2003-08-25 JPWB Minutes JOINT POWERS WATER BOARD MINUTES Regular Meetmg of August 25, 2003 7:00 PM JPWT Plant Board Room Present Paulhn, Kessler, Peterson, Kottke, Fay, Joe Hagerty - Alternate Absent Hagerty The meetmg was called to order at 7 00 PM MOTION BY PETERSON, SECONDED BY KESSLER, TO ADOPT THE AGENDA AS PRESENTED MOTION CARRIED UNANIMOUSLY Noone present for the cItizen forum MOTION BY KESSLER, SECONDED BY FAY, TO APPROVE THE MINUTES OF THE JULY, 2003 REGULAR MEETING MOTION CARRIED UNANIMOUSLY MOTION BY PETERSON, SECONDED BY KOTTKE, TO APPROVE THE CONSENT AGENDA AS PRESENTED MOTION CARRIED UNANIMOUSLY The spnnklmg ban and restnctIons were dIscussed Browmng explamed how we've mcreased our usage regularly over the past several years, and even though we've also tnpled our storage and mcreased the capaCIty m pumpmg from our wells by 25% we sttll had problems m the past week She beheves that the bIggest factor m necessItatmg the ban was that It'S been very dry and there was no predIctIon of any ram m the near future Also, the mcreased usage was Just hours before we normally have some of the peak usages After takmg those factors mto conSIderatIOn she called the Mayors to get approval for the ban and then, Just days later, for the restnctIOns She explamed that timed restnctIons have been tned prevIously and there doesn't seem to be any that please everyone She explamed that we've been trymg to educate people, as they call m, about how the restnctIOns work Annual notification IS posted m the Crow River News, as well as the newsletter from each CIty and the Consumer Confidence Report which are matled to each customer It IS also posted on each CIty'S web SIte Braunwarth stated that there IS also a welcome packet that the CItIes receIve from the Chamber of Commerce and It'S gIven out WIth the recychng bms We could mclude a copy of the restnctIOns WIth those The current Jomt Powers Water Board Pohcy states that once everyone has been notified what the restnctIOns are then VIOlatIons are apphed Peterson explamed that the only reason he could thmk of to do a warmng IS the spnnkler systems because they could bhnk out WIth a power ghtch and then they automatically reset at 1200 Browmng stated that we were proposmg that as soon as a VIOlatIon was to be apphed a notificatIon would go out, however, If The Board would rather a letter of warnmg be sent then the pohcy can be changed Kessler suggested a letter mIght be JOINT POWERS WATER BOARD MINUTES Regular Meeting of August 25, 2003 7:00 PM JPWT Plant Board Room sent out when It starts to get dry Browmng stated that postage alone IS $2,000 00 per matlmg and It takes three people two days There was further dIscussIOn about other restnctIon options and whether any venficatIons were done on the weekends Staff do, mdeed, venfy vIOlatIOns dunng non-busmess hours Browmng stated that she prefers to have a sohd pohcy that the Board IS m agreement WIth m regards to the spnnkhng restnctlons, warmng letter (If any), and lmposmg penalties The pohcIes are completely at the dIscretion of the Board, and whatever they are, we need to be consIstent It was then the consensus of the Board that a wammg letter (or a telephone call) be sent out pnor to the first VIOlation bemg applIed MOTION BY PETERSON, SECONDED BY KESSLER, TO APPROVE PAY REQUEST #3 FOR JR FERCHE MOTION CARRIED UNANIMOUSLY MOTION BY PETERSON, SECONDED BY KOTTKE, TO APPROVE THE LIST OF CLAIMS AS PRESENTED MOTION CARRIED UNANIMOUSLY Kessler asked If the pamtmg of Tower 2 would affect usage Cathn explamed that the logo has been stencIled on Tower 2 and they won't dram for pamtmg untIl we're m a lower usage penod MOTION BY KESSLER, SECONDED BY FAY, TO ADJOURN THE MEETING AT 7 55 PM MOTION CARRIED UNANIMOUSLY '7 f ' ..., \ ,.-? /' /0#) '~d2 / /# ~~~l Recordmg Secretary
