2002-09-11 PC Minutes . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION ApPROVED MINUTES September 11, 2002 2a- 1. CALL TO ORDER - ROLL CALL - ADOPT AGENDA Chair Budde called the regular meeting ofthe Planning and Zoning Commission to order. PRESENT: Chair Ed Budde, Commission members Ron Klecker, Tim Sweeney, Russell Winslow, Council Liaison LeRoy Berning, City Planner Al Brixius, and Deputy Clerk Bridget Miller. Chair Budde amended the agenda by moving the interviewing to the beginning of the meeting. Commission member Klecker made a motion to approve the amended agenda. Winslow seconded the motion. All voted aye. Motion carries. 2. MINUTES a. August 13, 2002 regular meeting Klecker made a motion to approve the August 13, 2002 minutes. Winslow seconded the motion. All voted aye. Motion carries. 4. OTHER BUSINESS (C) Interviewing Candidates Chair Budde asked if the candidates were present in the audience. He let Milton Rudnick go first as he had another commitment to get to. Milton Rudnick introduced himself to the commission members. He went over a brief background of his lifestyle. He has lived in Albertville for a couple of years. He was wondering if the City had some kind of Vision. He has lived in a number of other city's and watched them grow and develop. He shared other stories with the commission members. Chair Budde then called on Sharon Leintz. Sharon gave a brief background of where she lived. She moved to Albertville about 3 years ago. She had been Mayor of Maple Lake for 5-6 years. Also the City Clerk of Maple Lake for 16 years. She has seen a lot of development come to Maple Lake and just wanted to get involved in Albertville. . . . The commission would make their recommendation to the Council for the next meeting. 3. PUBLIC HEARINGS a) Subdivision Ordinance Amendment Chair Budde opened the public hearing at 7: 15 p.m. Chair Budde asked the City Planner to go over the Subdivision Ordinance before the commission. City Planner Brixius the gave a brief background of the Subdivision Ordinance Section A-600.7(a) - Relating to Dedication of Right-of-Way. He read over what the Ordinance would read after the amendment. Section A- 600.7(a) would read: Minimum Widths - Minimum right-of-way widths and pavement widths (back to back of curb) for each type of public street or road shall be as follows: and it then reads the type of street - right-of-way width and the pavement width (curb-to-curb). Chair Budde asked if there was anyone in the audience regarding this Subdivision Ordinance. Don Jensen approached the commission on the Subdivision Ordinance. He had concerns about the bike trails. This is one of the few communities that have bike trails. Commission member Klecker and Council Liaison Berning asked if there were plans to put a bike trail along County Road 19. City Planner Brixius was not sure if it was included in the 160 feet or not. They would like to put one in and it is proposed. It was not clear as to where it would be along County Road 19. He did suggest that if there were a motion made to approve the Ordinance they could put it in the wording to include a bike trail. Council Liaison Berning found the proposed layout of what he had seen County Road 19 would look like with a bike/walking trails. Chair Budde closed the public hearing at 7:23 p.m. . . . CITY OF ALBERTVILLE Planning and Zoning Commission Minutes September 11, 2002 Page 30f6 Klecker made a motion to approve the Subdivision Ordinance with the added comments to include the trail on both sides of CR 19. Sweeney seconded the motion. All voted aye. Motion carries. b) Zoning Ordinance Amendment Chair Budde opened the public hearing at 7:26 p.m. He asked the City Planner Brixius to go over the Ordinance before the commission. City Planner Brixius reviewed the ordinance that was before the commission. This is an Amendment to the Escrow Ordinance to secure the installation of required improvements for new residential construction. Chair Budde asked if there was any in the audience regarding this ordinance amendment. Don Jensen had a few comments to share. It was difficult this past summer to keep the lots to grade. When they go for a Final Inspection for a CO the lot meets the grade, but with the rain we had been receiving it washes it away. They was a few other questions and concerns regarding the amended ordinance. City Planner Brixius suggested that we continue the Public Hearing to the next meeting. Chair Budde motioned to table the public hearing to the next regularly scheduled Planning and Zoning Commission meeting. Klecker seconded the motion. Ordinance will be discussed at the October 8, 2002 Planning & Zoning Commission or a possible special joint meeting with the City Council. c) Rezoning from B-2 and B-3 to B-2A Chair Budde opened the public hearing at 7:46 p.m. He asked the City Planner Brixius to go over the Rezoning ofthe B-2 and B-3 to a B- 2A. City Planner Brixius went over the main areas that were brought up for tonight's meeting. The City Council recently approved a Zoning Ordinance amendment establishing a new commercial zoning district, the B-2A District. With the . . . CITY OF ALBERTVILLE Planning and Zoning Commission Minutes September 11, 2002 Page 40f6 establishment of this district, the Planning & Zoning Commission is now being asked to review the City zoning map and identify locations where the B-2A zoning may be most appropriate. The Planning & Zoning Commission should review these locations and make recommendations as to their appropriateness and make suggestions as to any additional areas that may be included in the B-2A Zoning District. Chair Budde asked if there was anyone in the audience regarding this Zoning Ordinance. Tom Fay, Albertville resident had a question with the location and the street it went to. Commission member Klecker would not like to see the B-2A in the southern part of the city. Council Liaison Berning brought up the Joint meeting they had. They wanted to modify the B-2 and the B-3 and come up with something in between. After hearing Commission member Klecker had to say that maybe we need to re-Iook at the Zoning and making two new zonings of B-2 A and B-3A Districts. Chair Budde closed the public hearing at 8:01 p.m. City Planner Brixius wanted to clarify things. What he was hearing was from Main Avenue on the east? Council Liaison Berning and Commission member Sweeney both agreed that it began when the Commission and the Council did not want any more gas stations in Albertville. Sweeney made a motion to approve the Zoning Map with a B-2A Zoning District per the City Planners clarifications. Winslow seconded the motion. All voted aye. Motion carnes. d) Amendment to Conditional Use Permit Chair Budde opened the public hearing at 8:11 p.m. City Planner Brixius went over the background of the Site Plan. Architects Rego and Youngquist Inc. have submitted an application for site plan review of an addition to the St. Michael-Albertville High School. There is an existing CUP for the high school and a CUP Amendment would be enacted for the addition. The proposal is to add . . . CITY OF ALBERTVILLE Planning and Zoning Commission Minutes September 11, 2002 Page 50f6 42,179 square feet of area to separate sections ofthe school. Additional parking spaces will also be added in order to accommodate the additional square footage. The Additional square footage would include: 10,155 sq.ft. for Storage/Maintenance, Industrial Technology, Music 3,621 sq.ft. for Cafeteria Expansion 2,640 sq.ft. for Administrative Offices 11,083 sq.ft. for Classroom Expansion on the North side 14,680 sq.ft. for Classroom Expansion on the South side Additional parking would be located on the west side of the building. Chair Budde asked if there was any present representing this site plan. Bob with the School District was present to answer any questions or concerns the commission had regarding the site plan. Council Liaison Berning had a concern about the parking stalls. Is there a chance that you could install more? During the year there are special functions and the parking lot is overflowing. Bob did point out where there is the possibility for additional stalls during those times. Chair Budde asked if there was anyone in the audience who had questions or concerns regarding this public hearing. There was no one who wanted to speak. Chair Budde closed the public hearing at 8:17 p.m. Klecker made a motion to approve the Site Plan. Budde seconded the motion. All voted aye. Motion carries. 4. OTHER BUSINESS a) Site Plan Reviews 1) STMA High School Chair Budde confirmed that this was looked over during the Public Hearing. b) Sign Ordinance Revisions Chair Budde opened discussion on the Sign Ordinance Revisions. . . . Chair Budde asked if it would effect any current signs that are in place today throughout Albertville. City Planner Brixius shared that they would be somewhat grandfathered in. There were additional comments and questions regarding the sign ordinance. Klecker made a motion to approve the Sign Ordinance Revisions. Winslow seconded the motion. All voted aye. Motion carries. c) Interview Planning and Zoning Commission Candidates Discussed earlier in the meeting. 5. ADJOURNMENT Klecker made a motion to adjourn at 9:00 p.m. All voted aye.
