WORKSHOP NOTES
ALBERTVILLE CITY HALL 8:50 PM
Mayor Meehan called the Workshop to order and stated the purpose was to discuss the
Council's desire to spend $18,000 to update the 1996 Comprehensive Plan and $12,000 to
$20,000 to complete a community survey, which findings would then be used to set Council
goals.
City Administrator Kruse stated at the last Council workshop the Council tabled both the
1996 Comprehensive Plan Update and Community Survey allowing time to think about it
further.
Staff stated it is the law in the Seven County Met Council area to update the Comprehensive
Plan every ten (10) years. In outstate, it is common practice to revisit the Comprehensive
Plan every ten (10) to fifteen (15) years, or when the Council feels the Comprehensive Plan
needs updating. Staff recommends updating the 1996 Comprehensive Plan.
Kruse said the Community Survey is a tool to identify the wants, needs, and desires of the
community and hopefully set goals to achieve those wants, needs, and desires. Further, the
Community Survey is a valuable instrument to measure resident satisfaction and progress to
achieve a higher level of satisfaction. The phone Community Survey being proposed by
Decision Resources, Inc. provides a statistical sample with a plus or minus 4 -6 percent
accuracy, depending on the number of calls made. The actual cost depends on the number of
questions asked in the survey. City Administrator Kruse suggested that staff could spend
some time putting together a sample survey of relevant questions giving the Council a better
idea of the type and number of questions along with a cost.
Council member Sorensen started the discussion by saying the economy is down and that
although he understands that both of these are valuable things to do, he favors postponing
any action on both items at this time. Council member Wagner concurred resulting in the
council by consensus, tabling these two issues for now.
Mayor Meehan stated he does not want to discuss organized garbage collection and would
like to stop any further conversation on the matter in response to a proposed presentation on

the issue. There was some mixed dialogue, pro and con, with the consensus to hear a
presentation on the subject at a future workshop.
There being no further business the meeting was adjourned.
CMs Vetsch/Wagner motioned to adjourn the Monday, February 7, 2011 regular City
Council meeting at 9:20 p.m. Motion carried unanimously.
