2016 Fall/Winter IssueFIRE PREVENTION REMINDERS: Wokk"la+t,�" SMOKE ALARMS 2 SAVE LIVES Your Clock, Change Your Battery • Replace Smoke Alarms Every 10 Years • Test Smoke Alarms and CO2 Detectors Monthly • Change Batteries At Least Once A Year A recent survey by National Fire Protection Association showed that only a small percentage of people know how old their smoke alarms are or how often they need to be replaced. The National Fire Alarm Code°, requires smoke alarms be replaced at least every 10 years, but because the public is generally unaware of this requirement, many homes likely have smoke alarms past their expiration date, putting people at increased risk in the event of a home fire. The age of a smoke alarm can be determined by looking for the date of manufacture on the back or side of the alarm, and alarms should be replaced ten years from that date. This also applies to carbon monoxide detectors. CO2 detectors should also be tested monthly and should be replaced every 5 years. Don't forget to change the batteries in your CO2 detector when you change the batteries in your smoke alarms. QUEEN FOR A DAY - Dreams come true! On Saturday, September 10, the Albertville Royalty helped create a very special Make -A -Wish dream come true. Madi, an 8 year old girl from Rockford, was the recipient of Make a Wish "Queen for a Day". The day started off early when she arrived to Madi's boutique to help transform her into Albertville's "Queen for a Day". Madi was greeted by the Albertville Royalty where she was treated to a morning of fun, pampering, and breakfast. She had her hair and nails done and received a beautiful gown, sparkly shoes, a tiara, and sash. Madi traveled to Osseo with Albertville Royalty where she was the star attraction as she traveled on a float down the streets of Osseo as the Queen. Following the parade, Madi, her parents, and her new Royal family celebrated with a picnic at Elm Creek Park Reserve. It was a day filled with beautiful memories. The Albertville Royalty program is proud they have helped Make -A -Wish offer this "Queen for a Day" for the past 7 years. What is FYCC? 49. FYCC stands for Family Youth Community Connections and is a 501(c)3 *? organization whose mission is providing affordable, accessible, quality FCmC programs to the communities of St. Michael and Albertville. FAMILY YOUTH COMMUNITY CONNECTIONS In partnership with parents and community members, FYCC offers programs that are unique in many ways and are devoted to making a safe, supportive environment for both youth and their families. Responsibility, consideration for others, and building self-esteem are all encouraged and the belief of the program directors is that by keeping families in the community healthy, children will be healthy too. FYCC is funded by various grants, donations that come from both community members and businesses, and both the cities of Albertville and St. Michael. Some of the programs FYCC provides throughout the year are Open Streets, Reading in the Park, Father/Daughter Dance, Family Bingo Nights, and the SPOT. Sump pumps play a key role in homes across our city. For many homes, they can mean the difference between a dry basement and serious property damage. Even during the winter months, many of our homes are very dependent on sump pumps. It is important to make sure your pump is working properly, and it is equally as import to make sure the discharge line is draining properly. During the winter months, discharge lines can and do freeze. Check your system's discharge line periodically during the winter to make sure it is not frozen. Make sure the discharge point is open and free draining. Make sure the system has an air gap on the outside of the home to allow the discharge pipe to drain before it freezes. WINTER REMINDERS WINTER PARKING: Restrictions are in effect from November 1 to April 1. No parking is allowed on City streets between the hours of 2:00 a.m. and 6:00 a.m. regardless of weather conditions. Residents should refrain from parking vehicles on the street during and after a snowfall until the plows have cleared the street. MAILBOX REPAIRS: Please check your mailbox and post for damage to ensure it can withstand the weight of snow from plows. The City is not responsible for mailboxes knocked over as a result of a weak post. SNOW FORTS: Parents should make sure their child's snow fort is set well back from the street and driveway and not allow snow forts in the mounds of snow left at the ends of driveways from snow plows. NOW HIRING ICE RINK ATTENDANTS Applications are now being taken for attendants for the City's outdoor ice rinks. You must be at least 16 years of age and be available to work afternoons, evenings, weekends, and holidays. Individuals hired will receive paid CPR/AED training. The total tax levy required to fund the preliminary budget is $3,779,235. The preliminary tax levy represents a 2.94% increase over the 2016 levy. Albertville's 2017 debt service budget has decreased from 2016 by $5,646. The general fund operations levy has increased by $113,642 (which includes capital outlay) for a net levy increase of $107,996 or 2.94%. The levy funds debt and the services provided by the city. Included in the 2017 budget is anticipated Local Government Aid of approximately $92,181, which will assist with infrastructure expenses. TRUTH IN TAXATION HEARING The City Council will hold its annual Truth in Taxation hearing on December 5, 2016 at 6:30 p.m. in the Council Chambers at City Hall, 5959 Main Avenue NE. This public hearing provides Albertville residents an opportunity to comment and ask questions on the City's budget and related levy. No Council action will be taken at this hearing. The final budget and levy will be considered during the City Council's regular meeting at 7:00 p.m. on December 5. Often times, this hearing is confused with the Board of Equalization Hearing that is scheduled in the spring where the Council hosts a public hearing on property values. If your child is wearing a mask, make sure the eye holes are large enough, so he or she can see out. • Provide children with flashlights to carry for lighting or glow sticks as part of their costume. • Dried flowers, cornstalks and crepe paper catch fire easily. Keep all decorations away from open flames and other heat sources like light bulbs and heaters. • Use a battery -operated candle or glow -stick in jack-o-lanterns. If you use a real candle, use extreme caution. Make sure children are watched at all times when candles are lit. When lighting candles inside jack-o-lanterns, use long, fireplace -style matches or a utility lighter. Be sure to place lit pumpkins well away from anything that can burn and far enough out of the way of trick -or -treaters, doorsteps, walkways and yards. • Remember to keep exits clear of decorations, so nothing blocks escape routes. Tell children to stay away from open flames including jack-o-lanterns with candles in them. Be sure they know how to stop, drop and roll if their clothing catches fire.
