September 14, 2020
6:00 p.m.
Presentvia video conference:Chairman Kevin Kasel and members, LarrySorensen, Keith
Wettschreck, Kari Dwinnell, and Aaron Cocking. Absent memberRebecca Halling and Tim Lewis.
Also present: City Administrator Adam Nafstad, City Finance Director Tina Lannes, STMA Arena
Manager Grant Fitch, and STMA School District Superintendent Dr. Ann-Marie Foucault. The
meeting was called to order at 6:03 p.m. by Chairman Kasel.
Set Agenda
Members Dwinnell/Cocking moved to set the agenda as presented. All voted aye.
Approval of Minutes
MembersCocking/Sorensen moved to approve the minutes of the August 10, 2020 BoardMeeting as
presented. All voted aye.
Finance Reports
Lannes reported that the year to date it is still showing a net income, but the cash balance has declined.
Lannes mentioned with the season starting there should be an increase on monies collected bringing
the cash balance back up depending on the rentals.
Members Sorensen/Cocking moved to approve the August list of claims totaling $20,913.85 and the
August Financial Report as presented. All voted aye.
Arena Manager’s Report
Fitch updated the board there was in increased in hours booked versus projected due to the spring
tournaments were pushed out to August. In addition, Fitch reported that youth hockey started their
st
season and that the warranty is expiring on the new rink refrigeration system on October 31, but staff
will receive blanket coverage quotes and bring them back to the board for approval. Fitch mentioned
that the 3M window film installed is working out well and covers about 90% of the glare on the entire
west end of the rink.
STMA Youth Hockey
Nafstad mentioned with the loss in revenue for advertising their maybe a request for a reduction in the
advertising payment for 2020 due to the rink closure and difficulty in advertising sales.

STMA High School Hockey: Boys season moved and will start Monday November 23. the Girls season

will start Monday November 30. Games will be reduced from 25 to 18 due to the shortened season.
Building Occupancy will be limited. Most rinks are allowing 2 per player for games no spectators for
practice 25% seating capacity or 250 max for rinks not using the 2 per player rule. STMA Arena will
follow the guidelines enforced by the MSHSL (Minnesota State High School League)

Maintenance Agreement: November 1 2020 is the date the warranty expires with SCR for the new
compressor system parts. Attached is a proposal for blanket coverage and/or preventative maintenance
service agreements. The blanket coverage program establishes a predetermined price for maintenance
service of the arenas refrigeration system. Should the actual cost of maintenance fall short of the
agreement price, the arena receives 50% of the balance back. When costs exceed the agreement price, the
vendor (SCR) covers all overages. The arena has been using this program for 9 years on the Gold Rink
(Old) and believes it has worked very well. The proposed agreement price for 2020-21 will be $2,487.00
per month and a total of $29,844.00 per year. The blanket in place now costs $951 per month: it covers
Gold Rink (Old) Dehumidification, 3 radiant heaters in old lobby and bleachers, 3 furnaces, quarterly
maintenance on new compressor system, cleaning condenser coils for the CO2 system. The proposed
blanket agreement does not include HVAC for the Blue Rink (New), as this maintenance is being taken
care of by the school for all 4 Roof-top-units.

At this time staff is recommending approval of the two Preventative Maintenance service agreements only
for a cost of $2,150.00 for Old Rink dehumidification and HVAC and $11,593.00 for the shared CO2
rack for $13,743.00 per year ($1,145.25 per month which is an increase of $194.25 per month from last
year).
