George Yankoupe, John Darkenwald, and Wally Odell,
representing the Westwind Second Addition, presented a preliminary
plan for the Commission's review. The plat consists of 35
residential lots, the smallest of which is 9000 square feet.
There are nine lots that are 9,000 square feet or slightly larger.
All other lots are bigger as the developers have found there is a
need for some larger lots for bigger houses and three car garages.

The question of where the City wishes to have the storm water
drain was discussed. Bob Rohlin, the engineer of the project,
explained that originally the plan called for the storm water to
drain to the west through County Ditch #9. Since then, the City
has also looked at draining the storm water to the east. A
decision on which way the City wants to have the drainage travel
must be reached to enable the engineer to calculate the elevations
for the storm sewer. The proposal before the Commission shows
construction of a controlled holding area in the park designed to
retain excessive storm water until it can drain through County
Ditch #9 at the same rate as it does now. The maximum depth of
water that could be contained on the holding area is four feet.
Bishop and Berning expressed concerns that standing water
be dangerous for children playing in the park and could

Daleiden made a motion to approve the drainage plan through
County Ditch #9 for Westwind Second Addition contingent upon the
City Council's approval and written approval from Wright County
regarding the drainage plans. Bishop seconded the motion. All
voted aye.
Darkenwald explained that he has preliminary plat approval

investor who is interested in building two 75-unit apartment
buildings with swimming pools for the plat. The boundaries of the
plan would remain exactly the same as the original, but there
would be two lots instead of five lots. The Commission indicated
they would have no problems approving the proposed changes.
Berning made a motion to adjourn at 9:50 PM, seconded by
Bishop. All voted aye.
