CITY OF ALBERTVILLE LOCAL BOARD OF APPEAL AND EQUALIZATION CITY HALL — COUNCIL CHAMBERS May 1, 2017 APPROVED MINUTES ROLL CALL PRESENT: Board members Aaron Cocking, Rob Olson, and John Vetsch Board member Walter Hudson arrived at 6:53 p.m. and Board Chair Jillian Hendrickson arrived at 6:57 p.m. ABSENT: None OTHERS PRESENT: City Administrator -PWD Adam Nafstad, City Clerk Kimberly Olson, Albertville Appraiser Brice Nelson, Wright County Assessor Tony Rasmussen Vetsch called the meeting to order at 6:47 p.m. PID 101110006090, 6853 LaSalle Circle NE Nelson reported the homeowner felt the valuation was too high at $384,300 and so he chose four comparable properties in the same neighborhood to compare the home to. Cocking inquired if the process is non -subjective. Nelson explained how the formula works in using comparable sales to get a new estimated market value and stated that he does not form an opinion on the features of a home and relies on data instead. The new value using the formula came to $382,366. Nelson reported the homeowner is not in agreement. Motioned by Olson, seconded by Cocking, to reduce the valuation for 6853 LaSalle Circle NE to $382,366. Ayes: Hendrickson, Cocking, Olson, and Vetsch. Nays: None. Absent: Hudson. MOTION DECLARED CARRIED. PID 101500364301, 101500364302, 101500364311, 6065 Large Avenue NE Rasmussen reported there have been numerous appeals for the commercial property in the past and they have made reductions to the valuation. He stated the billboard parcel was valued at $56,100 and other properties along I-94 have values right around $56,100. He added they do not value the billboard, just the land that it sits on. The creamery parcel is valued at $61,000. He stated the asking price for the purchase of the property is listed at $200,000. If the asking price were lowered, Rasmussen stated he might reconsider, but the owner has it listed for the $200,000. Nafstad inquired about easement and right away on the other parcel and Rasmussen replied there is already a deduct on it. Nafstad clarified that if the use does not change; it could be occupied and also would not have to be sprinkled. Cocking felt the owner must believe the building has value based on the asking price. Motioned by Cocking, seconded by Olson, to make no change in valuation for PID's 101500364301, 101500364302, 101500364311, 6065 Large Ave. Ayes: Hendrickson, Cocking, Hudson, Olson, and Vetsch. Nays: None. Absent: None. MOTIONDECLARED CARRIED.
