CALL TO ORDER — PLEDGE OF ALLEGIANCE

The Mayor called the regular bi-monthly meeting of the Albertville City Council to order
followed by the pledge.

PRESENT: Mayor Ron Klecker, Council members Dan Wagner, John Vetsch, Tom Fay, and
Larry Sorensen

APPROVE RESOLUTION NO.2010-028 ENTITLED A RESOLUTION TO CANVASS
THE 2010 GENERAL ELECTION RESULTS
City Clerk Miller reported that the General Elections were successful. There were a couple of
issues where a couple of ballots were jammed in the M100 Tabulator that were addressed
immediately. Miller noted there was 3,663 residents registered prior to the polls opening at 7
a.m. and 322 new registered voters. A total of 2,254 ballots were casted with an additional 94
Absentee Ballots.
CMs Fay/Sorensen motioned to approve Resolution No. 2010-028 entitled a Resolution to
Canvass the 2010 General Election Results as presented. Motion carried unanimously.

AMENDMENTS TO THE AGENDA
The Wednesday, November 3, 2010 agenda was amended as follows:
City Administrator added Live Wright Grant under Administration
CMs Vetsch/Sorensen motioned to approve the Wednesday, November 3, 2010 agenda as
amended; adding Live Wright Grant under Administration. Motion carried unanimously.
PUBLIC HEARING — RECYCLING PUBLIC COMMENTS FOLLOWED BY
CONTRACT SELECTION
Mayor Klecker went over the ground rules on how the process for the recycling public hearing
will be administered. Individual that want to speak will approach the Council; state your name
and address for the City Clerk; then proceed with their comments relating to recycling. The
individual will be allowed approximately five (5) minutes to speak. Once all members in the
audience are done speaking Council will close the public hearing and a decision will be made as
to which vendor will receive the contract to collect recyclable throughout Albertville. Klecker
asked Council members Sorensen and Vetsch, who served as the Recycling Committee on behalf
of the City Council, if they had any comments to add prior to going into the public hearing.
Council member Sorensen stated that approximately one-year ago the Council discussed the
potential of switching the recycling process from a multi -sort to a single -sort. Over the last
couple of years Council members have heard from residents asking the City to switch to single -
sort recycling. Going with single -sort would make it easier to recycle materials within the
household. Sorensen reiterated that the Council hears the taxpayers by researching the option
and ability to change the way the materials are collected. The current vendor, Wright Recycling,
does not offer the single -sort process; however, staff has contacted the licensed waste haulers to
see if they have the appropriate equipment to accommodate the request. Sorensen continued by
stating letters were mailed to the vendors looking for feedback with the opportunity to submit a
Request for Proposal. The City received RFPs from Veolia, Randy's Sanitation, Allied Waste,
and Waste Management, of which Randy's and Allied had the best offer. The difference
between the two (2) is one has a dual -sort process and the other is single -sort.
Council member Vetsch, being the other Council member that served on the Recycling
Committee, added comments relating to the Recycling process. Vetsch shared with the residents
and Council that he would like to see the City go with Randy's Sanitation as they are based out
of Delano. Over the years the City has tried to support local businesses in comparison to those in

the metropolitan area. Vetsch does not feel dual -sort would be hard to accomplish; pre-sorting
the materials prior to collection would assist the hauler by separating out the newspaper from the
other recyclables.
City Administrator Kruse reported that the two (2) Council members and him put together a
questionnaire for the waste haulers to answer. There were approximately 18 questions to answer,
which Ace Solid Waste decided not to submit a questionnaire (in other words, an RFP). City
Administrator Kruse outlined five goals the City had when it started to evaluate the renewal of its
recycling contract. 1) To have a competitive process to garner a low price for five (5) years; 2) to
continue to have one recycling truck driving through the neighborhoods, rather than multiple
trucks all doing the same job; 3) to educate and inform residents that they are currently paying
for recycling through their property taxes and that in the future this change will be on the utility
bill, and, 5) to implement a significant change that will increase recycling participation and
tonnage. Kruse also noted that he was the main contact for the vendors, residents, and the
Council regarding questions and concerns.
Mayor Klecker opened the public hearing at 7:15 p.m. to listen to comments from the citizens of
Albertville regarding the recycling contract.
Steve Brown, 10574 Karston Avenue NE, informed the Council that he is one of Ace's
customers that was offered the use of a single -sort recycling cart. In comparison to the carts in
the room, the cart he received appears to be a medium size. It is great having the cart and being
able to through the recycle materials into one receptacle. Mr. Brown questioned the Council as
to why not take it one more step in having one (1) waste hauler to collect the garbage. There are
just as many FedXs, UPS, and other trucks traveling throughout Albertville as there are garbage
trucks.
Kevin Strusz, 5027 Kahler Court NE, reiterated what Mr. Brown stated. Strusz is one of Ace's
customers also and went with the single -sort recycle cart that works great. Mr. Strusz gave his
support for the City go with the single -sort recycling cart.
Al Hlinsky, 6164 Kalenda Lane NE, reported that he is another Ace customer who took
advantage of the single -sort recycle cart to use until the end of the year. Mr. Hlinsky noted that
his younger children (between the age of 5-6 years) are able to figure out what container to throw
the garbage in. Having the single -sort cart makes it simple and easy to accommodate with the
current busy lifestyles many of us have. This encourages my children to learn and think about
what garbage to throw the empty bottle in or the apple core.
It was asked how much money the City currently receives from the SCORE Grant Funds, which
Finance Director Lannes reported the City has received an average of $10,000 for SCORE Grant
Funds that the City would like to increase over the years to come.
Eric Peterson, 4959 Kassel Avenue NE, shared with the Council that he is currently employed
with the City of St. Francis as the Recycling Coordinator. St. Francis previously had the multi-

sort system for recycling and recently switched to single -sort. Since the switch, Peterson
commented that the amount of tonnage has gone way up. In summary, he supports the single -
sort cart for recycling within Albertville.
Michael Bay, Ace Solid Waste Services based out of Eden Prairie, acknowledged that fact that
Ace did not participate in the bidding process but did give their Albertville customers the
opportunity to get a feel for the single -sort recycling cart ease of implementation.
Hugh Morris, 5676 Lannon Circle NE, asked how much are the residents currently paying for
recycling through the property tax. Finance Director Lannes replied stating $40 per participant
on the property tax per year. Lannes continued noting those who don't participate subsidize
those residents that do recycle. As mentioned earlier, the change will be instead of paying for
recycling bi-yearly with your property taxes the residents will see the fee on their monthly utility
bill.
Roger Hughlett, 11664 52" d Street NE, stated that he had a similar question that has been
answered.
Sarah Maras, 5454 Kahl Avenue NE, pointed out that she was not happy how the process began.
She felt the homeowners deserve the right to select who they want to pick up their recyclables.
She wanted to have the option to have a joint recycling cart with a neighbor so they could share
the cost.
Mike Everette, 11711 57th Street NE, commented on the SCORE grant funds the City receives
wondering it could it be used towards other expenses? Council member Sorensen responded by
stating he would like to see the grant money applied to the recycling bill or passed on to the
residents by potentially reducing the amount being charged for recycling. Council member
Vetsch shared another option, which would be the City offering once a year a document
shredding or some other type of recycling of items.
Missy Meehan, 5469 Kahl Avenue NE, does the City receive grant funds even if they did not go
with one vendor for recycling and allowed each homeowner to select their own recycler.
Finance Director. Lannes stated "yes, the City would still receive the grant funds provided the
individual waste haulers submitted the report(s) to the City." Meehan commented that she
agreed with Ms. Maras in the fact that she also felt her freedom of choice was taken away.
CMs Vetsch/Sorensen motioned to close the recycling public hearing at 7:50 p.m. Motion
carried unanimously.
Following the public hearing, Council member Vetsch voiced his support for Randy's
Sanitation's dual -sort process saying "that's what's wrong with America today; everyone wants
it the easy way. It's should not be hard for residents to do a little sorting of their recyclables."
Vetsch shared that almost 300 cards were received by Randy's from a marketing letter they had

sent to residents. It was noted during the meeting that the Randy's marketing letter was not
completely accurate in presenting the two (2) choices.
Council member Sorensen voiced his support for Allied Waste's single -sort stating only about
45% of Albertville residents recycle and the tonnage is low. Sorensen would like to see the City
implement changes that will double both participation and tonnage. Sorensen stated Allied
Waste's single -sort will do this and Randy's dual -sort will be about the same as what Albertville
has now. With Randy's, the majority of residents are proposed to continue to using the blue bins
that may not hold as much as the carts. Sorensen's final comment was "increase recycling means
increase grant funds the City will receive."
Council member Sorensen clarified that the City will segregate the funds received from the grant
and plans to dedicate them towards keeping the recycling costs low. Vetsch said the money may
also be used to provide residents with document destruction services once or twice a year along
with other recycling related activities.
Finance Director Lannes stated that Council directed staff to obtain information from other
communities that offer a similar program that Albertville has. Lannes reported that in her
research she discovered another community had a multi -sort program, which Albertville offers.
The amount of tonnage increased when they switched over to single -sort.
CMs Sorensen/Wagner motioned to direct staff to draft a contract between the City of
Albertville and Allied Waste for recycling services to go with a single -sort cart, with the SCORE
grant funds dedicated towards recycling expenses or a possibility of a once a year document
shredding day to Albertville residents. Mayor Klecker, Council members Sorensen, Wagner, and
Fay voted aye. Council member Vetsch opposed.
DEPARTMENT BUSINESS
FIRE DEPARTMENT
Authorize Purchasing of a Pickup for the Fire Department with funding the Fire Department
Capital Equipment Account
Chief Mills began by explaining the Fire Department has been evaluating over the past couple of
years the need for a pickup truck that would be used as a command vehicle. Staff has been
budgeting for the pickup truck that would serve two purposes. The first purpose would be a
command station that would give firefighters the ability to get to the scene to assess the situation
and notify the other firefighters what type of additional equipment is needed. The second use of
the vehicle would be as an incentive for senior firefighters to stay in the area for on -call and take
the vehicle home.

Council member Sorensen wanted to make sure there are funds in the budget to purchase the
pickup and would have no affect on the 2010 or 2011 budgets. Chief Mills and Finance Director
Lannes both confirmed the pickup has been budgeted for as a Capital Outlay in 2009 and 2010.
CMs SorensenNetsch motioned to approve the low quote from Midway Ford in the amount of
$23,892 for a red Ford F-250 Long Box Crew Cab Pickup. Further to authorize the Fire Chief to
purchase the pickup's emergency lights, siren and miscellaneous equipment at a cost of
$4,392.92 and graphic lettering at a cost of $1,000 for a total cost of $29,285 excluding City
maintenance personnel costs to install the equipment with all funding the Fire Department
Capital Equipment Account. Motion carried unanimously.
Authorize Purchasing of Grass -fighting Equipment with funds from the Albertville Donation
Funds
Chief Mills stated that there was a grass fire in a nearby community that Albertville assisted. As
an outcome of the Firefighters helping put the grass fire out or controlling the flames, the
Albertville team discussed the need for a grass -fighting piece of equipment would be beneficial
for the City. As the area has developed there are areas that are still grassy. Over the past couple
of years, the Albertville Firefighters were called to duty to accidents along the Interstate, which
there are grassy areas that are of concern for the Firefighters. The gator would have the
capabilities of holding a 50-55 gallon water tank; in other words, approximately 400 pounds of
water. Assistant Chief Eull commented that the rig could hold more water; however, the more
water you transport the more difficult it is to control the gator.
Council member Wagner inquired if the Fire Department received quotes from other vendors,
which Mills reported that staff received pricing from other vendors and these were the best prices
for what the department was looking for.
CMs Fay/Mayor Klecker motioned to authorize the Albertville Fire Department to purchase of a
Grass -fighting equipment (Gator) with a trailer for a cost not to exceed $17,772.14 with the Fire
Department donation funds that are available in the 2010 budget. Motion carried unanimously.
Update on Sprinkler Testing
Chief Mills commented that at the last meeting the Council member Wagner questioned the need
to test the sprinkler systems in the public buildings. Mills continued by stating the State requires
facilities that are used by the public should be tested on an annual basis. Since City Hall is used
or rented by the general public the sprinkler system needs to be inspected. The Fire Hall and
Public Works buildings are not used by others in the community; therefore, the need to inspect is
not required by the State but is a good practice to inspect them every other year to make sure
there are not possible issues or concerns with the mechanisms.

FINANCE DEPARTMENT
Authorize the Wednesday, November 3, 2010 Payment of Claims (bills) for check numbers
029005 to 029048 as presented
Council member Wagner had a basic question regarding the pop funds for the STMA Ice Arena.
Finance Director Lannes noted that STMA Ice Arena Manager Fitch monitors the inventory and
tracks the expenses.
CMs Wagner/Sorensen motioned to authorize the Wednesday, November 3, 2010 Payment of
Claims for check numbers 029005 to 029048 in the amount of $28,304.30 as presented, that will
be scanned with supporting documents; the electronically scanned version will be kept on file in
the office of the Finance Director that will serve as the City's official record. Motion carried
unanimously.
Set Date for Budget Workshop
Finance Director Lannes brought to the Council's attention the Final Budget and Levy needs to
be approved/adopted at the first meeting in December. Staff is inquiring if the Council would
like to meet one more time prior to final adoption to review the budget. If the Council would
like to a date needs to be set for the Budget Workshop.
CMs Sorensen/Wagner motioned to set Monday, November 15, 2010 as a Budget Workshop
session following the regularly scheduled City Council meeting. Motion carried unanimously.
CITY CLERK
Approve October 18, 2010 regular City Council minutes
Mayor Klecker asked if anyone had changes, additions, deletions to the October 18, 2010 regular
Council minutes. Hearing no comments, Klecker asked for a motion to approve the minutes as
presented.
CMs Fay/Wagner motioned to approve the Monday, October 18, 2010 regular Council minutes
as presented; the signed copy will be scanned and retained as the official City record. Motion
carried unanimously.

Oral update on the October 25, 2010 Joint Powers Water Board meeting
Mayor Klecker noted there was not much but the regular business to report back to the Council
as it related to the October 25, 2010 Joint Powers Water Board meeting. Veolia continues to
monitor the progress of Well No. 9.

Accept the City Engineer's Report
Mayor Klecker asked if any Council members had questions regarding the City Engineer's
report. There were no comments or questions for the City Engineer to respond to as it related to
the report.
LEGAL

ADMINISTRATION
1-94 Oral Update
City Administrator Kruse gave a brief update on the I-94 project, which is making minimal
progress but is still moving ahead. Kruse and Robertson discussed future road construction
within both Albertville and Otsego. The two (2) are reviewing options to meet both cities needs
for traffic control.
Road Transportation/Dedication Fees
Council member Vetsch brought up the subject of collecting fees from the remaining industrial
lots that could be applied towards future road maintenance.

City Attorney Couri reported there are two (2) main ways to collect fees to maintain roads:
special assessments or levied assessments. The League is working with Bansey to get legislature
to get something passed to allow Road Improvement Fees. Until that is passed and incorporated
the City would have a tough case collecting fees for road maintenance when developers are
looking for Council approval for an Industrial site.
Safe Routes to School
City Administrator Kruse and City Engineer Nafstad reported there is a program known as `Safe
Routes to School' that the City could look into for the maintenance of sidewalks and trails
throughout Albertville. Researching the possibility of the `Safe Routes to School' would be a
way for the City to create a walkway or path that would connect up to the new High School
located in St. Michael.
Live Wright Grant
City Administrator Kruse informed the Council that City Planner Brixius shared the `Live
Wright Grant' with him. This is a Statewide health Improvement Program and Wright County
has partnered to offer a grant opportunity to Wright County Cities to update Park and Trails
Plans.
Kruse noted that during the Consultant staff meeting, staff discussed possible projects that may
be funded by the grant and concluded that an inventory and evaluation to the city's sidewalk and
trail system would be beneficial. The study would identify needed trail segments that would
provide safe pedestrian/bike connections to the City's major destinations.
CMs Wagner/Fay motioned authorize staff to prepare and apply for the `Live Wright Grant' that
is available through the Wright County Government to gain funding for safe pedestrian/bike
connections throughout the Albertville city limits. Motion carried unanimously.
