2001-04-10 PC Minutes . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION APPROVED MINUTES April 10, 2001 1. CALL TO ORDER - ROLL CALL - ADOPT AGENDA Vice-Chair Budde called the regular meeting of the Planning and Zoning Commission to order. PRESENT: Vice-Chair Ed Budde, Ray Meyer, Ron Klecker and Carolyn Bauer, Council Liaison LeRoy Berning, City Planner Cindy Sherman and Deputy Clerk Bridget. Miller. Bauer made a motion to approve the agenda as submitted. Meyer seconded the motion. All voted aye. 2. MINUTES a) February 13,2001, regular meeting Klecker made a motion to approve the February 13,2001 minutes as submitted. Meyer seconded the motion. All voted aye. 3. PUBLIC HEARINGS a) Heritage Commons . Rezoning . Preliminary Plat Vice-Chair Budde opened the Public Hearing at 7:02 p.m. Vice-Chair Budde asked the City Planner Sherman to briefly go over the staff memo and recommendations. City Planner Sherman went over the background and the concept plan for the site. The site is currently zoned R-l and the applicant would like it to be rezoned to R-5/PUD. The PUD is necessary to allow for the subdivision of individual lots for the townhomes, private roadway/shared drive areas. She confirmed that a concrete sidewalk is already in place on 57th Street. The staffhad a list of 10 conditions to be part of an approval. (One of which was the sidewalk on 57th Street which is no longer a concern.) Vice-Chair Budde asked if the Commission had any questions or concerns regarding the site. .~..;. . . . CITY OF ALBERTVILLE PLANNING AND ZONING COMMISSION APRIL 10, 2001 MINUTES Page 2 of 4 Commission member Klecker had a concern regarding the Fire Department and the ability to get a Fire Truck in to the site and having the capabilities to turn around. Dynamic Design representatives confirmed that there are fire hydrants close enough to the buildings if the Fire Department needed to access them. City Planner Sherman did comment that the Fire Department had submitted comments regarding water service did not mention access as a concern. Commission member Bauer asked about the landscaping plan. She wanted to confirm what types of trees would be planted. On the site plan it showed blue spruce. She didn't want the trees to grow to maturity then become destroyed by winter snow plowing. City Planner Sherman said the revised landscape plan would include a variety of trees within the designated areas. Vice-Chair Budde asked where the mailboxes would be placed. Would the developerlbuilder be putting them in or would it be up to the association. Dynamic Design said they would be installing the mailboxes. They will present a drawing to the Post Office and ask where the mailboxes are to be placed. It was brought up about the drainage problem on the comer of Lambert Avenue and 57th Street. Council Liaison Berning said that there was an error in putting the comer in and will be corrected this year. The City Engineer hopes to have it done by the end of April or early May of this year. Commission member Meyer had a concern with the snow removal. This past year there was a considerable amount of snowfall. He did not see much space to push the snow off of the driveway/roadway and parking stalls. Vice-Chair asked Dynamic Design to put some type of statement together in regards to this issue. They said they would do something to address the issues. Commission member Klecker noticed there was no type of a community room/bldg. With the other similar sites in Albertville there is one associated with them. Dynamic Design commented that there is no community room associated with this. He stated that in other communities there is generally a community center or other type of building that they would look into using. No one else was present except Dynamic Design. Vice-Chair closed the public hearing at 7:24 p.m. Bauer made a motion to approve the rezone from R-l to R-5/PUD. Klecker seconded the motion. Bauer, Klecker and Budde voted aye. Meyer opposed. Motion carries. Bauer made a motion to approve the Preliminary Plat/PUD Site Plan with the staff recommendations and the snow removal noted in some type of context. Klecker seconded the motion. Bauer, Klecker and Budde voted aye. Meyer opposed. Motion carries. b) Shoreland Ordinance Vice-Chair Budde opened the public hearing at 7:30 p.m. City Planner Sherman stated that the shore land ordinance was sent to the DNR and they had reviewed it. Their comments or suggestions were noted on the Ordinance. It was very minor changes - basically was the wording. Vice-Chair Budde asked if the commission members had any questions or concerns. There were no additional comments or concerns. Vice-Chair Budde closed the public hearing at 7:34 p.m. Meyer made a motion to approve the Shoreland Ordinance as written. Budde seconded the motion. All voted aye. 4. OTHER BUSINESS a) Consider allowing the Savitski Commercial Building owner to remove shrubs in front of sidewalk area and replace with planters containing shrubbery (requested by Albertville Off-Sale) The commission members asked why this was brought up. Council Liaison Berning stated that it was a concern of snow falling off the roof of the building and destroying the plants. They looked healthy and not much damage from the snowfall. They would like to hear from Mike Savitski before allowing this to happen. Meyer made a motion to deny the request to remove the shrubs. Klecker seconded the motion. All voted aye. Other concerns from commission members that were brought up were: The trail that was proposed in the Park View Place development. What ever became of that? They didn't want it to get lost in the development. City Planner Sherman said she would look into this issue. The other comment/concern was the drainage pond that was near the development. What ever happened to all the water? Council Liaison Berning said he would bring it up at the City Council meeting. Last item for discuss is Commission member Carolyn Bauer handed in her resignation . 5. ADJOURNMENT Commission member Meyer made a motion to adjourn. Klecker seconded the motion. All voted aye.
