REGULAR MEETING MINUTES
1. Call to Order
Mayor Hendrickson called the meeting to order at 7:04 pm.
2. Pledge of Allegiance — Roll Call

Present: Mayor Hendrickson, Councilmembers Cocking, Hudson and Olson
Absentee: Councilmember Halling
Staff Present: City Administrator-PWD Nafstad, City Clerk Luedke, Finance Director Lannes, City
Attorney Couri and City Planner Brixius
3. Recognitions — Presentations — Introductions - none
4. Public Forum
There was no one present for the forum.
5. Amendments to the Agenda
Councilmember Hudson added an item under the Legal section entitled Discussion of Expansion of
Governor's Executive Orders.
City Administrator Nafstad added an item under the Fire section entitled Authorize the Hiring of a
Reserve Firefighter.
MOTION made by Councilmember Cocking, seconded by Councilmember Olson to approve the
November 16, 2020, agenda as amended. Ayes: Cocking, Hendrickson, Hudson and Olson. Nays:
None. Absentee: Halling. The motion carried.
6. Consent Agenda
All items under the Consent Agenda are considered to be routine by the City staff and will be
enacted by one motion. In the event an item is pulled, it will be discussed in the order it is listed on
the Consent Agenda following the approval of the remaining Consent items. Items pulled will be
approved by a separate motion.
A. Approve the November 2, 2020, regular City Council meeting minutes as presented.
B. Authorize the Monday, November 16, 2020, payment of claims as presented, except bills
specifically pulled which are passed by separate motion. The claims listing has been
provided to City Council as a separate document and is available for public view at City
Hall upon request.
MOTION made by Councilmember Cocking, seconded by Councilmember Hudson to approve the
November 16, 2020, consent agenda as submitted. Ayes: Cocking, Hendrickson, Hudson and Olson.
Nays: None. Absentee: Halling. The motion carried.

7. Public Hearing
A. Certification of Outstanding Fees, Fines and Invoices
Mayor Hendrickson opened the public hearing. No one requested to speak.
MOTION made by Councilmember Hudson, seconded by Councilmember Olson to close the public
hearing. Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The
motion carried.
MOTION made by Councilmember Olson, seconded by Councilmember Cocking to adopt
Resolution No. 2020-032, certifying uncollected bills and invoices to Wright County for collection
with real estate taxes. Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee:
Halling. The motion carried.
B. Towne Lakes Lot 1 Block 5 Lot Minor Subdivision/Minor PUD Amendment and
Easement Vacation
City Planner Brixius presented the staff report and answered questions from Council.
Mayor Hendrickson opened the public hearing. No one requested to speak.
MOTION made by Councilmember Hudson, seconded by Councilmember Cocking to close the
public hearing. Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling.
The motion carried.
MOTION made by Councilmember Olson, seconded by Councilmember Hudson to adopt
Resolution No. 2020-030, approving the vacation of an easement in Lot 1, Block 5, Towne Lakes
addition. Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The
motion carried.
MOTION made by Councilmember Olson, seconded by Councilmember Hudson to approve an
amendment to the Master Planned Unit Development Agreement, Towne Lakes. Ayes: Cocking,
Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The motion carried.
MOTION made by Councilmember Cocking, seconded by Councilmember Hudson to adopt
Resolution No. 2020-029, approving the subdivision of Lot 1 Block 2 into two new single-family
lots and a Minor PUD amendment bringing the new parcels into the Towne Lakes PUD and HOA.
Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The motion
carried.
8. Wright County Sheriffs Office — Updates, reports, etc.
9. Department Business
A. City Council
1. Committee Updates (STMA Ice Arena, Planning, JPWB, Parks, Fire Board,
FYCC, etc.)
Councilmember Cocking provided an update from the STMA Ice Arena meeting.
B. Fire
1. Authorize the Hiring of a Reserve Firefighter

City Administrator Nafstad presented the staff report and answered questions from Council.
MOTION made by Councilmember Hudson, seconded by Councilmember Cocking to authorize the
hiring of Zach Schoen for the position of Reserve Firefighter with the Albertville Fire Department.
Ayes: Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The motion
carried.
C. Finance
1. Driveway Improvements Assessments
Finance Director Lannes presented the staff report and answered questions from Council.
MOTION made by Councilmember Hudson, seconded by Councilmember Cocking to adopt
Resolution No. 2020-033, adopting the Driveway Improvement Assessments. Ayes: Cocking,
Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The motion carried.
2. CARES — Final Report Approval
Finance Director Lannes presented the staff report and answered questions from Council.
MOTION made by Councilmember Cocking, seconded by Councilmember Olson to adopt
Resolution No. 2020-034, approving the CARES Funding City Expense Reimbursement. Ayes:
Cocking, Hendrickson, Hudson and Olson. Nays: None. Absentee: Halling. The motion carried.
3. 2021 Enterprise Budgets and Rate Information
Finance Director Lannes presented the staff report and answered questions from Council. City
Administrator Nafstad answered questions from Council.
There was Council discussion regarding the water, sewer and storm water rate information. The
Council directed staff to bring the item back to a future Council meeting.
D. Planning/Zoning
1. Gonyea/Watermark Properties — Single Family Concept Plan
City Planner Brixius provided an overview from the October 19 Council meeting in which the item
was first presented and said the applicant would like feedback on the updated concept plan. Mr.
Peterson, Watermark's Director of Operation, reviewed the project details and amenities that would
be included with the single-family rental. Mr. Peterson also provided information on the proposed
changes to the concept plan since the last Council meeting. He answered questions from Council.
City Administrator Nafstad and City Attorney Couri answered questions from Council.
There was Council discussion regarding the proposed changes to the single-family rental community
concept plan and the lot sizes.

H. Legal
1. Discussion of Expansion of Governor's Executive Orders
Councilmember Hudson provided background information on the item and asked if Council would
be interested in drafting a resolution regarding the Orders. He said he would be willing to table the
item until the December 7 Council Workshop.
City Attorney Couri answered questions from Council regarding the Executive Orders.
There was Council discussion regarding the recent Governor's Executive Orders and possible
actions. Council determined to discuss the item at the December 7 City Council Workshop.
I. Administration
1. Call for a City Council Workshop with the Wright County Sheriffs Department
for December 7, 2020 at 5:30 pm
City Administrator Nafstad said the Truth -in Taxation Hearing was scheduled for December 7 at
6:15 pm. He asked if Council preferred to schedule this meeting earlier on the 7t` or on another date.
There was Council discussion regarding the proposed Council workshop and meeting date. The
Council's consensus was to schedule the Council Workshop for November 30, 2020, at 5 pm.
2. Discussion on a request to live stream public meetings
City Administrator Nafstad said he had received a request to live stream the public meeting. He
answered questions from Council and said the public meeting are currently audio recorded.
City Finance Director Lannes said the approximate cost to live stream the meeting would be between
$10,000 to $30,000 and she answered questions from Council.
There was Council discussion regarding live streaming the public meetings and the consensus was to
not move forward with the request.
