MOTION BY KESSLER, SECOND BY KOTTKE, TO ADOPT THE AGENDA AS
PRESENTED MOTION CARRIED UNANIMOUSLY

MOTION BY HAGERTY, SECOND BY FAY TO APPROVE THE MINUTES OF THE
JANUARY 26, 2004 REGULAR MEETING MOTION CARRIED UNANIMOUSLY
MOTION BY KESSLER, SECOND BY KOTTKE TO APPROVE THE CONSENT AGENDA
AS PRESENTED MOTION CARRIED UNANIMOUSLY

Under New Business, dIscusslOn was held regardmg one resIdent's request to watve therr water
bIll when they move south for the wmter Hagerty questloned the pohcy amount for mlDlmum
charges Browmng explamed Jomt Powers mamtams the hnes, keeps staff to turn water off and
on at no charge and pomted out the benefit of fire protectIon Board Members agreed
convemence and avatlabIhty are worth mlDlmUm charges No pohcy change WIll be adopted at
thts time
Browmng dIscussed a Judgment receIved agatnst Jomt Powers by Donald Johnson Mr Johnson
had filed SUIt addressmg a CIty of St Michael sump pump ordmance whtch Jomt Powers bIlls
for The Jomt Powers Office had never receIved notIficatlon of the summons and was not aware
of any SUIt unttl receIpt of the Judgment Browmng provIded an mformatIon packet for all Board
Members summanzmg the Issue Jomt Powers attorneys have appealed and Browmng wtll
update as necessary
Under the Engineer's Report, Cathn recommended payment of Pay Estlmate #7 (final pay
request) of$1O,221 33 for Traut Wells smce the final test was completed Catlm stated Well #7
has been desIgned and IS ready for bId With recommended award on March 22nd MOTION BY
FAY, SECOND BY KESSLER TO APPROVE PAY ESTIMATE #7 TO TRAUT WELLS IN
THE AMOUNT OF $10,22133 MOTION CARRIED UNANIMOUSLY

Under OperatIOns/Office, Browmng stated no new mformatIOn has been receIved from the
audItor The audItor assIgned to Jomt Powers had been on sIck leave for a portIon of February
and had Just returned to the office thIs week Browmng dIscussed the RFP example and stated It
would be sent to other audItors when the 2002 audIt IS completed by Larson-Allen Hagerty
commented he would lIke to leave Larson-Allen out of the RFP
DIscuSSIOn was held regardmg WAC fee schedules Jomt Powers audItors would lIke to see more
consIstent reportmg by the cItIes m regards to commercIal and mdustnal rates Hagerty
questIOned If the fees are set by the cItIes and If Jomt Powers has any mput Catlm stated there IS
an engmeenng standard Issued by the Metro CouncIl of EnvIronmental ServIces and can be
found m The Samtary Sewer EqUIvalency Handbook Browmng added that most CItIes use these
polIcIes and If there are dIscrepancIes, the amounts should be agreed upon between the CIty and
Jomt Powers, smce the fees are Jomt Powers only capItalmcome Board Members agreed that
any fees lowered by a CIty should be conSIdered that CIty'S nght, but Jomt Powers should be paId
accordmg to polIcy Browmng reported she spoke WIth the AlbertvIlle CIty AdmImstrator who IS
waItmg for theIr audIt report m order to proVIde more accurate mformatIon BernIng offered to
follow up on the status of monthly reportmg WIth AlbertvIlle CIty Hall Hagerty stated perhaps
the 2002 audIt should reference WAC fees Browmng stated the audItors felt the 2002 audIt
could be completed WIthout It but WIll need the mformatIon to proceed WIth future audIts
MOTION BY KESSLER, SECOND BY KOTTKE, TO APPROVE THE LIST OF CLAIMS AS
PRESENTED MOTION CARRIED UNANIMOUSLY
Under Other Business, Browmng requested PaullIn, Kessler and Peterson stop at Great Northern
Bank and endorse the SIgnature sheets and have theIr handscan processed for the safe depOSIt
box
MOTION BY HAGERTY, SECOND BY FAY TO ADJOURN THE MEETING AT 637 P M
