CALL TO ORDER — PLEDGE OF ALLEGIANCE
At 7:02 p.m. Mayor Meehan called the meeting to order. Meehan asked those present to stand
for the pledge of allegiance.
ROLL CALL
PRESENT: Mayor Mark Meehan, Council members John Vetsch, Larry Sorensen, Jillian
Schommer, and Dan Wagner
STAFF MEMBERS PRESENT: Finance Director Tina Lannes, City Clerk Bridget Miller, and
City Engineer Adam Nafstad
ABSENT: City Planner Alan Brixius, City Attorney Mike Couri, and City Administrator Larry
Kruse
CITIZEN FORUM
Mayor Meehan asked if there was anyone in the audience that wanted to speak on something not
already on the agenda.
RECOGNITION- PRESENTATION- INTRODUCTIONS
Mayor Meehan was proud to know that there were several individuals here to be recognized.
The first were the Miss Albertville Royalty Committee members.
Kelly Myers of St. Michael began with the fact that there are five (5) women from the area that
volunteer their time and talents to provide a wonderful experience for the Royal Court and their
families. The committee works hard at raising funds to hold the various events that go in tandem
with Friendly City Days and draw visiting royalty from across the state to our community.

Myers continued informing the Council that each year, while representing Albertville, the Royal
Court attends over twenty -five (25) parades, many community service projects, and special
events! Myers named off some of the service projects and special events that were:
• Albertville spring cleanup of the `Adopt -a- Highway' program, which the Royal Court
adopted a portion of a highway and is responsible for making sure the ditches are cleaned on
an annual basis (some of you may have seen the royalty along CSAH 19);
• Working with the local Albertville Lions Club by serving during Pancake Breakfast or other
events;
• Working at the local STMA Women of Today Craft shows held in the spring and/or fall;
• Bell Ringers at Coborn's for Salvation Army during the holiday season;
• Participated in the 2011 Albertville Town Hall meeting and other local business events;
• Helped at Cobom's during the `Customer Appreciation Day' running the games and kiddy
parade;
• Newest event dealt with teaming up with the `Make -A -Wish' foundation, which in 2010-
2011 the Royalty was able to carry out a young gal's wish to be a `Queen for a Day' — the
Royal Court invested in a tiara for her, she then participated with the Royal Court on the float
and joined them for the entire event;
• Lastly, each year the Albertville Royalty Program sends Miss Albertville to represent the
community as she attends the Winter Carnival and competes for Queen of the Lakes at the
Minneapolis Aquatennial.
In conclusion, Myers stated this is the 3 5 1h Anniversary of the Miss Albertville competition,
which the Royalty Committee is very proud to be a part of.
The next individual Mayor Meehan invited to the podium was Andrew Goodin. Meehan
announced that Andrew Goodin received his Eagle Badge on Sunday, May 15 at the Albertville
City Hall.
Andrew Goodin of Albertville explained that he began his scouting career a couple years later
than the average Boy Scout. Goodin got involved and remained focused on earning the badges,
which he was proud he was able to catch up to the other scouts in the Den -Pack. Goodin
reported the project he worked on to earn the Eagle was at the Albertville Primary School that
allows the children to explore the outdoors and learn about various parts of nature. Goodin
stated there are forty (40) scouts in the pack, of which only four (4) have earned the Eagle
Badge.
Last individual Meehan recognized was the current Wright County Sheriff Joe Hagerty.
Sheriff Hagerty informed the Council that he would not be reviewing the quarterly reports as the
Department will be attending a meeting in June to go over the entire 2010 Year. What Hagerty
reported on was the makings or duties within the County Sheriff's Department.

Hagerty gave statistics that a County Sheriff dates back to the early colonies, which is about
1,300 years ago. The position of the Sheriff has been an elected position for years with a term of
four (4) years similar to that of the Governor or President. Hagerty brought to the Council's
attention that a Sheriff may be removed from office by the Governor for cause. This has been
done once in Minnesota in the 1930s.
Similar to other municipalities, the County Board provides the budget to run the Sheriff's
Department. There are a number of municipalities that contract with Wright County for law
enforcement. The first one to contract was the City of Cokato in 1970 and others were added
from that point to today.
Sheriff Hagerty concluded by thanking the Albertville City Council for the time to give the
presentation and to recognize the Wright County Sheriff's Department. Hagerty looks forward
to coming back next month to give the year -end 2010 Annual Report.
AMENDMENTS TO THE AGENDA
Meehan asked if there were amendments to the agenda. The following were added:
7.A.4. City Council — Set date for a Workshop
7.I.2. Engineering —1 -94 Project Easements
CMs SchommerNetsch motioned to approve the Monday, May 16, 2011 agenda as amended
adding 7.A.4. City Council — Set date for a Workshop and 7.I.2. Engineering — I -94 Project
Easements. Motion carried unanimously.
CONSENT AGENDA
CM Schommer /M Meehan motioned to approve the consent agenda as presented (Approve three
(3) One -Day Temporary 3.2% Malt Liquor Licenses application submitted by the Albertville
Lions for the annual Friendly City Days celebration held from June 10 through June 12, 2011
within Central -City Park -dates of the liquor licenses will be June 10, June 11, and June 12).
Motion carried unanimously.
DEPARTMENT BUSINESS
CITY COUNCIL
Oral Update on STMA Ice Arena Board meeting
Council member Wagner stated there was a lively discussion at the STMA Ice Arena Board
meeting regarding the second sheet of ice. Wagner's interpretation was it seems the STMA

Youth Association for the most part would be in agreement with raising $1,000,000 in total;
however, it will be collected over a course of time.
Council member Sorensen shared that the STMA School Board wants to remain a part of the
second sheet of ice. The School acknowledges and supports the need of the second sheet of ice
but is strapped with meeting the school's current budget needs.
Oral Update on the Planning and Zoning Commission
Council member Wagner shared that he was unable to attend the meeting, but talked to City
Planner Brixius to get feedback on the meeting. The main topic on the agenda was the `Off:
Premise Signage' that the Commission was hesitant in offering suggestions. The Planner did get
some comments to include in a proposed amendment to the City Code on possibly a temporary
basis to allow minimal off - premise signage.
Oral Update Parks and Recreation Committee `Explore Your Parks Event'
Mayor Meehan began with the comment it was an amazing turnout of residents at the Linwood
Park. Meehan felt this was a good opportunity to meet the general public by visiting parks
farther away from their basic neighborhood.
Council members Sorensen and Schommer shared the thought that the event should be held
during a different time. Schommer suggested in July or early August. Sorensen and Schommer
both serve as liaison to the Committee and will report back the comments.
Set date for a City Council Workshop
Mayor Meehan explained that he would like to set a date to hold a City Council workshop to go
over the current internal policies so all members understand them. Mayor Meehan looked to the
Council for suggestions adding the comment he would like it to happen when the City
Administrator returns. Monday, June 6 after the regular City Council meeting was suggested.
CMs Vetsch/Schommer motioned to set Monday, June 6 as a Workshop Date that will begin
after the regular Council meeting with the main purpose to review current internal policies in the
City of Albertville organization. Motion carried unanimously.

Authorize the Monday, May 16, 2011 Payment of Claims (bills) for check numbers 029731 to
29790
There was a question regarding check number 029785 made payable to the Wright County
Auditor /Treasurer. Finance Director Lannes explained the State has changed the method of
payment. In prior years, the State would send the check directly to the County. Now the State is
sending the payment to the City who in turn cuts a check to the County.
Second check in question was number 029769 made payable to Monticello Animal Control and
wondering what service it was for. Finance Director Lannes informed the check is for picking
up of a stray animal like a dog or cat. It is brought to the Monticello Animal Control building
located in Monticello. If the owner does not claim the animal the City is responsible for paying
the fee. If the owner would come forward to retrieve the animal, the City would invoice the
resident/owner for the fees incurred.
CMs Sorensen/Wagner motioned to authorize the Monday, May 16, 2011 Payment of Claims
(bills) for check numbers 029731 to 29790 in the total amount of $326,100.22 as presented.
Check no. 029722 made payable to West Suburban Officials in the amount of $770.00 will go
before the STMA Ice Arena Board at the next scheduled meeting, following explanation and
approval, the payment will be processed, scanned with supporting documents; the electronically
scanned version will be kept on file in the office of the Finance Director that will serve as the
City's official record. Motion carried unanimously

CITY CLERK
Approve the Monday, May 2, 2011 regular City Council meeting
Council member Sorensen wanted to make a few corrections to the minutes that pertained to the
STMA Ice Arena portion. Sorensen corrected the amount in the second paragraph that began
with `Sorensen stated city staff... 'the amount should be changed from 3.25% to 3.5 %.
Next correction Sorensen pointed out was in the third paragraph that begins `City Administrator
Kruse went over the. . .' the remaining amount should be changed from $3.5M to $2.5M.
The last area that needed to be addressed was the fourth paragraph starting with `Mayor Meehan
encouraged the Council members ... ' edited to reflect that Council member Wagner felt the
amount the STMA Youth Hockey Association should raise is $1M, with a down payment of
$600,000 and the remainder collected over the course of the bond.
CMs Sorensen/Schommer motioned to approve the Monday, May 2, 2011 regular City Council
minutes as amended above. Motion carried unanimously.
Approve a 1 -to -4 Day Temporary Intoxicating Liquor License submitted by Neighbor's Eatery
and Saloon for Friday, June 10, Saturday, June 11, and Sunday, June 12 (Friendly City Days)
City Clerk Miller commented that Neighbor's Eatery and Saloon's annual liquor application is
for the building only. The other establishments with outdoor dining include that space on their
liquor license as contiguous space. During Friendly City Days Mr. Holtz would like to serve
beer and liquor outdoors on the parking lot that will be fenced in with controlled access from the
building and a security person monitoring the space.
Council member Wagner and others were concerned with the possibility of passing a beer or
other beverage over the fence. Members have attending previous year's celebrations and have
witnessed that.
Council member Sorensen questioned whether the applicant was aware of the fee, which Miller
reported that Mr. Holtz has been informed of the $220 per day for the three (3) days for a total of
$660.
City Clerk Miller would make sure the applicant has a secure fence with security people working
the inside.
CMs Sorensen/Schommer motioned to approve the 1 -to -4 Day Temporary Intoxicating Liquor
License submitted by Neighbor's Eatery and Saloon for Friday, June 10, Saturday, June 11 and
Sunday, June 12 during the annual Friendly City Days as presented with the condition the
parking lot is secured and the grounds of the parking lot are monitored. Motion carried
unanimously.

ENGINEERING
Accept the City Engineer's Progress Report
City Engineer Nafstad briefly commented regarding the Safety Trail Grant, which staff is
looking at for the students living within a certain radius of the schools to make sure the
walkways are provided. Nafstad noted that the Towne Lakes Trail is another project in progress.
Other than those two highlights, Nafstad asked if the Council had any questions related to the
report.
CMs Wagner /Schommer motioned to accept the City Engineer's Progress Report. Motion
carried unanimously.
I - -94 Ramp Project
City Engineer Nafstad shared that staff is receiving comments from MnDOT related to the
reviewing of the I -94 Ramp Project. As the questions or concerns come up with MnDOT, staff
has been responding to keep the project moving along.
Nafstad reported that MnDOT recently noticed there are a couple areas where the City will need
more than a temporary easement. It would be in the City's best interest to obtain permanent
easements on the property owned by Philip Morris and AT & T for the construction of the I -94
bypass lane. This was brought to staff's attention last Friday, which is why it was not included
in the Council packet. Nafstad did not want to wait until the June 6 meeting as that would delay
the project from moving forward.
Nafstad informed the Council that Mr. Morris is okay and on board with the project; however, it
is unknown if AT&T are okay and onboard with the project. Staff would like Council's
approval or direction from the Council to allow staff to pursue obtaining the permanent easement
with the right -of -way from Mr. Morris and AT & T. Since this is an International road that
travels through Albertville, Nafstad reminded the Council there are federal regulations to follow
with the permanent easement.
CMs Schommer /Sorensen motioned directing staff to pursue acquisition of needed right -of -way
including title work, appraisals, and notification of City's intention regarding the permanent
easement for the purpose of the I -94 Ramp Project. Mayor Meehan, Council members
Schommer, Sorensen, and Wagner voted aye. Council member Vetsch voted nay.

Joint meeting of all the elected officials to build working relationships. This year's meeting will be

We will plan for a speaker on a topic of interest to all. More information will be forthcoming.
