PLANNING COMMISSION
MINUTES
JANUARY 14, 1988
The r;egula:r meeting of the Albertville Planning Commission was called
to order by Chairman Brian Bebeau. Members present included Mark Daleiden,
Donatus Vetsch and Brian Bebeau, members absent included Herb Scherber
and Don Berning. Others present included Maureen Andrews.
The minutes of the December 10, 1987 were reviewed and on a motion made
by Donatus Vetsch and a second by Mark Daleiden were approved.
Memb er s 0 f Darkenwald Real Estate of Elk River were present to discuss
with the Planning Commission their plans for the property which lays west
of C.S~A.H. 19 and south of C.S.A.H. 37 (the Becker property). They explained
to the Planning Commission that they are looking to develop<a 105 acre
parcel of land into single family, duplexs, multiple housing and commercial
development. They stated that they were interested in developing this
land under a planned unit development and would be phasing it in over
a period of years.

The first phase of their proposal would be for single-family residential
housing, and are looking to build between 30 and 60 homes during that
first phase.
The developers stated that they felt that it was important to develop
an overall concept plan for the entire property in order to make the best
use of the land. The concept plan is to show that the residential development
will be in the center of the project with the multiple housing at the
north end of the property seperating the residential from the freeway/C.S.A.H.
roadway systems. The plan is also going to show the duplex laying at
the east of the development between the residential development and the
commercial which will wrap around the intersections corner.

The developers expressed their concern that unless the City would be able
to service the area with sewer that development would/be able to take
place. The timeframe that the developers are looking at is that by early
spring that they will be able to start building model homes.
Other development issues discussed included the location of water, natural
gas, and electric. They were assured that all of these service could
be accessed without much trouble. The developers stated that they were
interested in making the development a class act, and would be using
berming, landscaping and plantings to enhance the project.

The Planning Commission showed their interest in the apartments that could
be proposed in the future. The developers stated that they were looking
at installing 18 to 24 unit apartments and that it would be possible that
a unit could be built as early as summer of 1988.
There was some discussion on what the developers saw as going in as commercial
development. They explained to the Planning Commision that they would
be looking to do similiar commercial development that they have done in
Rogers and what they are currently doing in Elk River. They pointed out

that they feel that the key to the success of commercial development in
Albertville will be the installation of the second half of the IH94
interchange, and stated that they will be willing to work with the City
in getting the interchange built.
There was some other general discussion and the developers thanked the
Planning Commission for their time.
The Planning Commission then briefly discussed industrial development.
No action was taken on this issue.
There was no other business so a motion to adjourn was made. The motion
was made by Mark Daleiden and seconded by Donatus Vetsch. All were in
favor and the motion carried.
