6:03 PM CALL TO ORDER by Vice Chairperson Chris Kauffman.
Board Members Present: Joe Hagerty, Jillian Hendrickson, Chris Kauffman, Nadine Schoen,
John Vetsch, Jim Zajicek

Staff Present: Larry Cook, Jennifer Thomas, Andy Ahles, Jon Roberts - Veolia Water

1. CALL TO ORDER/ROLL CALL: Vice Chairperson Kauffman called the meeting to order.
2. ADOPT AGENDA: Motion by Hagerty, second by Zajicek, to adopt the Agenda as
presented. Motion carried unanimously.
3. MINUTES: AUGUST 26, 2019 REGULAR BOARD MEETING: Motion by Schoen, second by
Zajicek, to approve the Minutes of the August 26, 2019 regular Board Meeting.
Motion carried unanimously.
4. CONSENT AGENDA: Motion by Vetsch, second by Schoen, to approve the Consent
Agenda below. Motion carried unanimously.
A. RECEIPT OF SEPTEMBER 2019 BUDGET REPORT
B. RECEIPT OF AUGUST 2019 INVESTMENT SUMMARY REPORT
C. RECEIPT OF SEPTEMBER 2019 CASH BALANCES

5. UNFINISHED BUSINESS:
A. PARKING LOT CONSTRUCTION UPDATE: Cook explained that the parking lot project
was delayed due to weather and that Omann Brothers is hoping to have concrete
poured by the end of the week. Since this is outside of the original 14 day window, all
websites and social media will be updated to inform customers of this change.
Chemical deliveries will also be addressed to ensure continuation of normal operations.
Larson told the Board that there is the potential of using high strength concrete which
would shave a couple of days off of the completion date.
Chairperson Hendrickson joined the meeting at 6:05 PM.
NEW BUSINESS: None.
ENGINEER:
A. ASR UPDATE: Larson told the Board that the ASR injection cycle was completed last
week. The next steps are to get samples back, issue the summary report and then a
full cycle of injections can be started again.
8. OPERATIONS/OFFICE:
A. OPERATIONS:
WATER MAIN BREAK UPDATE: Cook gave a brief update on the water main
break. He said that Larson and his team ran a hydraulic model and found 2
12" valves were closed. When the model was run with the two valves closed,
all the calls that came in from Hanover for low / no pressure matched the
model. When the model was run with the valves opened, all of those calls
went away. Cook is confident that the system is functioning as it is supposed
to now that the valves are open.

APPROVE LIST OF CLAIMS: Motion by Schoen, second by Zajicek, to approve the
September 2019 Claims as presented. Motion carried unanimously.
10. OTHER BUSINESS / ANNOUNCEMENTS / CORRESPONDENCE: Hagerty said that St. Michael
has been approached by a developer to discuss a potential 30 year 550 acre residential
project. He asked about capacity given the possible increase in homes and when wells would
need to be added. Larson said SEH's Capital Improvement Plan does not show the need for
additional wells through 2040.
11. ADJOURN: Motion by Zajicek, second by Schoen, to adjourn the meeting at 6:14 PM.
