2002-03-25 JPWB Minutes JOINT POWERS WATER BOARD MINUTES Regular Meeting of March 25, 2002 7:00 PM JPWT Plant Board Room Present Kessler, Paulhn, Kottke, Vetsch, Joe Hagerty-Stand m for Tom Hagerty Absent Olson, Hagerty The meetmg was called to order at 7 00 PM Change order #2 was added to the agenda MOTION BY PAULLIN, SECONDED BY KOTTKE, TO ACCEPT THE CHANGED AGENDA MOTION CARRIED UNANIMOUSL Y No one present for the CItizen forum The name Paulhn was correct on Page 2, paragraph 6 ofthe February 25, 2002 MOTION BY PAULLIN, SECONDED BY VETSCH, TO ACCEPT CORRECTED MINUTES MOTION CARRIED UNANIMOUSLY MOTION BY PAULLIN, SECONDED BY VETSCH, TO ACCEPT THE CONSENT AGENDA MOTION CARRIED UNANIMOUSLY Browmng presented an updated polIcy, as preVIously requested by The Board, for Pnvate ImgatIon Wells Coldwater Creek was the ftrst to request permtSSIOn for a pnvate well and Hans Hagen was next Some concern over possIbly havmg too many pnvate wells was brought up It was thought that the cost would be prohIbItIve enough to msure that there would not be a pnvate well mstalled every few houses It IS more lIkely that It would be larger developments and asSOCIatIons that would be requestmg these wells The Issue of lost revenue and treatmg water that gets spnnkled on the lawn, and the safety of the CItIes wells was dIscussed VerbIage WIll be added to the poltcy to try and cover all of the safety Issues What other commumtIes allowed pnvate wells for spnnklmg was brought up agaIn and Browmng stated that Mmnetonka was the only one she knew of that dId allow such wells The new well and tower were dIscussed m relatIon to whether there mIght be a problem producmg enough water when needed It was ftnally deCIded to table thIS Item untIl next month Browmng presented changes to the Spnnklmg Poltcy Calendar spnnkltng was recommended from May 1 through September 30 of any year Homes WIth even numbers would water on even days and homes WIth odd numbers would water on odd days MOTION BY PAULLIN, SECONDED BY VETSCH, TO ACCEPT THE SPRINKLING POLICY AS PRESENTED MOTION CARRIED UNANIMOUSLY JOINT POWERS WATER BOARD MINUTES Regular Meetmg of March 25, 2002 7:00 PM JPWT Plant Board Room CatlIn stated that AlbertvIlle Wastewater was havmg some problems wIth the sludge that IS created by the JPWB Plant The two Issues are the volume of waste produced and the solIds Itself that seems to be mterfenng wIth theIr process CatlIn and Browrung dIscussed these problems and suggested that If we could mmlmlze the amount of water used m back-washmg and deamng the filters and regulate how we dIscharge that waste to the AlbertvIlle Treatment System then we would solve part ofthe problem completely They took that modIficatIon to the project out on the street and had the contractors bId on It Those bIds were receIved today and the low bId for the Electncal ServIce for Well #5 and the Raw Watermam mcludmg the modIficatIon was submttted by Latour ConstructIOn MOTION BY PAULLIN, SECONDED BY KOTTKE, TO AWARD THE BIDS TO LATOUR CONSTRUCTION MOTION CARRIED UNANIMOUSLY MOTION BY PAULLIN, SECONDED BY HAGERTY, TO APPROVE CHANGE ORDER #2 MOTION CARRIED UNANIMOUSLY CatlIn presented the logo receIved from Mr DeMatteIS, showmg the kmght on a horse, and stated It WIll cost apprmamately $15,000 00 to $16,000 00 Cathn stated that the lettenng alone would cost apprmamately $5,000 00 to $6,000 00 Cathn Just found out that the pamter has been delayed and a deCISIon won't need to be made untIl next month The logo of Just the knIght's helmet was also dIscussed and It would cost apprmamately $10,000 00 to $11,000 00 Kessler stated that he would speak wIth Mr DeMatteIS and bnng the outcome to the next meetmg Thts Item was tabled unttl next month MOTION BY PAULLIN, SECONDED BY VETSCH, TO APPROVE THE LIST OF CLAIMS MOTION CARRIED UNANIMOUSLY MOTION BY PAULLIN, SECONDED BY VETSCH TO ADJOURN THE MEETING AT 8 05 PM MOTION CARRIED UNANIMOUSLY l~~/ ~L~~ Recordmg Secretary
