December 14, 2020
6:00 p.m.
Present:Chairman Keith Wettschreck and members, LarrySorensen, Kari Dwinnell, Tim Lewis,
Aaron Cocking, and Ryan Gleason. Also present: CityAdministrator Adam Nafstad, City Finance
Director Tina Lannes, STMA Arena Manager Grant Fitch, School Buildings and Grounds Director
Jason Bichler and Karl Anderson from STMA Youth Hockey Association. Themeeting was called to
order at 6:02 p.m. by Chairman Wettschreck.
Set Agenda
Members Cocking\\Gleason moved to set the agenda as amended. All voted aye.
Approval of Minutes
Members Cocking\\Sorensen moved to approve the minutes of the November 9, 2020 BoardMeeting
as presented. All voted aye.
Finance Reports
Lannes presented the finance reports.
Members Cocking\\Sorensen moved to approve the November list of claims totaling $31,070.60 and
the November Financial Report as presented. All voted aye.
Arena Manager’s Report
Fitch presented the Arena Managers Report referencing the status on waiting to see what the
Governors order will be when the arena can reopen. Fitch also pointed out the expected calendars for
high school hockey if it is allowed to reopen. In addition, Fitch reported that staff is proceeding with
deep cleaning and working on maintenance projects through the month of December.
HockeyTV Broadcasting Proposal
Nafstad stated he was waiting to hear back from HockeyTV and hope to have the project complete
soon.
Right of Entry Agreement
Nafstad presented the Arvig right of entry agreement for the STMA Arena (old sheet). Nafstad
provided some background on how the fiber system is connected and how to complete the loop
between the City of Albertville Buildings, STMA Arena and future Don’s Bus to connect to the school.
Nafstad mentioned that the City of Albertville and the School District have already approved
agreements for buildings.
Member Sorensen asked if the City of Albertville and School Attorneys have reviewed the document.
Nafstad responded with the City of Albertville attorney had and made some changes.
Members Sorensen\\Cocking moved to approve the Arvig Right of Entry to STMA Arena (old sheet
side) Agreement. All voted aye.
End of Year Projection 2020
Nafstad shared a year end financials projection under the assumption that the arena will not have any
notable ice sale through December. Items Nafstad noted were that even without ice sales the year will
close out as a net profit, reduced expenses related to the closures, but not knowing what the future
months hold that the fixed expenses are around $70,000.

There was discussion on the options of selling ice depending on the Governors order especially, if
youth sports are not allowed to be back in December.
Nafstad mentioned that we normally are looking at budgets this time of year, but has asked staff to
hold off until we know more soon about the future of ability to sell ice dependent on the Governors
future orders. Wettschreck mentioned we should try to set the ice rental prices sooner than later.
Nafstad mentioned the goal was to go into the new year with budget and rates in place instead of April
or May, but under the current conditions staff is waiting for the Governors direction to plan a budget
adoption.
STMA Youth Hockey
Anderson just stated on they are also waiting on the Governors orders and keeping them in the current
conditions via Fitch. Anderson also thanked the board and staff.

Operations: The Arena was closed from November 20 to December 182020. We sold Ice time to

Single household families from December 19 through Sunday January 3, 75 hours sold at $85 per hour
for a total of $6375.
Hockey TV: Cameras delivered on Monday 01/04/21 install scheduled for Thursday 01/07/21
STMA High School Hockey: The Minnesota State High School League (MSHSL) approved the start

date of January 4 for practices and games starting January 14. Building Occupancy will be limited, no
spectators for practices, 25% seating capacity or 150 max. STMA Arena will follow the guidelines
enforced by the MSHSL (Minnesota State High School League)

STMAYHA: Started practices on Monday January 4 2021. Games resume January 14 with limited
spectators according to appropriate venue capacity restrictions. For indoor games, spectators are limited
to (25% capacity, up to 150). For outdoor games, limits follow outdoor entertainment guidance (25%
capacity, up to 250). Inter-region tournaments and out of state play are discouraged.
STMA Arena Updated Guidelines per (MN Hockey and the MDH):
Players, Parents, Coaches and Spectators: Face coverings (Masks) must be worn by all persons at
all times, including practices and games.
No more than 2 pods of 25 on the ice. The 2 pods shouldn’t intermix
No parents allowed for STMAYHA or High-School practices
Locker-rooms not being used until further notice
1 Parent may accommodate 8U Mite aged players if needed and follow social distancing within
the facility
Drop off players by the (Blue Rink) new lobby entrance. Gold Rink entrance will be an Exit only.
Double doors SE corner of the Blue Rink is also an Exit only
Players are required to come fully dressed exception: (Skates, helmet and gloves) and come in no
earlier than 10 minutes before scheduled ice time and leave right after practice
Minnesota Hockey rules: The responsibility of enforcement starts at the local level with association
board members and progresses to District Directors. Associations have the authority to impose discipline
on their members and teams. District Directors have the authority to impose discipline on teams and
associations in their district.
