Berning
Acting Chairman, Vetsch called the special meeting to order.
The purpose of the special meeting is to set a date for a public
hearing for Jim Hennum to have a variance to allow less than
minimum square foot required and less than minimum width required,
at 5484 Lander Avenue NE, Albertville, MN 55301. And a variance
to allow lot split, at 5491 Lander Avenue NE, Albertville, MN
55301.
Vetsch added that property owners within 350 feet from Jim
Hennum property be notified 10 days prior to the Public Hearing.
Berning made a motion that August 1, 1991, at 6:30 PM. Bishop
second the motion. All voted aye.
Berning made a motion to adjourn at 8:50 AM. Bishop seconded

ORDINANCE NO. 91.1
REGULATING MAINTENANCE OF
, INDIVIDUAL
SEWAGE DISPOSAL SYSTEMS
The City Council of the City of Hanover
ordains: '
1. Ordinance 208 07... Subd 1
Amended Hanover Code of Ordinances
Section 208.07, Subd. 1 is amended to
read as follows. . . .
.Subd 1 Sludae Measurement and
Removal At least once a year the owner
of any septic system or his agent shall
measure or arrange tor the measurement
of the depth of sludge and scum in such
septic tank. When the top of the Sludge
layer in the tank. or any compartment of
the hnk is found to be less than 12 inches
below the bottom of the outlet baffle or
submerged pipe, or if the bottom of the
scum layer is less than three inches
, above the bottom of the septic tank outlet
baffle or submerged pipe, the owner or
agent shall arrange for the removal and
sanitary disposal of sludge and scum with
a person duly certified by the Minnesota
Pollution Control Agency to maintain indi-
vidual sewage treatment systems. Such
requirement for measuring shall be
waived for any septic tank. which is
cleaned at least once each calendar
year." .

Hanover Code of Ordinar:ces Section
208.07 is amended by adding a Subdivi-'
sion 4 as follows:
'Subd 4 Certification No person shall
remove scum or sludge from an individual
sewage disposal system nor otherwise
clean nor maintain an individual sewage
disposal system unless such person shall
have been certified by the Minnesota
Pollution Control Agency to maintain indi-
vidual sewage treatment systems and
shall have filed a copy of the certification
with the City Clerk."
3. Effective Date This Ordinance shall
be effective upon publication.

Re: Traffic Concerns
Dear Ms. Houghton:
Wright County has received your letter which requests the County to
review the following:
1. Speed Limit on CSAH 35 (50th Street)
2. Speed Limit on CSAH 37 (Westwind Development)
3. Interseetion controls at CSAH 35 and Main Ave.

Speed limits are set by the Minnesota Department of Transportation and
are products of an investigation through the Mn/DOT District Traffic Office.
Normally speed zones of 30 MPH are reserved for areas which are highly
developed and have many road access points. These areas are called "urban
districts". Neither of the above areas currently meet the criteria for an
urban district, therefore it is unreasonable to expect that motorists would
adhere to a 30 MPH limit.
The County's position on these areas is as follows:
1. CSAH 35 (50th Street)
The school construction is expected to begin soon and is expected
to be completed for the school year starting in the fall of 1992.
We would support a study of the area prior to the school opening,
but feel studying the area now is premature. In addition, traffic
control changes to the CSAH 35 - Main Avenue intersection would be
looked at in the same time frame.

CSAH 37 (WestwindDevelopment)
The County would support a speed study of this area, but we feel
the study will show that a 30 MPH limit is too low for this area.
The area remains too rural in nature to expect compliance for this
limit. The County will prepare a resolution requesting a study of
this area .iththe results anticipated in 60-90 days.
