A�Ibc tville Mb. ft My UNL ALBERTVILLE CITY COUNCIL January 18, 2011 MINUTES ALBERTVILLE CITY HALL CALL TO ORDER — PLEDGE OF ALLEGIANCE The meeting was called to order followed by the pledge of allegiance. ROLL CALL PRESENT: Mayor Mark Meehan, Council members Dan Wagner, John Vetsch, Larry Sorensen, and Jillian Schommer 7:00 PM STAFF MEMBERS PRESENT: City Administrator Larry Kruse, City Engineer Adam Nafstad, City Clerk Bridget Miller, City Planner Alan Brixius, City Attorney Mike Couri, Finance Director Tina Lannes, Public Works Supervisor Tim Guimont, Building Official Jon Sutherland, and Utilities Department Superintendent John Middendorf ABSENT: none RECOGNITIONS — PRESENTATIONS — INTRODUCTIONS Mayor Meehan jointed Albertville Fire Chief Tate Mills and Allina Ambulance Brian Nord in recognizing members of the Albertville Fire Department, Wright County Sheriff's Department and Allina Ambulance for responding to an emergency call and delivery of a baby. Mills reported that on October 26, 2010 a 911 call came through dispatch informing them there was a mother -to -be in labor. Mr. Nord stated there was a female 9 months pregnant that was in labor. Her husband was not available to help get her to the hospital. Nord went on to report the first person to the scene was Deputy Lisa Fox followed by the Albertville Firefighters Assistant Fire Chief Jay Eull, Captain Albert Barthel, Lieutenant Bob Marquette, Firefighter Eric Sovis, Firefighter Kenny Schmidt, Firefighter Rob Rich, and Firefighter Dean Eull. Deputy Fox kept the mother focused on her job with her breathing techniques. When Fox heard that the Allina Ambulance EMT Hatti Carlson was in the driveway she let the mother know it was okay to begin pushing. It was moments after that Hatti got into the house when the baby was delivered. Nord was pleased to announce that Mom and baby did a great job under the circumstances. Mayor Meehan, Chief Mills and Nord all said they were proud to do the honors of presenting awards and `stork' lapel pins to the team members involved in this awesome experience. Nord said "In all the years of training it is rewarding to put the training into practice." CITIZENS FORUM None AMENDMENTS TO THE AGENDA Mayor Meehan asked if there were any amendments to the agenda. Council member Wagner wanted to add an item under Administration — Recycling Containers. CMs Wagner /Sorensen motioned to approve the Tuesday, January 18, 2011 agenda as amended adding the Recycling Container under Administration. Motion carried unanimously. DEPARTMENT BUSINESS CITY COUNCIL Oral Update on the STMA Ice Arena Board meeting Council member Sorensen and Vetsch reported on the meeting noting that in Wagner's absence, he was appointed the 2011 Chair of the Board. Sorensen continued by sharing that he recently visited the STMA Arena for an event. Sorensen commented that he was very impressed with the job that Grant Fitch does managing the Arena. Sorensen went on to explain that relatives attended the event at the Arena and stayed at the Country Inn & Suites. As the relatives waited between the games they spent time bowling and shopping at the Albertville Premium Outlets. Sorensen was pleased that their stay here was pleasant. Sorensen then brought up the topic of the second sheet of ice. Sorensen wants the public to know that Albertville has not forgotten the need of a second sheet of ice. Council member Vetsch agreed there appears to be a need for a second sheet of ice; however, Vetsch encouraged the Council to get a plan into place as it is more than just hockey that utilizes the arena. Vetsch brought up that there is `Learn to Skate', `Figuring Skating', or simply `Open Skate' time for the general public. Vetsch got the impression the only group that was using the facility was the hockey members (STMA Hockey Association). MAPublic Data \City Council\Council Minutes\2011 Minutes\M 01 -18 -2011 approved.doc City of Albertville Council Agenda January 18, 2011 Page 3 of 5 Oral Update on the Planning and Zoning Commission meeting Council member Wagner stated he would turn over the reporting to City Planner Brixius who reported that the Commission reviewed a number of ordinance amendments. The amendments were for Fence Regulations, Section 1000.6.A and Section 1006.J. (Temporary Fences) of Chapter 1000 of the Albertville Zoning Ordinance (Appendix A); Sign Regulations, Title 10, Chapter 7 of the Albertville City Code related to Number of Temporary Signs Permitted; Non - Conforming Use Regulations, Section 900.2 of Chapter 900 of the Albertville Zoning Ordinance; and, Sign Regulations, Title 10, Chapter 7 of the Albertville City Code related to Location of Wall Signs. These ordinance amendments were all approved by the Planning and Zoning Commission that will be presented to the Council at the first meeting in February 2011 for review and final approval. Otsego City Council offered to meet on Monday, February 28 at 8:00 p.m. or 8:30 p.m. with a location to be determined or Monday, March 7th at 7 :00 p.m. (March 7 is a regular Council meeting) The Council agreed to set Monday, February 28, 2011 beginning at 8:15 p.m. to be held at the Otsego City Hall for a joint session to discuss various issues. )FINANCE DEPARTMENT Authorize the Tuesday, January 18, 2011 Payment of Claims (bills) Mayor Meehan asked if the Council had questions regarding any of the checks listed on the payment of claims. CMs Vetsch/Schommer motioned to authorize the Tuesday, January 18, 2011 Payment of Claims (bills) for check numbers 029254 to 029289 in the amount of $623,088.38 as presented, that will be scanned with supporting documents; the electronically scanned version will be kept on file in the office of the Finance Director that will serve as the City's official record. Motion carried unanimously. CITY CLERK Approve the Monday, January 3, 2011 regular City Council minutes CMs Sorensen/Schommer motioned to approve the Monday, January 3, 2011 regular Council minutes as presented, the signed copy will be scanned and retained as the official City record. Motion carried unanimously. Motion carried unanimously. ENGINEERING None LEGAL None ADMINISTRATION Recycling Status — update Council member Wagner wanted an update on the recycling. Wagner noticed that a number of residents have received their recycling cart. He inquired when the service would begin as residents have been asking him. Council member Sorensen shared that residents have been asking him when to begin using the carts, which was uncertain when Allied Waste would begin. Staff noted the recycling contract between the City of Albertville and Allied Waste begins on February 1, 2011. The first scheduled recycling pickup will be Thursday, February 3 east of CSAH 19 and on February 10 depending on the west side of CSAH 19. Council member Vetsch informed the remaining Council that he will no longer be participating in the recycling program. Vetsch did not have room in his garage to house another garbage style cart. Vetsch had been recycling since it was initially implemented years ago and had placed the recycle bins on a shelf.
