The meetmg was called to order at 7 00 PM
The proposed budget, pnvate wells for spnnklIng, and wordmg to be pamted on Tower 2 were
added under Unfimshed Busmess MOTION BY KESSLER, SECONDED BY KOTTKE TO
ADOPT THE CHANGED AGENDA MOTION CARRIED UNANIMOUSLY

CARRIED UNANIMOUSLY
MOTION BY PAULLIN, SECONDED BY KESSLER TO APPROVE THE CONSENT
AGENDA MOTION CARRIED UNANIMOUSLY
2002 proposed budget was dIscussed MOTION BY KESSLER, SECONDED BY KOTTKE
TO APPROVE PROPOSED OPERATIONS AND MAINTENANCE BUDGET FOR THE
YEAR 2002 MOTION CARRIED UNANIMOUSLY
Wells for rrngatIon was agam brought to the table for dIScussIon Kessler stated It was St
MIchael's opInIOn that It should be allowed, but that there should be some regulatIon, such as a
bonafide homeowner's aSSOCIatIOn, so there IS assurance that there aren't any cross connectIOns,
ect PaullIn agam stated that the CIty of Hanover was comfortable wIth people puttmg m
shallow wells Her concern would be that If developers were allowed to have these wells then
mdIvIdual homeowners should be allowed the same benefit even though It IS not an aSSOCIatIOn
Catlm stated that, tradItIonally, If there IS an eXIstmg well and another well mterferes wIth It, It'S
usually a new mUnIcIpal well and you draw the whole aqUIfer down and then the CIty IS
responsIble for dnllIng the homeowner's well deeper That's a frrst come first serve SItuatIon
and the pOSSIbIlIty IS there m the future If new wells are dnlled for the CIty Olson stated that he
wasn't totally convmced that thIs should be approved, but felt that there should at least be some
type ofwntten polIcy m hand to use as parameters to Judge on a case by case baSIS One of the
mam concerns bemg the abIlIty to mspect for contammatIon The Board asked that the staff look
mto the polIcIes of other cItIes who do allow thIs and present Ideas for possIble regulatIOns ThIS
Item was then tabled until the next meetmg
Kessler wanted to be sure that the words St Michael AlbertvIlle were spelled out, versus Just the
letters STMA, when pamtmg Tower 2 Braunwarth venfied ongmal request was to have the
name spelled out No further actIOn was needed
John Nagel was not present, but his request to saturate the pond at I-hghwoods usmg a hydrant
was dIscussed After all pomts were dIscussed It was the consensus of the Board that I-hghwoods
would be allowed to saturate theIr pond usmg the hydrant so long as the City of St Michael has
approved what they are domg With the pond Itself They will be charged for the water used and
manpower mvolved

WITH NEXTEL MOTION CARRIED UNANIMOUSLY
MOTION BY KESSLER, SECONDED BY KOTTKE TO APPROVE CBI PAY REQUEST #3
MOTION CARRIED UNANIMOUSLY
MOTION BY KESSLER, SECONDED BY KOTTKE TO APPROVE THE LIST OF CLAIMS
MOTION CARRIED UNANIMOUSLY
MOTION BY KESSLER, SECONDED BY PAULLIN TO ADJOURN THE MEETING AT
