The meetmg was called to order at 6 30 PM
MOTION BY PETERSON, SECONDED BY KOTTKE, TO ADOPT THE AGENDA AS
PRESENTED MOTION CARRIED UNANIMOUSLY

MOTION BY PETERSON, SECONDED BY HAGERTY TO APPROVE THE MINUTES OF
THE APRIL, 2003 REGULAR MEETING MOTION CARRIED UNANIMOUSLY
MOTION BY HAGERTY, SECONDED BY FAY, TO ADOPT THE CONSENT AGENDA AS
PRESENTED MOTION CARRIED UNANIMOUSLY

The request from, Robert Derus-St MIchael CIty AdmInIstrator, to reVIew the Water & Sewer
bIllmg polIcy for multI-tenant commercIal facIlItIes were dIscussed After reVIew and dIscussIOn
of thIS polIcy It was the consensus of the Board to leave the polIcy as IS Smce the specIfic reason
for the request was unclear, the Board expressed that they would be wIllmg to reVIsIt thIS subject
If needed The Board Members wIll take that mformatIon back to theIr CIty CouncIl
The request from Hanover CIty CouncIl to place any proJect(s) on the Dnnkmg Water Revolvmg
Funds program lIst was presented CatlIn explamed that thIS was looked at preVIously and
explamed that we do not fit the cntena for thIS program The Board Members wIll take that
mformatIOn back to theIr CIty CouncIl
The Logo Contest was set up m the back of the room and It was decIded that the vote would take
place at the end of the meetmg
CatlIn recommended payment ofJ R Ferche's pay request #1 m the amount of$8,179 50

FERCHE'S PAY REQUEST #1 MOTION CARRIED UNANIMOUSLY
CatlIn recommended payment of Traut Wells Pay Request #2 m the amount of$57,357 68

CatIm stated that JIm Galvm was gomg to show up for the meetmg, but may have thought the
meetmg was at 7 pm CatlIn explamed that Mr Galvm house IS JUst 2 houses away from Well
#6 and dunng the blastmg operatIOns for developmg the well he began expenencmg rusty water
It contmued to worsen to a pomt where he was changmg hIS rust filter 3 tImes a day It
eventually turned almost to mud and he was unable to get any water at all Mr Galvm had
requested a curb stop be stubbed m about a year ago when some other work was bemg done on
the road He dId that WIth the thought that he would one day hook up to CIty water When he
could no longer get water from hIS well, he hIred a contractor to connect to CIty water CatlIn
revIewed the events and theIr tImmg and concluded that It IS very possIble, even probable, that
the blastmg done for well #6 caused Mr Galvm's problems WIth hIs well When CatlIn spoke
WIth Mr Galvm he asked If he mIght be satIsfied If The Board pIcked up half the cost, and he
seemed to be It was decIded to table thIs matter and see IfMr Galvm would be present
Catlm gave an update on well #6 The well has been dnlled and they're test pumpmg tomght at
1,000 gallons per mmute WIth 75 ft of drawdown, It looks lIke they'll get close to 2,000 gallons
per mmute out of It For companson, Browmng stated that we get about 1,100 gal/mm from well
#1, about 873 gal/mm from well #2, about 1,000 gal/mm from well #3, about 1,200 from well
#4, and well #5 pumps at about 1,000 gal/mIn, but IS capable ofpumpmg about 2,000 gal/mm
Braunwarth presented a request for addItIonal furmshmg m the office The request was for an L-
shaped receptIon counter to add on to the eXIstmg counter and a 10' copy center WIth overheads
She stated that an estImate had been requested from Custom Concepts, who had bUIlt the eXIstmg
counter, but that nothmg had been receIved m wntmg at the tIme of the meetmg However,
when they last spoke on the telephone It sounded lIke the bId would be around $10,000
MOTION BY PETERSON, SECONDED BY HAGERTY, TO GET TWO ESTIMATES FOR
OFFICE FURNITURE MOTION CARRIED UNANIMOUSLY
JIm Galvm was now present CatlIn explamed to hIm that he had already gIVen the background
ofMr Galvm's SItuatIon to The Board and asked Mr Galvm If he had brought receIpts WIth hIm
Mr Galvm presented receIpts from Goldade DItchmg, Wenzel Plumbmg, Goodm Co , and CIty
ofSt MIchael totalIng $4499 00 and stated that he has not receIved the mVOIce from Torgerson
yet, but expects It to be $760 00, possIbly a lIttle more Hagerty asked If any damage had been
done to any of hIs eqUIpment m the house, water heater, ect Mr Galvm stated that he dIdn't
belIeve It had, he had checked everythIng out and It seemed fine Hagerty asked If the well was
workIng properly and IfMr Galvm had any mtentIon of hookIng up to CIty water Mr Galvm
stated that the well was workIng fine and that when they ran CIty sewer and water they had not
stubbed a curb stop to hIS property, so when they were domg work last summer he thought that
would be the perfect tIme to stub m the curb stop and got approval to have that done then
MOTION BY PETERSON, SECONDED BY KOTTKE, TO PAY $5,259 00 IN FULL
