MINUTES
August 9, 2000
1.
CALL TO ORDER - ROLL CALL - ADOPT AGENDA
PRESENT: Chair Jim Brown, Commission Members Carolyn Bauer, Ed Budde, Ray
Meyer, and Council Liaison Gary McCormack, Deputy Clerk Bridget Miller, and
City Planner Cindy Sherman.
Chair Brown called the regular meeting of the Planning and Zoning Commission to order.
2. MINUTES
· July 14, 2000, regular meeting
Bauer made a motion to approve the Minutes with the correction on page 1, last
paragraph: conversation to conservation and stall to staff. Budde seconded the motion.
All voted aye.
. 3. PUBLIC HEARING, continuation
· Park & Trail Plan
Budde made a motion to open the public hearing. Meyer seconded the motion.
Chair Brown asked the Commission members to confirm as to where they had left off
at the July 12th meeting. He stated they made a recommendation regarding Commercial
fees, but needed to review the other information provided.
City Planner Sherman brought up the chart of Park and Trail planning which was
distributed to the City Council at their August ih meeting. The Council wanted the
Planning and Zoning Commission to make sure they went over the items to ensure that
there are enough funds available for the proposed Parks and Trails in Albertville.
McCormack explained that Council member Gundersen thought a few items were let
off the list that were outlined in the original Park and Trail Plan. Gundersen wants to
make certain that everything that was planned for is accounted for.
The Commission consensus was that maintenance was a budget item and should be
separate for the acquisition and development of Parks.

City Planner Sherman requested that the Commission review the Parks and Trail issues
as action in the NAC Report dated July 5, 2000.

Chair Brown went over trails and Item # 3 under the Suggestion List. He asked how
the Commission Members would like to comment on the items. They grouped Parks
and Trails for separate discussion.
Meyer shared a few comments in regards to his development and the sidewalk
situation. On County Road 19 his area is now residential, but it looks like the
remaining land is currently zoned Business. How will that affect the sidewalk, etc?
Chair Brown asked for any additional comments from the Commission and people in
the audience.
Chair Brown commented that the City should develop a "typical section" for sidewalk
and trails.
McCormack asked if there was ever suppose to be a sidewalk on Lachman. Other
members agreed that a sidewalk was not part of the proposed development. He would
like to see the Commission head it off now before it becomes an issue and is in the
process of being laid.
The Commission directed by consensus that the sidewalk on Lachman Avenue be
removed from the plan.
Chair Brown wanted to know how to address the issue of "WHEN" the sidewalk and/or
trail should be put in a development. When the road is being laid? When some of the
homes have been constructed? He noted that we had a sample of Prior Lakes Sidewalk
Policy.
The Commission discussed when the road went in, the engineers are out there already
overseeing construction and that we could have them oversee the sidewalk and/or trail
at that time. Then as the buyers start deciding which lot they want to build on would
see the sidewalk and/or trail and the developer will be responsible for monitoring the
builders.
Chair Brown feels we need to have some type of a punch list for Albertville to follow
through on these items.
The Commission consensus was that the trails/sidewalks should be required up front
with road construction.
Budde made a motion to recommend approval of the policies for inclusion in the
Comprehensive Park and Trail System Plan as outlined in the NAC memo dated July 5,
2000 and to direct changes to the Subdivision Ordinance to accommodate the changes.
Bauer seconded the motion. All voted aye.

City Planner Sherman reviewed the present and future Parks in the City. Based on the
growth pattern Chair Brown asked ifit was appropriate to eliminate the four- (4) parks
as shown.
The Commission consensus was to eliminate the parks as outlined on the July 5, 2000
NAC Report.
There was some discussion on the Park Dedication Fee Schedule. McCormack said he
would like to see the Commission and the Council come to some kind of agreement.
Some of the developers question if the Park Dedication fees are for future parks or
maintenance of current parks.
The Commission discussed if priorities for Park Improvements should be reviewed.
Chair Brown stated that the budget accounts a line item for maintenance.
Commission members agreed to that $4500 was a fair dedication for Commercial.
McCormack will present that at the next City Council meeting.
Chair Brown stated that he would like the dedication to be a percent of the
improvement costs and that they should be updated each year.
Meyer made a motion to approve the Park Dedication Fee Schedule at 80% of the costs
attributed to Commercial/Industrial Development. Bauer seconded the motion. All
voted aye.
4. OTHER BUSINESS
Meyer brought up the issue of safety in Albertville. His concern was the ditch along
County Road 19. It is becoming more and more difficult to see oncoming traffic when
you are on 57th Street. The cattails in the ditch block your vision. There have been a
couple of accidents already. What can be done to prevent more accidents?
McCormack said he would contact the City Engineer Carlson on this matter.
Chair Brown shared that you can mow county ditches. Meyer said they would have the
association maintenance person do that, but the problem is the water sitting in the ditch
that prevents this.
5.
ADJOURNMENT
Bauer made a motion to adjourn. Budde seconded the motion. Meeting adjourned at
8:15 p.m.
