2003-10-27 JPWB Minutes JOINT POWERS WATER BOARD MINUTES Regular Meeting of October 27,2003 7.00 PM JPWT Plant Board Room Present PaullIn, Kessler, Peterson, Hagerty, Kottke, Fay The meetmg was called to order at 7 00 PM Letter from Jerome & Shtrley Barthel and AudItor's authonzatIOn letters were added to New Busmess MOTION BY PETERSON, SECONDED BY HAGERTY TO ADOPT THE AMENDED AGENDA MOTION CARRIED UNANIMOUSLY No one present for the CItIzen forum MOTION BY PETERSON, SECONDED BY KESSLER TO APPROVE, THE MINUTES OF THE SEPTEMBER, 2003 REGULAR MEETING MOTION CARRIED UNANIMOUSLY MOTION BY PETERSON, SECONDED BY KOTTKE, TO APPROVE THE CONSENT AGENDA AS PRESENTED MOTION CARRIED UNANIMOUSLY Hagerty stated that after reVIewmg the 2004 Proposed Budget & Agreement he sees no reason not to go forward He recommends that The Board accept MOTION BY PETERSON, SECONDED BY KOTTKE, TO APPROVE THE BUDGET AND AGREEMENT AS PRESENTED MOTION CARRIED UNANIMOUSLY Browmng stated that It'S a government mandated requrrement that every water system complete a VulnerabIlIty Assessment She stated that deadlInes were based on the SIze of the project and we have untIl June, 2004 She suggested US FIlter be contracted to complete the VulnerabIlIty Assessment and gave a copy of Peter S Beenng's bIography for reVIew She states that only specIally tramed groups can conduct the assessment and that It can be done at a cost of apprmomately $25,000 00 and that It could be $35,000 00 to have someone else do tills Peterson asked If tills was JUst for the water plant or If It mcluded the sewer plant CatlIn stated that It was only mandatory at tills tIme for the water plant Browrung says that some CItIes are voluntanly domg theIr sewer plants too Peterson would lIke Browrung to check mto pnces to compare those that mclude the sewer treatment plant( s) Browrung WIll gather further mformatIOn and bnng to the next meetmg The letters from the audItor were presented to each member for therr signature Jerome and Sillrley Barthel's letter stated that they had paid $100 00 m 1978 for therr future connection fee, but when they checked With the CIty there was no record of theIr payment Jomt Powers has no record of that payment Browmng stated that there was a full blown contract JOINT POWERS WATER BOARD MlNUTES Regular Meeting of October 27, 2003 7:00 PM JPWT Plant Board Room wntten up for each of those that pre-paId and there was not one on file for the Barthel's Although Peterson vouched for Shrrley Barthel's honesty, It was detennmed that there needs to be some phYSIcal proof of payment Kessler stated that he'll look over the Itst at Crty Hall and bnng hIs findmg to the next meetIng It was also suggested to Peterson that they present a copy of therr check or receIpt The Issue was tabled untu the November meeting Catltn recommended payment of $48,98 I 00 to Traut Wells for Pay EstImate #6 MOTION BY KESSLER, SECONDED BY FAY, TO APPROVE PAYMENT AS RECOMMENDED MOTION CARRIED UNANIMOUSLY MOTION BY HAGERTY, SECONDED BY PETERSON, TO APPROVE THE LIST OF CLAIMS AS PRESENTED MOTION CARRIED UNANIMOUSLY Peterson requested a change of meetIng tIme to 6 p m Instead of7 p m No one had a COnflIct WIth that change MOTION BY KESSLER, SECONDED BY FAY, TO CHANGE THE REGULAR MEETING TIME TO 6 P M BEGINNING WITH THE NOVEMBER 24,2003 MEETING MOTION CARRIED UNANIMOUSLY MOTION BY HAGERTY, SECONDED BY KOTTKE, TO ADJOURN THE MEETING AT 7 52 P M MOTION CARRIED UNANIMOUSLY RecordIng Secretary
