Box 9 Albertville, MN 55301 Re: Preliminary Plat Review -Albertville Crossing 3ra Addition, CSAH 19 & 57th Street Intersection, City of Albertville Honorable Mayor, City Council Members, & Planning Commission Members: WAYNE A. FINGALSON, P.E. Highway Engineer (763)682-7388 VIRGIL G. HAWHINS, P.E. Assistant Highway Engineer (763)682-7387 RICHARD E. MARQUETTE Right of Way Agent (763)682-7386 We have received the preliminary plat for the above-mentioned development that consists of the construction of a new bank (State Bank of Long Lake) at the NE quadrant of the intersection of County State Aid Highway (CSAH) 19 and 57th Street NE in Albertville. We have reviewed the preliminary plat with regard to access and right-of-way issues only. Aspects of storm drainage, street improvements, and grading internal to the plat must be reviewed by the City Engineer for conformance to city standards. We offer the following comments: The proposed development will need to maintain existing drainage rates (i.e., the rate at which storm water is discharged from the site must not increase). The City or project developer will need to verify that all existing drainage patterns and systems affecting Wright County Highway right-of--way will be perpetuated. 2. No direct access to CSAH 19 from the site will be allowed. Access to the site will be directly onto 57th Street NE. All existing field and/or driveway entrances along CSAH 19 within the plat frontage, shall be removed. 4. The right of way shown on the plat is adequate. Equal Opportunity /Affirmative Action Employer Page Two City of Albertville May 17, 2006 5. Aright-of--way permit will be required for any utility work within the CSAH 19right-of--way. This will cover any sanitary, watermain, or storm sewer work within the CSAH 19right-of--way. Specific requirements will be determined when a plan and right-of--way permit application are submitted to Bruce Leinonen, Permit Technician, of our office. 6. The lane assignments shown on the plan for 57th Street NE suggest that the traffic control signal system and/or roadway geometrics Leading up to CSAH 19 will need to be revised/reconstructed. Does the City have plans to do this work in conjunction with this development, or will this be completed as part of a separate City project? We trust that this information is helpful to you and if you have any questions or concerns regarding the above comments please call me at 763-682-7387. Sincerely, r ~?~ t ~ / ._ Virgil G.
