The March 10, 1988 meeting of the Albertville Planning Commission was called
to order by Chairman Brain Bebeau. M~mbers present included Mark Daleiden,
Don Berning and Donatus Vetsch. Others present included Maureen Andrews.
The public hearing on the Darkenwald rezoning request was called to order
by Chairman Brian Bebeau on a motion made by Mark Daleiden and seconded by
Donatus Vetsch. All were in favor and the hearing was opened.
The notice of hearing was read by Maureen Andrews and a presentation was
made by John Darkenwald on what type of development they were planning.
The area proposed for rezoning included land which would be used for
residential and multiple units and which is currently zoned for commercial
development. A map showing the affected area is attached to the back of the
minutes.
There were some questions from the audience regarding the specifics of the
project being proposed by the developer; so an overview of the project was
given by the developer, including an explanation of the lot plan and size
. of the proposed lots.
There were some additional questions regarding the issue of using the planned
unit development option for developing the property. An explanation of PUD
and traditional single family subdivision regulations were handed out to
those present at the meeting (a copy is attached) in an effort to simplify
these questions.
John Darkenwald also explained the 2nd and 3rd phases of the development
which includes additional housing and commercial development. The entire
project is proposed to be completed in about a 5 to 6 year time frame. There
was some discussion about what the developers see happening with the commercial
area. John explained that tentative plans have allowed for both free standing
single buildings as well as a strip mall.
In addition, there was some discussion about the park land dedication. It
was pointed out that a proposal has been made to the Park Board which includes
14.2 acres of land and a cash settlement.
Other issues discussed included a developer's agreement, architectural controls,
model homes, etc. The developer's expressed their concern about being sure
they have a' good development.

Chairman Brain Bebeau asked for additional questions or comments. Hearing
none, he called for a motion to close the public hearing. A motion was made
by Donatus Vetsch and seconded by Mark Daleiden to close the hearing. All
were in favor and the motion carried.
A motion to forward to the Council the recommendation for approval of the
Darkenwald rezoning request from' commercial to multiple family and single
family residential as shown on the plan. The motion was made by Mark Daleiden
and seconded by Don Berning. All were in favor and the motion carried.
The public hearing on the Darkenwald preliminary plat approval was called
to order by Chairman Brain Bebeau af~er a motion was made by Mark Daleiden
and seconded by Don Berning. All were in favor and the hearing was opened.
The notice of hearing was read by Maureen Andrews and the site plan for Phase
I was discussed. It was pointed out that the Planning Commission has met
with the developers during several meetings and had worked out the details
of the plan prior to the hearing.
Issues that were discussed were minimum frontages and lot sizes. Because
of the project being a P.U.D. it has been agreed that the lots could be a
minimum of 9,000 square feet with a minimum frontage of 80 feet.

Doug Psyk asked if the City was presenting two sets of standards--one for
standard subdivisions and one for the new project. It was explained that
through the use of a P.U.D. and the developer's agreement that the City allows
for some additional flexibility. There was also discussion regarding the
fact that a mixed-use (single family, multiple housing and eventually
commercial development) concept is being used. The P.U.D. lends itself
to development.
Chairman Brain Bebeau called for additional comments or questions.

to the City Council that the preliminary plat for Darkenwald's Westwind
be approved as drawn. The motion was made by Mark Daleiden and seconded
by Don Berning. All were in favor and the motion carried.
The public hearing on the Braun plat was called to order by Chairman Brain
Bebeau after a motion was made by Mark Daleiden and seconded by Donatus
Vetsch. All were in favor and hearing was opened.
The preliminary plat proposed for the development of 22 acres of land which
lies between the Elementary School and 51st Street, is to bedeveloped in two
phases with ~ 1 being done first (21 lots) and the remaining at later
date.

Issues discussed included setbacks and the gact that all the lots meet the
minimum lot size requirements. In addition, the issues of drainage and strom
water run-off was reviewed by the Planning Commission.
Mr. Neil Meyer of Lannon Avenue asked that the City look into the potential
drainage problem that could result from the woods being developed. Bob Rohlin

of Meyer-Rohlin was present and said that they woul look into the problem
and the necessary corrections to the plans before the improvements are made.
Mr. Doug Psyk pointed out his concern regarding the issue of the storm water
run-off from the front lots. He 'asked that the City look the storm sewer
system at the south end of town and the need to maintain the ditches that
carry the water away from the existing development. It was suggested that
the Engineer needs to look at the system to assure that it will be able to
handle additional water. It appears that Doug's major concern is that the
ditch that carries most of the water away needs to be maintained and cleaned
out on a regular basis so the water has an outlet away from the development.
There were some additional questions about the lots and how soon they were
going to be developed. Bob Braun stated that they will likely sell some
lots but would like to custom build as many homes as possible. There was
some other discussion pertaining to the lots.
Chairman Brain Bebeau asked for additional questions or comments, hearing
none he called for a motion to close the public hearing. The motion was
made by Mark Daleiden and seconded by Don Berning. All were in favor and
the hearing was closed.
A motion to forward to the Council the recommendation for approval of the
preliminary plat for the Braun's Addition was made by Mark Daleiden and seconded
by Don Berning. All were in favor and the motion carried. The minutes
are to reflect the concern about the drainage problem behind Neil Meyer's
lot and the issue of the storm water run-off.
The minutes sould also reflect the attachements of maps and Public hearing
sign in sheet.
A representative of Ray Little was present to ask about the rezoning of their
land which lays between the two lakes on the north side of 1-94. A motion
to set a public hearing was made by Don Berning and seconded by Donatus Vetsch
for April 14, 1988 at 8:00 pending the attorney's review of the issue. All
were in favor and the motion carried.
The minutes of the February 25, 1988 meeting were approved on a motion made
by Mark Daleiden and seconded by Don Berning. All were in favor and the
the motion carried.
A motion to adjourn was made by Donatus Vetsch and seconded by Mark Daleiden.
