleton pointed out the last page of the insurance information noting
the 2010-2011 total ($99,526.00) appears to be up from the previous year ($92,622.00); however,
the amount is down from two (2) years ago ($105,399.00).
Part of the reason the amount is down deals with the liability. The liability is based on gross
income less expenses less debt less any water department funds. There is very little change to
amend from 2009 to 2010. Middleton shared with the Council that the League of Minnesota
Cities Insurance is the only enterprise that covers municipalities insurance. The financial
adjustment for 2010-2011 dealt with land. Middleton turned it over to Finance Director Lannes

to better explain. Lannes reported there was a piece of land that was purchased a number of
years ago that was not on the books. To account for the land, staff calculated out the value
making a onetime adjustment to include the land in the insurance quote.
CMs Sorensen/Wagner motioned to approve the 2010-2011 Insurance Quote prepared by
Middleton Insurance in an amount of $99, 526.00 that will run from October 1, 2010 to October
1, 2011. Motion carried unanimously.
CITIZENS FORUM
The individuals present for the meeting were attending to listen to the Council's comments
regarding issues that are already on the agenda.
AMENDMENTS TO THE AGENDA
The Monday, October 4, 2010 agenda was amended as follows:
CMs Wagner/Fay motioned to approve the Monday, October 4, 2010 agenda as amended;
pulling item 7.A.1. Purchase of a Grass -rig under the Fire Department. Motion carried
unanimously.
DEPARTMENT BUSINESS
FIRE DEPARTMENT
Authorize purchase of a Grass -rig with Fire Donation money
Kruse pulled the item off of the agenda to be presented at a future date. The Fire Department is
reviewing pick-ups that would be used to pull the grass -rig.
Public Works — Parks Maintenance Department
Accept the Public Works — Parks Maintenance Report
Mayor Klecker asked if there were any comments regarding the Public Works Report. Council
member Wagner wanted clarification on the edging and agliming that is performed on the
infields and warning tracks at the different parks as comparted to Central Park. Kruse stated that
Central Park is used a lot and is maintained to that higher level than some of the other ballfields.
Wagner would like to encourage staff to consider performing the same edging and aglime in
other parks to control some of the weeds or grass that grows around the edge of the infield.

Kruse stated he would need to check with Parks Supervisor Tim Guimont to find out the
difference in maintenance levels.
Authorize staff to enter into a Memorandum of Understanding between the City of Albertville
and Wright County for 2010-2011 Winter Season
Mayor Klecker reported there is a Memorandum of Understanding for the sand/salt agreement.
Staff has been utilizing this offer for the past couple of years and appears to work well. It keeps
the costs associated with winter road maintenance down when allowed to participate in the bulk
purchase of the product.
CMs Vetsch/Sorensen motioned to approve the City of Albertville to enter into the agreement
for the Memorandum of Understanding between the City of Albertville and Wright County
Public Works for the purchase of sand/salt mixture for the 2010-2011 Winter Season at a cost of
$75.83 per ton that will be subject to a Fuel Clause. Motion carried unanimously.
Finance Department
Authorize the Monday, October 4, 2010 Payment of Claims (bills) for check numbers 028903 to
028945 as presented
Council member Sorensen had a question regarding check number 028907 made payable to B &
B Masonry in the amount of $12,786.00 for budgeted repairs to sidewalks throughout
Albertville. Public Works Supervisor Guimont monitors the sidewalks and tracks what areas
have been repaired in previous years and notes what sections need maintenance.
CMs Fay/Wagner motioned to authorize the Monday, October 4, 2010 Payment of Claims for
check numbers 028903 to 028945 in the amount of $145,630.72 as presented, that will be
scanned with supporting documents; the electronically scanned version will be kept on file in the
office of the Finance Director that will serve as the City's official record. Motion carried
unanimously.
CITY CLERK
Approve September 20, 2010 regular City Council minutes
Council member Sorensen amended the minutes to include a portion acknowledging the presence
of resident Mark Meehan who shared views on the Recycling Proposal.

CMs Sorensen/Vetsch motioned to approve the Monday, September 20, 2010 regular Council
minutes as amended to acknowledge Mark Mehaan's comments on recycling; the signed copy
will be scanned and retained as the official City record. Motion carried unanimously.
CITY COUNCIL
Oral update on the September 27, 2010 regular Joint Powers Water Board meeting
Mayor Klecker reported on the Joint Powers Water Board meeting sharing that a St. Michael
property owner rented out a home. There was about 30 days between when the renters left and
the homeowner received a large water bill. Following the inspection, it was discovered one of
the toilets continued to run. The owner wanted Joint Powers to give them a break on the utility
bill; however, Joint Powers stuck to the policy and practice as to whatever amount of water that
goes through the meter is water billed.
PLANNING
Approve Sign Ordinance Amendment related to Definitions of Temporary Signs
City Planner Brixius began by going over the sections in the Albertville City Code that are
related to the proposed amendment. Brixius pointed out under Section 10-7-2 staff re -defined
portable sign to read: A sign designed to be movable from one location to another and which is
not permanently attached to the ground or a structure.
Brixius continued through the remainder of the changes identifying temporary signs that are
allowable or exceptions to signage such as government signs, garage sale signs, open house
signs. Brixius went on bringing to the Council's attention within section 10-7-2. L. Prohibited
Signs was amended in regards to the banners, pennants, ribbons, streamers, spinners, inflatable
signs, or any other temporary or portable signs that have not obtained a temporary sign permit as
provided in subsection 10-7-7G of this Ordinance.
The last area Brixius discussed was the Violations; Penalties noting the revisions to read All
signs in violation of Chapter 7 (Sign Regulation) shall be corrected in accordance with Chapter 6
(Administrative Enforcement of City Code and ordinances) of Title 1 (Administration) of the
Cite; and, No additional permits shall be granted to anyone in violation of the terms of this
chapter, or to anyone responsible for the continuance of the violation until such violation is
either corrected or satisfactoKy arrangements in the option of the code compliance officer, have
been made toward the correction of the violation.
CMs Wagner/Sorensen motioned to approve Ordinance No. 2010-010 amending the Sign
Ordinance regulating portable signs, real estate signs, exemption to sign permits, prohibited
signs, and sign violations with the City Attorney Couri's editions. Mayor Klecker, Council
members Wagner, Sorensen, and Fay voted aye. Council member Vetsch voted nay. Motion
carried.

ADMINISTRATION
Oral updates
City Administrator Kruse updated the Council on Albertville's request for the City of Otsego to
fund $1,030,000 of the approximate $11 million dollar I-94 project. At the last September 20,
2010 meeting, the Council approved a response to Otsego's $400,000 I-94 funding offer in
summary stating that Albertville could not afford to commit to construction of the $4,000,000
second phase of the I-94 project within three years and purchasing right of way for Kadler
without a known layout or amount of land needed created a large contingent liability Albertville
cannot afford. Further, the Council felt it was not in a position to seek additional access on
CSAH 19 contrary to Wright County's access policy.
Mayor Klecker and City Administrator Kruse attended the Otsego meeting to review
Albertville's response and answer questions. Otsego expressed disappointment that a bond
opionion was not provided confirming that Otsego had the necessary statutory authority to
participate. Albertville left the meeting with a request that Otsego reconsider the $1,030,000
funding request.
