2000-06-14 PC Minutes CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION . MINUTES June 14, 2000 1. CALL TO ORDER - ROLL CALL - ADOPT AGENDA PRESENT: Chair Jim Brown, Commission Members Carolyn Bauer, Ray Meyer, and Council Liaison Gary McCormack, Deputy Clerk Bridget Miller, Zoning Administrator Kevin Mealhouse and City Planner Cindy Sherman. Chair Brown called the regular meeting of the Planning and Zoning Commission to order. Amend the Agenda: Add Item 3(b) Albertville - Mooney Addition / Mobile Site Plan Amendment Bauer made a motion to approve the Amended Agenda. Meyer seconded the motion. All voted aye. 2. MINUTES . · May 9, 2000, regular meeting Meyer made a motion to approve the Minutes with the correct spelling of Mr. McCormack's name. Bauer seconded the motion. All voted aye. 3. OTHER BUSINESS a) Site/Building Plan - JPWB Chair Brown asked who was present to discuss the JPWB Site/Building Plan. Kevin R. Newman was present to represent JPWB. He presented the Commission with drawings as to what the building will look like when completed. He displayed some actual samples of the brick and wall concrete they propose to use on the building. He described how they were going to work with the colors of the existing building to coordinate the look. He had some samples of colors. . McCormack brought to Kevin's attention Item #23 of the Planning Report submitted with the Planning Packet. Item 23. All requirements of the City Engineer regarding access, drainage, parking lot configuration and surfacing, . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION June 14, 2000 Minutes Page 2 grading, wetland delineation and mitigation and utility plans are satisfied. McCormack was wondering if the City Engineer had a chance to look things over. Chair Brown asked if the Commission members had any additional comments. McCormack stated that it was the same information the City Council had reviewed at the June 5, 2000. Meyer made a motion to approve the JPWB Site/Building Plan with the Findings and Facts recommendations. Bauer seconded the motion. All voted aye. b) Albertville - Mooney Addition / Mobile Site Plan Amendment Al Nations with Nations and Company was present to represent the Mooney Addition. He presented the Commission members with colored drawings of amended site plan. It was originally proposed to the commission as a C- Store/Holiday Station. Since then it has been changed to a Mobile Station. The rooflines and building have been modified to add a front, glass atrium and pitched roof on the car wash to screen the car wash equipment. The trash enclosure has been relocated from the middle of the parking lot to a location adjacent to the west side of the building. The vacuum and air service equipment has been relocated form the east side of the building to a location north of the canopy in the easterly part of the parking lot. The gas pumps have been set at an angle as opposed to perpendicular to CSAH 19. There were a few other minor modifications to the site plan. McCormack questioned signage. Do they need a variance? He wanted to bring this to their attention before they go ahead with the Mobile emblem on the building. McCormack asked about the trail or sidewalk in the development. Chair Brown recalled what was discussed previously when it was going to be a C-Store/Holiday Station. Mealhouse and Sherman thought it was not included in the plan. Bauer made a motion to approve the Albertville-Mooney Addition/Mobile Site Plan Amendment. Meyer seconded the motion. All voted aye. 4. PUBLIC HEARINGS a) Ordinance Amendment · Park Land and Trail Dedication Requirements Opened the Public Hearing at 7:25 p.m. Jack Lowry was present to discuss the Park Land and Trail Dedication Requirements. He has reviewed the language and it sounds good with the exception of the study portion. If the City were to consider approving this as an amended Ordinance it could possibly hold up a development. He was wondering if it is possible to set up some type of agreement to put funds into escrow to keep the project going. Then when the study is completed an adjustment could be made to the amount escrowed for the Park Land and Trail Dedication Fee. City Planner Sherman thought it is possible to consider the option of putting funds into escrow to keep the development to progress. Chair Brown asked if anyone in the audience had comments. No additional comments were made. Chair Brown closed the public hearing at 7:40 p.m. Bauer made a motion to approve the Ordinance Amendment on the Park Land and Trail Dedication Requirements with the City Attorney comments. Meyer seconded the motion. All voted aye. · Regarding "PUD" Planned Unit Development District Opened the Public Hearing at 7:41 p.m. City Planner Sherman briefly went over the PUD proposed in the memo. He has not had a chance as he was out of the office. Chair Brown asked if there were any comments from the audience. There were no comments. Chair Brown closed the public hearing at 7:45 p.m. Meyer made a motion to approve the amendment to the "PUD" upon the legal approval. Bauer seconded the motion. All voted aye. · Regarding Attached Housing Opened the Public Hearing at 7:46 p.m. City Planner Sherman briefly went over the attached housing amendment. Chair Brown's comment is to tie it back to our Comprehensive Plan. Chair asked the Commission if they had any comments. There were no comments from the Commission. Chair Brown asked if there were any comments from the audience. There were no comments. Chair Brown closed the public hearing at 7:50 p.m. Bauer made a motion to approve the amendment to the Attached Housing Ordinance. Meyer seconded the motion. All voted aye. 5.
