The examination of plans is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must. be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included with this report. Water supply plans are examined with regard to the location, construction -and operational features of the design and maintenance of all parts of the system which may affect the safety and sanitary quality of the water. Examination is based on the standards of this department. This project consists of the installation of the following watermains: 1. 3041ineal feet of 6-inch PVC plastic watermain. 2. 2,0361ineal feet of 8-inch PVC plastic watermain. REQUIREMENT(S): 1. It is understood that the installation will be in accordance with previously approved specifications for the city of Albertville, Minnesota. 2. It is understood that the installation will be in accordance with previously approved City Engineers Association of Minnesota Watermain Specifications, 1999 edition. COMPLIANCE: No construction shall take place except in accordance with the approved plans. If it is desired to make deviations from the approved plans, the State Department of Health should be consulted and approval of the changes obtained before construction is started; otherwise, such construction is installed without proper approval, and in addition may create dangers to public health. Our estimate is based upon the preliminary grading plan prepared by the Developer's engineer. The proposed project scope is comprised of the following three major components: Preliminary Engineering Report, Design and Construction/Start-up. Preliminary Engineering Report The project team shall prepare a report summary that will include: • Basis of design (service area, flow, pump capacity) • Discussion of preferred location • Capital cost estimates • Discussion of electrical/controUenergy saving features and recommendations • Site survey • Geotechanical evaluation • Preliminary process flow diagram • Preliminary site layout for the recommended alternative • Implementation schedule Project Staff will meet with City Staff for a detailed review of the Engineering Report. Discussion regarding the report will result in a clear understanding of design requirements and concepts for final lift station design. This will enable the design staffto prepare a final design, which addresses the short-term goals and long-term needs for the city. Design Based on the survey, geotechnical evaluation and report summary, Bolton & Menk, Inc. will prepare final design plans and specifications. Preparation of contract documents includes production of design drawings, specifications and bidding documents. The plans and plat shall be submitted to the Wright County Highway Department for review and approval. An entrance permit and/or work within the right-of--way permit will be required. Any bonding requirements of the County will be the responsibility of the Developer. 2. The Developer will be responsible for all construction permits required for the improvements (sanitary, water, storm water, etc.). A copy of all permits shall be submitted to the City prior to the commencement of work. 3. No construction activity shall take place on adjacent properties without permission and/or easement from the respective property owner. Sanitary Sewer and Watermain 4, A third gate valve shall be added at the first tee south of the connection to the existing watermain for testing and isolation. 5. A hydrant shall be added at the northeast corner of the C-Store lot. 6. MH-106 shall be relocated such that it receives the C-Store sanitary service line. If the buildings will have sprinkling type fire protection, separate water shutoffs and services for the fire line and for the domestic line will be required, as well as, easement over services and their shutoffs. 8. All buildings shall have external sanitary sewer clean-outs with cast-iron covers lettered "SEWER". 9. Alignment of sanitary sewer line between MH-104 and lift station shall be coordinated with City (note on plans). Gradin>?, Draanase & Erosion Control 10. It appears that the pervious area in drainage basin DA-1 A is twice as large as it should be. Recalculate the impervious/pervious areas for this basin and the revise the storm water calculations as necessary. Given the lack of space for additional on-site ponding, underground storage could be considered as an option, if additional ponding space is needed. 11. The calculations show that the NURP volume was calculated using 6.35 acres with an impervious percent of 70 for a volume of 0.85 acre-feet. Using these numbers and a CN of 65 in the NURP spreadsheet shows that 0.97 acre-feet of dead storage is needed. Provide the calculations showing how the 0.85 acre-feet was derived. 12. The 4" orifice invert elevation for CBMH-28 in HydroCad does not match the grading plan elevation. These two elevations should match. 13. Pond Basin 1 and Pond Basin 2 are modeled with 4-ft long sharp-crested weirs as the primary device in the HydroCad calculations. These should be modeled as 27-inch diameter horizontal orifices flowing to the corresponding culvert. The orifice should be routed to the culvert. 14. Add the overflow elevation of 950.50 on the grading plan between the Swale and the pond. 15. Show the invert elevations of the pipes, top of weir and orifice on the detail for CBMH-28, on sheet 11 of 26. 16. Show the invert elevations for all of the aprons associated with structure OCS-31 on the Utility Plan or show on sheet 11 of 26. Please let me know if you have any questions. The location of this preliminary plat is along 70`h Street, which has been identified in the Northeast Wright County Sub-Area Transportation Study as a future County State Aid Highway (CSAH) route. With this in mind, we respectfully offer the following comments. I. The NE Wright County Transportation Study identifies 70`" Street as a future jurisdictional change to became CSAH 37. This study was the basis for the long- term transportation plan, whiclt was adopted by all partners including Otsego, Albertville, St. Michael, and Wright County. This important plan defines the long- term transportation system for the area. The NE Study indicates that the future highway {currently 70°i Street) will be a four (4) lane urban section with full access spacing every half-mile. Based on this, we would suggest, that if song-term full access to this development is desired, then the new street {Keystone Avenue) be constructed directly across from the existing Kittredge Parkway, which is spaced one-half mile west of CSAH 19. It would be desired to have 75 feet of right-of--way dedicated along 70''' Street (south side of centerline) to preserve the corridor width to construct the future four (4} lane highway. 3. We would discourage any additional access points directly onto 70'h Street, other than the half-mile spacing, as they would eventually become "right-in/right-out only" accesses when the four-lane divided highway is constructed in the future. While it would be difficult to pass other improvement costs directly on to the property owner, it seems appropriate that this location be viewed in light of other changes likely to occur near I-94. The mad improvements made by Otsego for the intersection of CSAH 37 at Maciver Avenue included tapers constructed through the Phil Moms property azea to 62°~ Street (neaz I-94). This taper would need to be reconstructed to provide fullthree-lane road-width between the proposed driveway and Maciver Avenue. It would seem advisable to consider connecting the three-lane section to the I-94 bridge. It would also be timely for a small coincidental project to revise the lanes on the bridge to three lanes, if possible. This would address the emerging safety and congestion issues at the existing traffic signal at the north ramps intersection as well as provide a short storage for the left turns to 62°d Street. Revisions to the existing taper on the north side of CSAH 37 should probably include the longer-term solutions to issues in this area. We would be happy to work with you to move towazd improvements on CSAH 37. It appears that some pedestrian behaviors intentionally violate the pedestrian restrictions prohibiting crossing CSAH 19 away from the signal at the Outlet Mall entrance. I have been instructed by City Council members to request that Wright County approve the installation of an insurmountable fence to effectively block pedestrians from crossing CSAH 19 directly between the Outlet Mall shops on both sides of CSAH 19. The suggestion made was to install a fence in the median or to install a fence on the west side between the trail and the curb. I understand that you had discussed these possibilities with the Outlet Mall representative last year. While a fence on the eastright-of-way line may serve public uses better, this location is poorly suited due to the ditch carrying surface drainage on this side of the roadway. >f this request or other measures are deemed advisable by your office, please let me know what steps might be taken to alleviate this safety issue. The following is a listing of the main topics and discussions that occurred. Cheryl began by describing how she determined the limits of Wetland A and also described their rational in claiming this wetland was created when a roadway was constructed along the north side of the larger wetland B. The panel reviewed the flagged boundary of Wetland A and asked for 1' contours of this wetland along with invert elevations of the connecting culvert seperating this wetland from Wetland B. Cheryl then described how the boundary was determined on Wetland B, with the use of shallow ground water wells. Wozney asked if Wetland B isn't more caused by ponding instead of ground water driven. Nobody really knew for sure. The remainder of the discussion centered around the hydrology data, the precipitation data, and where the water goes when it leaves this wetland. Cheryl and Ron stated that there is a culvert under Interstate 94 in the southwest area of the site and they believed the water flowed out in that direction. The TEP decided that no decision could be made at this time on either wetland basin. The TEP again asked for a topography map of the entire site with 1' contours and with elevation shots on the culvert between Wetland A and Wetland B and also the culvert that goes under I 94. Colleen Allen said she would to review FSA slides of the site to look at the wetland signatures for both wetlands. Wozney was going to discuss the hydrology data with Eric Mohring of BWSR to try and attain a better understanding and to insure that it was determined correctly. We have reviewed the plan with regard to access and right-of--way issues along County State Aid Highway 37 only. Aspects of internal drainage, street improvements, and grading internal to the development should be reviewed by the City Engineer for conformance to city standards. We offer the following comments. 1) A detailed traffic analysis, to be prepared by a mutually agreed upon consultant by the developer & County, shall be completed to determine the impacts of the proposed development on the County Highway system. With the potential of major traffic generators accessing CSAH 37 by the proposed development, there is the possibility that improvements may be necessary along CSAH 37 to accommodate the proposed development. The cost of the traffic analysis shall be born by the developer, as would any needed improvements to the County's highway system. 2) An access permit will be required for the new access proposed for CSAH 37. The proposed access location does not meet the County's access spacing requirements which is a minimum of 1320 feet for this type of access. The specific access location will be determined by the Wright County highway department after review of the completed traffic impact. study. Construction of the required improvements to CSAH 37 will be a condition of access to CSAH 37. Specific layouts, highway sections, and other requirements for the CSAH 37 improvements will be identified in the special conditions the approved access permit. A security bond or letter of credit, amount of which will be determined, will be required as part of the access permit being processed. The access permit application should be sent to the attention of Bruce Leinonen, Permit Technician, of our office. 3) A minimum right of-way dedication of 75 feet from-the centerline of CSAH 37 is required, as this segment of highway has been identified as a future four lane highway. This will cover any sanitary, watermain, storm sewer work, or construction of a bituminous pathway within the CSAH 37 right-of--way. No open cutting of CSAH 37 will be permitted for utility crossings, in accordance with the County's utility policy. Culverts under the proposed access roads should be RCP pipe. Utility permits should be sent to the attention of Bruce Leinonen, Permit Technician, of our office. S) It is our understanding that the City of Albertville has identified the I-94 ramps being realigned along the western portion of the proposed development. The plan we reviewed does not show this realignment of the I-94 ramps. 6) Proposed drainage ponds shall be located beyond the CSAH 37 right-of--way, so that there is not a pond or pool of water within the CSAH 37 right-of--way at any time.
