The meetmg was called to order at 7 00 PM
MOTION BY KESSLER, SECONDED BY HAGERTY, TO APPROVE THE AGENDA WITH
THE ADDITIONS OF WATERING RESTRICTIONS TO UNFINISHED BUSINESS AND
PUMP NOISE TO NEW BUSINESS MOTION CARRIED UNANIMOUSLY

MOTION BY PETERSON, SECONDED BY KESSLER TO APPROVE THE MINUTES OF
THE MAY, 2003 REGULAR MEETING MOTION CARRIED UNANIMOUSLY
MOTION BY HAGERTY, SECONDED BY PETERSON, TO ADOPT THE CONSENT
AGENDA AS PRESENTED MOTION CARRIED UNANIMOUSLY
There were four estimates presented for office furniture MOTION BY KESSLER,
SECONDED BY HAGERTY, TO AUTHORIZE $5,53400 PAYMENT TO ZROKA CABINET
& FIXTURE, INC MOTION CARRIED UNANIMOUSLY
Browmng reviewed watenng restnctIOns RestnctIOns are effectIve from May 1 st through
September 30th each year There had been additIOnal restnctIOns m effect on an emergency
baSIS, prevIOusly, but they have not been necessary thts year The "blanket restnctIOns" are that
all of AlbertvIlle, Hanover, and St Michael can spnnkle when theIr house number comcldes With
the odd or even calendar number There IS a 30 day exceptIon to that for newly laid sod or seed
The reSident must notify the Jomt Powers Water Board office so the account can be noted and
have a receipt for proof If needed Violators are always venfied by one of our staff or the City's
staff pnor to a penalty bemg apphed Although AlbertvIlle does their own bllhng, they should be
followmg the Jomt Powers Water Board pohcy NotificatIOn ofrestnctlons was discussed and It
was the consensus of The Board that there IS enough notificatIon bemg given
Peterson stated that the County had come to AlbertvIlle City Hall statmg that they were told they
could not get water from Jomt Powers Water Board and the City was consldenng glvmg It to
them smce they get It free Braunwarth explamed that no one was told they could not get water
from Jomt Powers Water Board, but they may have been told they could not have the water free,
but would need to purchase It He Will check mto It further

Browmng and Kessler were under the ImpreSSIOn that Arlan Middleton would be present to
dISCUSS the League ofMN Insurance Item It was tabled to the end of the meetIng to give Mr
MIddleton more tIme
Braunwarth presented the SpecIal Assessments from the CIty of St MIchael and stated that the
CIty ofSt Michael was aware of the Board's meetIng date and would waIve Interest untIl after
that date MOTION BY KESSLER, SECONDED BY FAY, TO PAY SPECIAL
ASSESSMENT OF $41,310 91 IN FULL MOTION CARRIED UNANIMOUSLY
Peterson questIOned the pump nOIse that comes from the Water Plant He states that he hves
behInd the plant and they can hear a nOIse that sounds lIke a motor at vanous hours of the day or
mght BrownIng stated that It had to be the blower Stated that the generator would make nOIse
too, but It IS only run about once a month unless there's a power outage She stated that the
blower runs approxImately Ih hour to 45 mmutes once a day, but usually Isn't In the evemng or at
mght except dunng rngh usage penods CatlIn suggested puttIng a box over the outlet, but
Peterson thought we could walt untIl there was an actual complaInt before addressIng the
solutIOn further
Kessler asked when It was expected that we would reach capacIty WIth the Water Plant CatlIn
stated that It'S on the docket for constructIon next year He stated that the next step would be to
put In another filter There were some preVIOUS modIficatIons made to address the sludge Issue
WIth AlbertvIlle and that Will be addressed fully at that tIme
The League ofMN Insurance Item was brought up agaIn Mr MIddleton was not present
BrownIng stated that It IS a calculated amount and It goes up and down accordIng to usage
Peterson asked If we had attempted to get any reImbursement from them for the JIm GalVIn
claIm It's the general ImpressIOn of everyone present that Insurance wIll not cover any of It, we
WIll check WIth Mr MIddleton MOTION BY PETERSON, SECONDED BY KESSLER, TO
APPROVE LEAGUE OF MN INSURANCE PAYMENT MOTION CARRIED
UNANIMOUSLY
Cathn recommended payment of Pay Request #2, $67,877 50 to J R Ferche MOTION BY
PETERSON, SECONDED BY HAGERTY, TO APPROVE PAYMENT AS
RECOMMENDED MOTION CARRIED UNANIMOUSLY
CatlIn recommended payment of Pay Request #3, $13,015 00 to Traut Wells MOTION BY
HAGERTY, SECONDED BY PETERSON, TO APPROVE PAYMENT AS
