2000-11-14 PC Minutes . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION MINUTES November 14, 2000 1. CALL TO ORDER - ROLL CALL - ADOPT AGENDA PRESENT: Chair Jim Brown, Commission Members Ed Budde, Ray Meyer, Ron Klecker, and Carolyn Bauer, City Planner Cindy Sherman, and Deputy Clerk Bridget Miller Chair Brown called the regular meeting of the Planning and Zoning Commission to order. The agenda was amended as follows: · Add Item 4a - Discuss Speed Limits · Add Item 4b - Discuss Small Signs Budde made a motion to approve the amended agenda. Klecker seconded the motion. All voted aye. 2. MINUTES . October 10, 2000, regular meeting Meyer made a motion to approve the minutes. Budde seconded the motion. All voted aye. 3. PUBLIC HEARING a. Albert Villas 4th Addition - (item was tabled at October 10, 2000 meeting) Meyer made a motion to re-open the Public Hearing. Budde seconded the motion. Chair Brown opened the Public Hearing at 7:04 p.m. Gary Rudy presented the Chair and City Planner with a purchase agreement for the triangular piece of property for the additional access onto Highway 18. . . . City of Albertville Planning Commission Minutes November 14,2000 Page 2 of 6 Matt Davich brought forth the plat being considered for approval. He commented on the triangular piece and the road connection. They have the purchase agreement in hand to buy the land to do the access from the development to Highway 18. City Planner Sherman briefly went over the memorandum, which was included in the Planning and Zoning Commission Packets. She commented that the plat may be premature based upon access concerns. She read the quote from the City Attorney in his memo dated October 23 ''when the roads which serve the proposed plat are such that the increase in traffic volume generated by the proposed subdivision would create a hazard to public safety and general welfare, or aggravate an already hazardous condition". Chair Brown asked her opinion on the Purchase Agreement for the triangular piece of land. City Planner Sherman informed the Commission that she is not an Attorney and does not have the knowledge of the language of the agreement. She would prefer the City Attorney review the Purchase Agreement. Chair Brown did comment that it is a move in the right direction to resolve the traffic issues. City Planner did bring to the Commissions attention that the 120-days will be up on December 16th. The other option would be for the developer to ask for an extension on the 120-days. That would allow them to complete the purchase of the land and incorporate the access road for the traffic volume in the proposed plat. Chair Brown asked if there was anyone present in the audience regarding this development. There was no response. Chair Brown closed the Public Hearing at 7:10 p.m. Bauer made a motion to table the Public Hearing to the December 12, 2000 meeting. Budde seconded the motion. All voted aye. Heuring Meadows Addition - Preliminary Plat Approval Chair Brown opened the Public Hearing at 7:13 p.m. City Planner Sherman reviewed the background of the preliminary plat. The request being made to allow the development of 45 single family homes on 23.5 acres for a density of 1.91 units per acre. She went over the staff recommendations based upon the plans with revisions dated October 23, 2000. Chair Brown asked if the City Engineer had the opportunity to review the Preliminary Plat. City Planner Sherman said she had not received comments from the Engineer. Chair Brown said he would prefer to wait for the City Engineer's response before proceeding. Chair Brown asked if there was anyone present representing the Heuring Meadows Preliminary Plat. Scott Dahlke and Jeff Scherber were present. Mr. Dahlke has been in touch with the Tech Engineer Wayne Stark with some of the concerns on the plat. He was waiting for a report from Mr. Stark. The question arose about the need to extend Kyler Avenue any further south. Mr. Dahlke felt there was no need to extend Kyler Avenue. City Planner reported that the City Attorney recommended combining Outlot A and Outlot B into one Outlot. This would possibly alleviate any confusion in the future of Outlot B. It is such a narrow strip of land that would be difficult to put housing on it. Chair Brown asked if anyone in the audience was here regarding the Heuring Meadows. Doug Psyk was present and asked if 53rd Street will be coming out onto County Road 19? Scott Dahlke confrrmed that 53rd Street will be connected with County Road 19. . . . City of Albertville Planning Commission Minutes November 14,2000 Page 4 of 6 Mr Psyk's next concern was the drainage ditch. Will it be able to handle the drainage from the development? He just wanted to make sure that the drainage is going to handle the water flow. He felt someone should walk the ditch to see how the water flow is moving along. City Planner Sherman advised him that she will have City Engineer Pete Carlson take a look at the drainage ditch issue. Klecker had a concern with the amount oftraffic flow out onto County Road 19. It is already very busy and this would only add more to it. Meyer wanted to make sure that some type of a buffer was going to be put in between the residential and the commercial. Mr Dahlke said they would prefer waiting to buffer the uses at the time the commercial property develops. Chair Brown expressed concern about the time of the buffer and the status of Outlot B. There was some talk of re-zoning the area to multi-housing and putting in some Senior Housing development. The Commission generally supported a mixed use concept. Chair Brown brought up the issue of a sidewalk or trail along the streets in the development. He was wondering if they wanted to leave the street width at 36-feet with some marking ofa walkway on the side(s) or to reduce them to 32-feet wide with a 5-foot sidewalk along the boulevard. Scott Dahlke would have to address that issue with Leuer-Munsterteiger. He feels the trail on 53rd Street would be continued out to County Road 19. He would have to fmd out about Kalland Avenue and what is existing there now. Chair Brown proceeded with a summary of what needs to be worked out. There seemed to be three (3) issues. They are: 1) the buffer from residential and commercial; 2) the sidewalk/trail; 3) the drainage. Commission members felt a sidewalk on Kalland Avenue and to continue the trail on 53rd Street would be sufficient. Chair Brown asked if the drainage near Bobbie Heuring's property will be all enclosed? Scott Dalhke replied "yes, it will be all enclosed". . . . City of Albertville Planning Commission Minutes ~overnber14,2000 Page 5 of 6 Scott Dalhke wanted to fmd out how the Council would respond to a proposal for Senior Housing in the development. Chair Brown stated that the applicant would likely need a development proposal in order to get the property rezoned. Chair Brown closed the Public Hearing at 7:52 p.m. Chair Brown asked if there was any further discussion on the plat. City Planner Sherman suggested creating an outlot for all ofthe land east ofKalland Avenue which would allow them time to review the land uses. Klecker recommended tabling the application. Meyer made a motion to Table the Public Hearing and continue it at the next Planning and Zoning Commission meeting to be held on Tuesday, December 12, 2000. Klecker seconded the motion. All voted aye. The City Engineer will have time to review the plat and the issues brought before the Planning and Zoning Commission. 4. OTHER BUSINESS Klecker brought up the concern of the speed limit on County Road 19. He said that when you are going one way on Cty. Rd. 19 the speed limit is 40/mph. Then when you are going in the opposite direction the speed limit is 55/mph. He asked ifthere is any way we can get it to be consistent? Chair Brown reminded him that the Planning and Zoning has no control over the speed limit on Cty. Rd. 19. What Klecker needs to do is contact the Wright County Highway Department. Attend a City Council meetings and address them under the Citizen Forum portion. Klecker's other concern was small signs. On the comer ofCty Rd. 19 and 37 there seems to be a considerable amount of small signs. Is there some ruling or Ordinance on how many signs you can have on a parcel of land? City Planner commented that she would do some research on the issue and get back to him. 5. ADJOURNMENT . . .
