CALL TO ORDER - ROLL CALL - ADOPT AGENDA Chair Brown called the joint meeting of the Planning and Zoning Commission and City Council to order. PRESENT: Chair Jim Brown, Vice-chair Ed Budde, Commission members Ron Klecker, and Tom Fay, City Planner Cindy Sherman, Zoning Administrator Jon Sutherland, Deputy Clerk Bridget Miller. Klecker made a motion to approve the agenda as amended. Budde seconded the motion. All voted aye. Motion carries. 2. MINUTES a) January 8, 2001, Joint meeting Approval of the minutes was carried to the March meeting, as they were not submitted with the packet. 3. OTHER BUSINESS a) Building and Site Plan Review Chair Brown turned it over to the City Planner Sherman to briefly go over the building and site plan review. City Planner Sherman presented the building and site plan for the Life in Christ Lutheran Church. She had pointed out the highlights of the site. She went over the background of the location. She touched on the five (5) Recommendation points that staff highlighted about the site and building. She also stated that the plan has gone before the City Engineer Carlson who has submitted his comments regarding the site plan. Chair Brown asked ifthere was anyone present in the audience to represent this plan reVIew. Paul Pearson and Lyle were present in the audience who represented the Life in Christ Lutheran Church on this site plan. They confirmed that a copy of this site plan had gone to Wright County for their review as well. He pointed out as the site plans are laid out in the staff report is what they would follow. -; ~~ . . . They would work with the City as afar as landscaping issues along the city/county roads. Chair Brown asked the commission members if they had any questions or comments for the applicant. It was commented that the applicant looked well prepared to work with the City and staff. Klecker asked when they would begin construction. They commented they would like to sometime this spring or summer 2002. Budde made a motion to approve the Building and Site Plan Review for the Life in Christ Lutheran Church with the city and staff recommendations and working with them forthe landscaping and the County's review. Klecker seconded the motion. All voted aye. b) B-2, Special Business District Chair Brown brought up the B-2 Special Business District. He asked the City Planner Sherman to bring to the commission's attention the changes of the B-2 Zoning. City Planner Sherman went over the background - noting that the commission met jointly in January with the City Council to discuss re-zoning some ofthe land along County Road 19 to a B-2, Special Business District. By doing this it would 1. Establish new impervious surface coverage requirements in the "B" and "I" districts: and 2. Strengthens the language on requiring perimeter concrete curbing in parking lots. These changes are proposed to better manage storm water runoff in new development, and to improve the aesthetics, traffic flow, and protection of landscaping in parking lots. The purpose of the B-2A District is to provide for high quality, limited retail and service commercial development that serve both local and regional needs. She commented that it would require a public hearing and notices would be sent to property owner's to let them know what the City is proposing and to attend the meeting to express their concerns. It was noticed that the whole commission seemed comfortable with the revised B-2, Special Business District guidelines. I " . . .
