2003-11-24 JPWB Minutes JOINT POWERS WATER BOARD MINUTES Regular Meetmg of November 24,2003 6:00 PM JPWT Plant Board Room Present PaullIn, Kessler, Peterson, Hagerty, Kottke, Fay The meetIng was called to order at 6 00 PM MOTION BY PETERSON, SECONDED BY KOTTKE, TO ADOPT THE AGENDA MOTION CARRIED UNANIMOUSLY Noone present for the cItIzen forum MOTION BY KESSLER, SECONDED BY PETERSON, TO APPROVE THE MINUTES OF THE OCTOBER, 2003 REGULAR MEETING MOTION CARRIED UNANIMOUSLY MOTION BY HAGERTY, SECONDED BY FAY, TO APPROVE THE CONSENT AGENDA AS PRESENTED MOTION CARRIED UNANIMOUSLY Browrnng stated that Steve Bot, St MIchael CIty EngIneer, was very concerned about the cost of the vulnerabIlIty assessment He asked Browrnng to check Into alternatIves, such as domg the assessment ourselves BrownIng states that It seems that would be acceptable to the state, she would not be comfortable dOIng that CatlIn stated that H R Green also does thIs assessment, but when he spoke WIth theIr person that does thIs sort of work, It would cost a few thousand dollars more than U S FIlter would charge Browrnng feels that SInce It'S a professIOnal servIce there should be a professIOnal dOIng the Job CatlIn agrees Fay stated that although we could get the assessment done for a lIttle less, he would be concerned that the qualIty may not be the same as haVIng someone who's qualIfied to do thIs Browrnng stated that the US FIlter person IS qualIfied and has done the same assessment for the City of MInneapolIs MOTION BY PETERSON, SECONDED BY FAY, TO APPROVE US FILTER DO THE VULNERABILITY ASSESSMENT AT THE COST OF $25,00000 PAULLIN, PETERSON, KOTTKLE, HAGERTY, & FAY, VOTED AYE KESSLER VOTED NA YE MOTION CARRIED Kessler stated that he had Carol Beale, CIty Clerk, look through everythIng they had to try to find some documentatIOn shOWIng that Jerome & Shrrley Barthel had preVIously paId theIr water connectIOn fees She could not find anythIng Peterson stated that ShIrley Barthel found out late that thIS was beIng dIscussed tornght & was not able to make the meetIng Hagerty asked hIm If she had found any type of receIpt or anythIng, or If she'd had a chance to check WIth her bank Peterson stated he dId not know ThIS Item wIll be tabled until the December, 2003 meetIng and Kessler wIll speak WIth ShIrley Barthel see If she has any documentation JOINT POWERS WATER BOARD MINUTES Regular MeetlOg of November 24,2003 6:00 PM JPWT Plant Board Room Braunwarth presented the hst of dehnquent accounts to be certIfied to the County Tax Rolls She explamed that the hsts wIll be updated as close to the November 30th due date as possIble to remove any accounts that have been paId MOTION BY KESSLER, SECONDED BY FAY, TO APPROVE THE CERTIFICATION TO TAXES LIST MOTION CARRIED UNANIMOUSL Y Browrnng presented the 2004 Fee Schedule, explamIng that she usually doesn't present thIS untIl December, but the CIty of St MIchael was tryIng to get out contractor mformatIon and wanted to have our fees Included MOTION BY KESSLER, SECONDED BY PETERSON, TO APPROVE THE 2004 FEE SCHEDULE AS PRESENTED MOTION CARRIED UNANIMOUSL Y Browrnng explaIned that the water conservatIOn InformatIon was gathered from a seffilnar that she and Braunwarth had attended They found It very InterestIng and wanted to share It WIth the Board MOTION BY HAGERTY, SECONDED BY PETERSON, TO APPROVE THE LIST OF CLAIMS AS PRESENTED MOTION CARRIED UNANIMOUSLY MOTION BY KESSLER, SECONDED BY PETERSON, TO ADJOURN THE MEETING AT 6 38 PM MOTION CARRIED UNANIMOUSLY ^ 1 I J ~(, -rdcl VI CU,lIJL ;Qf-!~\" RecordIng Secretary
