contract charges and an updated emergency call lIst MOTION BY KESSLER, SECONDED BY KOTTKE TO ADOPT AMENDED AGENDA MOTION CARRIED UNANIMOUSLY There was no one present for CItIzen Forum MOTION BY KESSLER, SECONDED BY PAULLIN TO APPROVE THE MINUTES OF THE MARCH 26, 2001 REGULAR MEETING MOTION CARRIED UNANIMOUSLY MOTION BY PAULLIN, SECONDED BY HAGERTY TO APPROVE THE CONSENT AGENDA MOTION CARRIED UNANIMOUSLY There was no unfimshed busmess Cathn explamed that three SIgnatures were needed on platt that was prevIously authorIZed by the board One SIgnature from each CIty was obtamed and notartzed The City of St Michael's request to pamt the water tower was dIscussed PaullIn clarIfied that the requested pamtmg wIll come out of St Michael and Albertville funds only, not Hanover funds The eXIstmg tower wIll be due for new pamt m approximately eIght years and the logo would need to be redone at that tIme Cathn stated that the most cost effective method would be had when pamtmg of tower IS bemg done The new tower IS due to be pamted m spnng of 2002 Kessler requests CatlIn get pncmg for St Michael AlbertvIlle and Home of the Kmghts, separately MOTION BY KESSLER, SECONDED BY PAULLIN TO PERMIT THE CITIES OF ST MICHAEL AND ALBERTVILLE TO PAINT "ST MICHAEL ALBERTVILLE, HOME OF THE KNIGHTS" ON THE WATER TOWERS, WITH THE PROVISO THAT THEY WILL GO BACK TO THE CITIES WITH THE COST OF THAT BEFORE PROCEEDING OLSON, KESSLER, PAULLIN, HAGERTY, AND KOTTKE VOTED AYE VETSCH VOTED NA YE MOTION PASSED Vetsch stated he did not feel the water tower should be IdentIfied wIth the school, as It IS the property of the Jomt Power System The motIon did carry Braunwarth stated that Doug Psyk came m to office and said he had given permtsslon to the ongmal contractor to dump dirt and that he had not talked to anyone after that He would now hke that completely cleaned up pnor to plantmg tIme and If It IS not he Will charge $100 OO/month retro to when the first mound of dIrt was dropped Cathn feels thIs Issue IS between Mr Psyk, the contractor, Moorhead ConstructIOn, and the subcontractor HIs understandmg IS that there should not be any Board relatIOnshIp m this Issue Olson suggested that the Board could authonze the staff to send a letter askIng them to resolve the problem so that they know the board IS mterested m thIs as well MOTION BY KESSLER, SECONDED BY VETSCH TO AUTHORIZE STAFF TO SEND LETTER REQUESTING THIS MATTER BE RESOLVED MOTION CARRIED UNANIMOUSL Y Cathn states that he spoke WIth the contractor and that he had authonzed Fehn Excavatmg to clean that area Catlm explamed that the Bauman clOSIng would not take place at tills time at the tItle compames'recommendatlOn A tItle dispute has recently been uncovered and ProVIdent recommends we walt to close until that IS settled Cathn gave each member maps showmg where everythIng was as an update of where we are With past hIstory He also explamed how certam sites were chosen He explamed that we Will need to construct a water mam from the eXlstmg system that runs along 50th and Naber to connect to the new tower He will bnng additIonal mformatlOn to the board m the next few months regardmg that matter Cathn also remtnds the board that although we will be assessed for the street when 50th goes through, when we put the water mam In It would be appropnate for the board to assess the cost of the mam to the adJOlmng property owners Vetsch asked how the school would be assessed Cathn stated that although they don't pay property taxes they are responsIble for assessments Cathn says that they are aware of that as It was prevIously gone over m the property negotIatIons Cathn says they met agam WIth the school board and that all systems are go for acqumng the property for the new tower and the easement He hopes that we Will be able to close on both the school property and the Bauman property at the same tIme Cathn says dnlhng has begun on well #5 and IS approximately 1/3 of the way down ThIS well was ongmally scheduled a couple years out, but due to the growth m the area we needed to move It up From 1999 to 2000 the water demand m the area has mcreased by 3 8% Well #5 will proVide addItIonal water for the treatment plant, but we need to get an additIonal pipe that connects well #5 With our treatment plant The best optIon IS to go through Bauman and MGM properties and on through the school board property We will put future well #6 on the Bauman property we Will be purchasmg and we WIll put two addItional wells on the school board property and the one pIpe will servIce all of those wells The pIpe wtll be 16" expandmg to 20" as It passes wells so that It IS bIg enough for future development We have also made provIsions so that we can easIly extend to the West for another future well location CatlIn brought to the board's attentIOn an Issue WIth our next water town He wanted to prOVide good planmng so he presented a graphiC showmg what would be a very good location for a third water town whIch was provIded for m the master plan on 15th street, near the boarder of St Michael and Hanover There IS about a ~ acre property m St MIchael that was the former standpIpe, but It IS not near big enough for a real water tower However, It would be a pOSSIbilIty to purchase addItional land to put another water tower and It may be even better to cross the street and purchase apprmamately a two-acre lot for a future water tower ThIs would not need to be done at thIs time Moorhead Constructions requested that CatlIn make It known to the board that he IS very mterested m fimshIng up the project and receIvmg hIs final payment Catlm did not recommend makmg the final payment last month, but expects to make that recommendatIOn next month Browmng presented the EDA contract charge update from Hoff, Barry, & Kuderer Olson requested that Browmng keep the board updated on the progress on thIs matter MOTION BY KESSLER, SECONDED BY KOTTKE TO APPROVE THE AMENDED LIST OF CLAIMS MOTION CARRIED UNANIMOUSLY Kessler requested CatlIn explam to the board the arsemc Issue that the ClInton admImstratlOn approved regardmg the regulation of arsemc for dnnkmg water down to 10 parts perbIlhon Cathn states that IS 100th ofaJIgger ofarsemc m a 100,000-gallon raIlroad tank car There has been a great deal of controversy around thIs deCISIon, as many small towns would be affected, as they would have to treat their water speCially to remove the arsemc The water m the Jomt Power system wells IS naturally very low so It would not affect us at all here When the Bush admmIstratIon came m they deCIded to take one more look at the regulatIOn and so they stopped the promulgatIOn of the rule and are re-evaluatmg It They hope to have additional words of Wisdom out m about 90 days as to what Will happen WIth that arsemc level Right now It IS at 50 parts per bIlhon Our arsemc level IS down near the hmIt of what we can test for whIch IS 3 parts per bIlhon Kessler asked what the health Issues are WIth arsemc, other than death Catlm explamed there IS a WIde range from skm cancers and many other homble skm dIseases to hver and kidney dIseases ThIs IS normally when the arsemc IS at a hIgher lever, about 100 or more parts per bIlhon We do not know If thIs IS a cumulative effect or not Most of the mformatIon IS commg out of Bangladesh where they were gathenng therr dnnkIng water from cesspools, baSically, where they and therr ammals washed and where waste ran They dnlled a bunch of wells there and they were all contammated With arsemc Now there IS a huge problem With skin diseases and skm cancers All that IS at 100' s of parts per bIllIon That's what makes It so dtflicult to compare to the Umted States, places such as Delano, ect There were no further questions
