Each year, HSEM in collaboration with the National Weather Service and 16 State and local agencies and organizations sponsors Severe Weather Awareness Week in Minnesota. The week is designed to refresh, remind and educate everyone about the seasonal threats from severe weather and how to avoid them. It's also a great time to make and practice your emergency plan and build or refresh your emergency preparedness kit. Statewide Tornado Drills The most important events during Severe Weather Awareness Week are the two annual statewide tornado drills. These drills are scheduled for Thursday, April 20, 2017 at 1:45 p.m. and 6:45 p.m. *(Counties may choose to opt out of the drills if actual severe weather is possible in the area). Outdoor warning sirens and NOAA Weather Radios will sound in a simulated tornado warning. The first drill is intended for institutions and businesses. Engel Haus has also launched a Dementia Support Group that is open to anyone within the community. The first Tuesday of each month from 1:00 - 2:00 p.m. the group meets with the goal to provide emotional, social and/or educational support. The group is led by Jay Jay Chan and Paula VanDusen; both have been professionally trained and certified by the Alzheimers Association. ISD 885 [ST. MICHAEL-ALBERTVILLE] SCHOOL DISTRICT UPDATE: On February 7, 2017 the community voted to approve a $36.1 million bond referendum. Bond projects include improvements in the areas of safety, technology, maintenance, and activities. In addition to putting together a Core Project Team that is made up of School Board members, Superintendent, construction manager, district architect, school staff and parents, the Board has also approved a project timeline that includes: • second sheet of ice • High School front security entrance • Middle School East security entrance • Albertville Primary security entrance • High School classroom additions (12) • Albertville Primary classroom additions (8) • generators • LED lighting retrofit district -wide • technology • Middle School East pool repair • High School tennis courts • baseball fields moved to High School/upgrades to softball field • all-purpose facility Updates on the bond projects and timeline will continue to be posted to lttp://www.stma.kl2.mn.us The St. Michael -Albertville School District also continues to advocate for more school funding for schools. They have put together a legislative platform and continue to advocate for equality in funding, tax relief and reform, and concurrent enrollment. Transportation Option for STMA Open Enrolled Students The St. Michael -Albertville School Board unanimously approved providing open enrolled families with fee -based transportation starting in the 2017-2018 school year. Many open enrolled families who live within the Albertville city boundaries, specifically the neighborhoods of Towne Lakes and Hunters Pass, have been pursuing annexation and a potential land swap with ISD 728 [Elk River] but this opportunity would be more immediate. Families who currently open enroll in the targeted area of Albertville will be receiving an email from the St. Michael - Albertville school district outlining the pilot program and the costs. All costs will be covered out of pocket by the families utilizing the bus services. One child will cost $300 annually with a family max of $500. Registration will be due by April 7 with the first payment due May 7, in order to provide Don's Bus Company ample time to prepare routes and hire drivers. The School Board heard from several open enrolled families on what providing transportation will mean to their families and then unanimously approved a two-year pilot program. Dr. Bittman is currently the Superintendent of Sauk Rapids -Rice ISD 47. The Superintendent of Schools position became available in June 2016 after Dr. Mark Bezek retired. Bruce Watkins has been serving as the interim Superintendent and will complete his services at the end of June 2017. The newest building in ISD 728 is on track to open in late July 2017. The Otsego E-8 school, located near the intersection of Maclver Avenue NE and 80th Street NE in western Otsego, will cover about 124,000 square feet and house hundreds of students from the southern part of the school district. The new building was part of a $98 million bond project approved by voters in 2014. The school is expected to be at or near capacity when it opens in the fall of 2017. Initially, it will house early education through 6th grade, adding 71h grade the following year and then 81h grade the year after that. The new name of the school will be Prairie View Elementary and Middle School. Recreational vehicles include motor homes, boats, enclosed trailers, campers, and snowmobiles or ATVs on trailers. Vehicles and trailers may be parked in the driveway, but must be located at least 15 feet from the street and cannot block the public sidewalk. Storage in a side yard between homes must be at least 2 feet from the property line. The storage area must be surfaced with asphalt, concrete, or crushed rock with a border that prevents erosion. Storage in a rear yard must be at least 5 feet from the rear and side property lines if not on a paved surface. HELP KEEP STORMWATER CLEAN To keep stormwater healthy, ensure that grass clippings do not end up in the streets or along storm water ponds. Leaves and lawn clippings are a major source of phosphorus. When they are swept or washed into the nearest street or storm sewer, they end up in the local water supply. These funds are based on the average pounds of recycling collected per household. To increase grant funds to offset recycling costs and to fund future recycling programs, the City encourages you to recycle as much as possible to increase Albertville's recycling tonnage. • If you need another recycling bin, one can be delivered to you at no additional cost. Big City Lila. LED STREET LIGHTING Beginning this May, street lights owned by Xcel Energy will be converted to LED. In Albertville, Xcel Energy owns most of the streetlights on the south side of Interstate 94, as well as, the street lights in Towne Lakes area south of Laketowne View NE. Xcel's conversion will simply replace the existing cobra head or high-pressure sodium light fixture, with a new LED light fixture. The pole will not be changed. There is no upfront cost to the City for this work, as Xcel has chosen to upgrade to LED's as part of it's municipal street lighting program. UPCOMING CONSTRUCTION 2017 Street and Sidewalk Project — Scheduled to begin in June, several blocks of neighborhood streets on the west side of County Road 19 will be milled and overlayed. In addition to the street work, the old bituminous (asphalt) trail behind the curb on these street segments will be replaced with a concrete sidewalk and a narrow grass boulevard. The project is scheduled to be completed by the end of August. For more information please visit the project's page on the city website. Project streets are highlighted in the figure below. Trail Improvements — This summer neighborhood trails in the Oakside Park area and many of the Towne Lakes area trails will be overlayed. This work is being coordinated with other city projects and will completed between mid -June and the end of August. Intersection of County Road 19 and 57th Street NE — Currently the city is working on plans to add designated left turn lanes to 57th Street NE and County Road 19. The project will include road widening, modifications to the existing signal system, and new cross walks and pedestrian ramps at each corner of the intersection. The project is currently in the design phase and is expected to be bid and constructed during the 2017 construction season. Main Avenue NE Railroad Crossing — The BNSF Railroad crossing at Main Avenue NE is scheduled to be replaced this spring. The old timber crossing will be replaced with a concrete crossing. The project will also include the addition of sidewalks on both sides of Main Avenue NE through the crossing area. The meeting is held to provide a forum for input and questions from the public regarding the proposed budget and property tax levy. Immediately following this meeting, the City Council approved the 2017 Operations Budget, 2017 Capital Reserves Budget and the 2017 Property Tax Levy for taxes payable 2017. The Operations Budget for the General Fund accounts for all the day-to-day operations of the City, excluding utilities. The Council adopted a balanced General Fund Budget for 2017 in which the primary funding source is property taxes, which is 67% of the revenues. The budgeted General Fund operation expenses for 2017 total $2,781,672, which is a 4% or $117,185 increase from 2016. The most significant factors for the increase in operations include: • Increased public safety, including Wright County Sheriff and Albertville Fire Department ,for an increase of $45, 809 • General Government, includes operations and maintenance of City buildings, building department, street lights, animal control, employee wages and benefits for increase of $60,392 • Culture, parks and recreation, including maintenance of fields and parks, employee wages and benefits for an increase of $10,984 The City also budgets annually for capital reserves or future capital needs such as road repair, equipment and other capital purchases. The funding of the Capital Reserves Account allows the City to slowly save for the future purchases to avoid borrowing and tax increases for one-time purchases. The City Council adopted the Capital Reserves Budget for 2017 in the amount of $986,429, which is an increase of 5% over 2016. The City Council adopted a total levy in the amount of $3,779,235 for taxes payable 2017. The levy is an increase of 2.94% or $107,996 increase from 2016. The total levy includes the General Fund Operations Budget, Capital Reserves Budget and Debt. Debt levied for 2017 is $916,045, which decreased by $5,646 from 2016. State Representative Eric Lucero - State representatives serve a two year term serving people within their specific congressional district.
