2013-06-24 CC Minutes Joint Otsego & St. MichaelJOINT MEETING OF ALBERTVILLE, OTSEGO AND ST. MICHAEL CITY COUNCILS OTSEGO CITY HALL June 24, 2013 8:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 8:10 PM. Roll Call: Otsego; Mayor Jessica Stockamp; Councilmembers: Jason Warehime, Doug Schroeder and Tom Darkenwald; Lori Johnson, City Administrator, Ron Wagner, City Engineer; Daniel Licht, City Planner; Andy MacArthur, City Attorney and Tami Loff, City Clerk. Albertville; Mayor Jillian Hendrickson; Councilmembers Dan Wagner, John Vetsch, Larry Sorensen, and Rob Olson; Adam Nafstad, City Administrator. St. Michael; Mayor Jerry Zachman; Councilmembers: Nadine Schoen and Joe Marx; Steven Bot, City Administrator; Marc Weigle, Community Development Director; Joyce Flury, St. Michael Senior Center Director. Chad Gessel, RiverRider and Sue Selmers, MnDot. Wright County Commissioners: Mark Daleiden and Michael Potter. 1. RiverRider Service. Mayor Stockamp said it has been brought up the need for more service area. She feels it would be beneficial not just to Otsego residents but St. Michael and Albertville as well. RiverRider Director Chad Gessel reviewed the current service area. He said he wouldn't recommend changing the service area in the north section just adding an additional service area in the southwest quadrants of Otsego, St. Michael and Albertville. He explained that RiverRider is funded by FiA and MnDot 85/15% split; 85% covered by Federal and State and the other 15% covered local. This currently is paid by the bus occupants at about $1.25 fair. The capital is 80/20% split with 80% Federal and State and 20% local. CM Darkenwald asked if any money is received by the County or Cities. Mr. Gessel said not currently. He said that last year was about $13,750 total year service with local $2050,00, CM Darkenwald asked what it would cost for 1 bus and 1 driver. Mr. Gessel said they go by $55 per hour for all expenses and that a bus is around $72,000. Mr. Gessel said he would like ideas on what the communities are looking for service. He stated Tuesdays from 9 am-2 pm was an open time but would be willing to look at what was needed. There was discussion on if expand services how it would be advertised. Mr. Gessel said he would recommend City websites and newsletters. He said he would need a memorandum of understanding from each city for commitment and would recommended a trial of at least two years to get it started and 1 year notice for discontinue. He would need to bring to his board for approval but doesn't see any issues. City Administrator Johnson asked for lead time if cities decide to go ahead. Mr. Gessel said for 2014 the grant is due by August 30, 2013. Sue Selmers MnDot Representative said she would be willing to consider amending the agreement for this year but would need an agreement from the cities. There was discussion on the Tack meeting being held Friday, July 12, 10 am at Otsego City Hall. The Cities decided each city would have present 1 City Council member and City Administrator. There was discussion on inviting the City of Hanover. City Administrator Bot said he would contact them for the invite. 2. 1-94 Corridor Coalition update. City Administrator Bot and Mayor Zachman reviewed. The Coalition is looking for a Resolution of support from each city. Mayor Hendrickson said she met with Representative Fitzsimmons who is on the Transportation Hoard and he is very supportive. 3. Area Transportation and Development items: a. Naber Interchan e. b, 70th Street. Marc Weigle, St. Michael Community Development Director, reviewed Naber Avenue interchange. They will be looking at grants. CM Darkenwald asked how much was needed on a local level. Community Development Director Weigle said depending on land value; $1.00 sq. ft. The cities will continue to work together. Ron Wagner, Otsego City Engineer, reviewed Otsego's 70th Street project with Region 7W dollars and the city working with County officials for the roundabout options. County Commissioner Daleiden said County Road 37 is a very dangerous road; he asked the Virgil Hawkins to pull the rive most dangerous roads in Wright County and he believes that County Road 37 will be one of them. Mr. Daleiden also stated he would like to see the 70" Street project be delayed so that the whole project can be done at once. City Planner Licht explained to MSA money the City needs to us or loses. Albertville City Administrator Nafstad expressed some of his concerns to include Albertville access, turn backs and said County Road 37 to County Road 19 is very busy. 4. Adjourn.
