THE JUNE 27, 2005 REGULAR BOARD MEETING. MOTION CARRIED

AGENDA AS PRESENTED. MOTION CARRIED UNANIMOUSLY.
Unfinished Business,
In Keyes requested Catlin explain how insurance coverage is
handled for construction projects in progress. Catlin told Board Members that each
contractor is required to carry builder’s risk insurance through the project completion. HR
Green notifies Middleton Insurance of the project completion date at which time additional
insurance coverage is added to the Joint Powers policy, preventing any lapses of insurance
coverage on new, above-ground structures. No action required by the Board.

Under , Catlin recommended payment of $847,700.20 to Rice Lake
Construction Group for Pay Estimate #6 of the Water Treatment Plant Expansion.
MOTION BY PETERSON, SECOND BY PAULLIN TO APPROVE PAY ESTIMATE#
6 TO RICE LAKE CONSTRUCTION GROUP IN THE AMOUNT AS PRESENTED.
MOTION CARRIED UNANIMOUSLY.
Catlin also recommended payment of $47,694.97 to E.H. Renner for final and only

payment on the 15 St. Well Site testing. Catlin added the payment is for 4 test wells and
chemical analysis which came back favorable, with no indication of contamination from
the landfill. MOTION BY VETSCH, SECOND BY PAULLIN TO APPROVE FINAL
PAY TO E.H. RENNER IN THE AMOUNT AS PRESENTED. MOTION CARRIED

Under Browning updated Board Members on water usage for July.

Browning noted that record high water usage occurred on July 14 with 6.3 million gallons
pumped. Browning added that water usage was high that whole week and by comparison,
explained that winter usage averages around 1.2 million gallons. During peak usage, some
water was bypassed around the filter system in order to handle demand and provide
adequate water for twice daily backwashing of filters. Many warning letters for sprinkling
violations have been issued but only a few actual penalties applied.
