Nafstad informed Council that with the CSAH 19/38 improvements coming up there is an
opportunity to also improve the intersection for the Albertville Premium Outlets. The mall would be
partially responsible for some costs and in order to assess those costs to them, they must go through
the 429 process which includes a public hearing. He asked the Council to carry over the hearing to
the next meeting where the feasibility report would be presented.
Nafstad reported on the design details of the project and the cost share with Wright County. He also
discussed access to several businesses along CSAH 19. Total project cost is $8.7 million with $6.4
million from the County with Albertville's share being $1.6 million. He hopes the project comes in
less but it is a good planning number.
Specific to the special assessment would be ingress and egress to the Plaza side of the mail (west
side) which includes an additional left lane into the mail and an addition right turn lane out the mall
as well as traffic signal improvements. The mall's cost for improvements to the mall's land and the
city's share of the signal improvements, which is approximately $360,000.
Cocking felt there is a benefit to the city as a whole to include these improvements and do them now,
rather than allowing the mall to decide whether to move forward. He wanted to be sure that due
diligence is done because if they have to come back at a later time for the improvements, it would be
the taxpayers funding the improvements. Couri stated this would be a way to avoid legal costs by
having the mall sign a waiver of assessment. Couri stated it would be a lot less expensive to do now
rather than coming back at a later date so he felt it was a win -win situation for all parties. Nafstad
explained the CSAH 19/38 project originally began north of the mall and he had asked Wright
County to extend the project south, but because of thefederal funding involved the city, mall and
county must provide the funding. He felt it best to do the mall intersection improvements as the
same time at the larger project.

Hendrickson inquired if there are other options in the future and Nafstad stated the city cannot fund
improvements to private property/roads. He emphasized it is very to important to work together
with the mall. Couri added that if they have to come back at a later date, it would mean there would
be two construction cycles that would interrupt flow into the mall, so it really is beneficial to to it 11
at one time with the mall. Nafstad suggested the project should be extended as far south as possible
with or without the mall's participation and reviewed how that intersection would constructed if that
were the case. He also stated that the Kwik Trip site will need a turn lane and they plan on putting
up escrow to ensure that happens.
Nafstad and Couri informed the Council how the special assessment with the mall would be paid
back.
Hendrickson called for public comment. There was no public comment.
Motioned by Cocking, seconded by Vetsch, to close the public hearing. Ayes: Hendrickson,
Cocking, Halting, and Vetsch. Nays: None. Absent. Olson. MOTIONDECLARD CARRIED.
Couri asked Council to rescind the motion so the public hearing can be continued in order to hear the
feasibility study at the next meeting.
Motioned by Cocking, seconded by Vetsch, to rescind the previous motion made by Cocking to
close the public and to continue the public hearing to the March 4, 2019 City Council meeting.

have offered the position to one of the applicants.

Vetsch reported the Board discussed the budget and Nafstad reported that staff is working with the
utility companies to resolve the issues of the increased utility costs.
B. Fire
1). Purchase of Two Truck -Mounted Mobile Radios
Bullen reported the radios are for the two new trucks and there is a cost savings to install them at the
time of build rather than after the fact. This will also increase the life of the equipment.
Motioned by Vetsch, seconded by Cocking, to Authorize the purchase of 2 truck -mounted mobile
radios for the Fire Department. Ayes: Hendrickson, Cocking, Halling and Vetsch. Nays: None.

Appeals meeting for Monday, April 15, 2019 at 635 p.m. in the Council Chambers. Ayes:

D. Public Works/Engineering
1). Master Utility Agreement for I-94 Improvement Project
Nafstad reported that when the I-94 improvement project is under construction there will be city
utility lines that may be impacted that run under I-94. These lines run under I-94 by State permit and
the State is asking the city to enter into an agreement that will address who pays for what
improvements, procedures for design construction, etc. Costs to the city would be any inspections
the city requires in addition to the State's inspections. Court clarified that the I-94 contractor will do
the utility work.
Cocking inquired if this is the time to extend water service to un-serviced areas and Nafstad reported
the plan is to only replace the current water piping to a consistent size at this time.
Motioned by Halling, seconded by Cocking, to Adopt Resolution No. 2019-007 to Enter Into
MnDot Agreement No. 1032990 to Coordinate Utility Work and Payments from MnDot with the
City Of Albertville for State Project No. 8680-172. Ayes: Hendrickson, Cocking, Halling and
Vetsch. Nays: None. Absent: Olson. MOTIONDECLARED CARRIED.
Motioned by Cocking, seconded by Vetsch, to Approve the Master Utility Agreement with the State
of Minnesota and the contractor to be selected by the State to construct the I-94 Improvement
project. Ayes: Hendrickson, Cocking, Halting and Vetsch. Nays: None. Absent. Olson.

2). CSAH 19 Landscaping
Nafstad stated the proposed plan is to fully landscape the median when the CSAH 19/38 project is
completed north of CSAH 37. Sod in the median, rather than full landscaping, would be
approximately $75,000 less in the proposed cost. To do half the amount of plantings, it would
require mulch and that requires much more maintenance. Concrete in the medians would be covered
by the County and if the City chooses to landscape instead the County would give the city a credit in
the overall project cost for doing so. Cocking relayed that Council member Olson felt that the bid is
higher than what he has seen in the industry and Nafstad agreed. He believes it will come in under
the estimate. Vetsch would like to see more concrete and be conservative with costs. Hendrickson
would like to see it match the southern portion of CSAH 19.
Cocking inquired if there will be an entrance sign put in and Nafstad replied they certainly could put
one in. Council discussed design of the roundabouts to be included in the project. They also
discussed scaling back or phasing out the landscaping along the corridor. Nafstad inquired if the
architect should could come back with a revised plan and Council directed the consultant to go out to

bid. Halling stated that landscaping rather than sod would discourage people from crossing at
locations other than cross walks and would help with pedestrian safety.

POLICY/PRACTICES CONSIDERATIONS: It is the City's policy to review and approve

pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,

SUBJECT: WAIVER OF SPECIAL ASSESSMENTS ON TAX FORFEITED PROPERTY 101-022-
000020, BARTHEL INDUSTRIAL PARK OUTLOT A
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
BACKGROUND: In January 2019, the Wright County Auditor's office requested that the City
consider waiving old assessments in the amount of $15,504.23 on parcel 101-022-000020 to
keep the bid low on selling the tax forfeited parcel, so that it can be put back onto the tax rolls.
In researching the prior special assessments there is no record of proof of payment or not.
Therefore, with no payment record, the request to waive the assessments on the outlot was
requested by Wright County.
The assessments for the outlot were for road improvements in 1980 for $1,472 and a
redistribution of the road assessment in 1987, adding $8,651.59. In addition to the road
improvement assessments, there were also two utility assessments on the outlot in 1980 for
$264.51 and $492.78. Wright County provided an amortization schedule which added interest
over the years totaling assessments to be $15,504.23
The total lot area is 7,571 square feet. At a 30 foot setback the lot dimensions of 58 feet and
depth of 130 feet which is consistent with the block. It is zoned RI which requires 12,500 square

feet with a lot width of 90 feet thus making the outlot non -conforming at current zoning. As an
outlot, it would also need to be platted as a lot and block description. If done, the new lot would
need a variance to R1 dimensions to be buildable.
KEY ISSUES:
• Assessments occurred in the 1980's.
• Removing or waiving the assessments would keep the bid price down to encourage
purchase and put the parcel back on the tax rolls.
• The outlot would need to be platted before becoming buildable with variances.
• Staff suggested Council consider reassessing the assessments once the parcel is sold and
if either adjoining property owner purchases the property, then at that point consider
waiving the assessment for that purchase only.
• Staff is seeking Council direction whether to come back with a resolution waiving the
assessments or to let the County know to keep the assessments on the parcel.
POLICY/PRACTICES CONSIDERATIONS: The City Council has the authority to waive or
reassess the assessments on a parcel.
FINANCIAL CONSIDERATIONS: There is no financial consideration at this time as the City
was unaware of the assessments being outstanding.
LEGAL CONSIDERATIONS: The City Council has the authority to waive (eliminate them
altogether), reduce or re -impose the special assessments. If the City chooses to reduce the
special assessments, it will likely not be able to increase the amount of these assessments in the
future.

SUBJECT: ADMINISTRATION— CLEAN-UP DAY UPDATE AND DISCUSSION
BACKGROUND: Annually, the cities of Albertville and St. Michael hold a one -day citywide
clean-up day on the first Saturday in May. This event is always well attended and appreciated by
residents of both cities. Below are some figures and results from the past five years:

KEY ISSUES:
• This year, the Elk River burn plant is not open on Saturdays any longer. The only option
is St. Paul which is a three hour turnaround time per truck and the cost is too high.
All vendors contacted will not entertain a bid to collect waste for clean-up day events.
This has been common and why many cities no longer host these events.
The City of St. Michael has always organized this event and with these findings, they are
proposing to not have a spring clean-up day event. They suggest encouraging residents
to use local options for their recycling needs. Those include: Randy's Sanitation in St.
Michael, B& E Recycling in Elk River, and Metro Appliance Recycling in Otsego.

St. Michael staff has researched options extensively and it appears the best option, which
is available year round and in many cases cost our residents the least, is to use one of the
local companies mentioned previously.
• Staff is looking for feedback from Council on options or direction for recycling options
for Albertville residents. For the participation numbers for Albertville, it is not feasible
to host our own event, even on a different day than Saturday.

Glean Up Day Changes
Spring Cleanup History
For the past 20 years, St. Michael has offered a joint Cleanup Day with the City of Albertville.
The City of St. Michael plans, manages and holds the event at our Ree Center parking lot on the
first Saturday in May from 7am-1 pm. We have been using the same contractors for the past 13+
years with good pricing and consistency in the service they provide for our event.
The 2018 Spring Cleanup numbers are attached showing the number of car loads broken down by city with St.
Michael having the majority of residents attending the event and amounts collected which includes number of
items or tonnage.

Advanced Disposal - General Waste/Furniture/Mattresses-Disposed of at Great River Energy Elk

Current Issue
At this time, we are not able to find a hauler to take our general garbage due to the Great River Energy
closing the burn plant in Elk River, MN in January 2019. It is not slated to reopen. This is where
Advanced Disposal (and other haulers) took general garbage on Saturday events to be burned and keep
hauling costs low, Trucks could make it to Elk River and back to continue the event. Now trucks
would have to drive to St. Paul burn plant. Round trip would be 3 hrs. per truck and the cost
would be too high. At this time, no hauler that staff has contacted will entertain a bid to collect
general waste for cleanup day events.
Jim Smith, Regional Manager for Advanced Disposal, has worked for the last two months trying
to figure out a cost-effective way to continue this event, but has not been able to come up with a
solution. Below are the some of the ideas Jim and city staff considered:
Called landfills to try to take general garbage. The landfills will not open on Saturday due to
staffing and added costs and procedures to open for a short period of time.
Can we add more trucks? Instead of six trucks with double dumps could we have 12 trucks and
when finished go straight to St. Paul? This is not possible with DOT driving regulations. Haulers
need their staff for their weekly routes.
Roll -offs? We checked with Viet to provide roll -offs and with our numbers of 50.99 tons of
crushed garbage it would take about 40 roll -offs for general garbage. Viet put together the
attached quote, but would only have 10 dumpsters available due to construction season and the
cost and requirements would be steep to pass off to the resident. Items would have to be soIted
with no mixing of furniture, mattresses, construction debris or misc . landfill items.
Can we have our normal quantity of six trucks and when the trucks are full, have the hauler dump
the crushed garbage in the Public Works yard and then load it later to then take it to the landfill
the following week? This would not be possible due to MPCA regulation and liability for the
garbage haulers.

Viable Options
While researching options for St. Michael residents, staff was surprised at the low-cost and convenient
way to dispose of items the City has typically collected on Spring Cleanup Day. Right in our back
yard, we have the following local options to give to residents and promote year-round recycling:
Randy's Sanitation-5625 Quam Ave NE, St. Michael
Randy's takes all items that we collect on Spring Cleanup Day. Hours:
Monday -Friday 8am-5pm and Saturday 8am-12pm
Cost: Call for pricing, but with the most popular items that we collect they are in range or cheaper
than what we have charged. Also takes construction debris and general trash drop,
B & E Recycling- 16 501 E Hwy 10, Elk River Takes
specific items but at a low cost or free.
Hours: Monday -Friday 8:30am-5pm and Saturday 8:30am-lpm
Cost Highlights: Laptops, PC towers, cell phones, I- pads are free! Mattresses: $20 Other
electronics:.50 per pound but they offer a 20% off coupon year-round on their website.
Appliances: $20 or $10 with coupon.

Staff Recommendation
The decision that Great River Energy made to close the Elk River Generating Plant has impacted not
only cities with cleanup days, but waste haulers and landfills with increased costs and capacity issues
for even their general hauling needs for waste collection . This is unfortunate, but leaves us looking to
what we can provide our residents not only just one day a year but year-round. The three companies
mentioned above were excited for the city's suppoti in adveliising their services to our residents.
Information is attached detailing all of this evaluation including past and current numbers along with a
summary of discussions with other cities and haulers. Thanks to Carla and Nanci for putting this all
together.
Depending on discussion with Council, staff is recommending Spring Cleanup Day be canceled for
this year and we'd promote year-round recycling and general waste disposal through our local private
sector, which looks to be more convienent and lower fees overall for residents than what we can now
provide. We'd plan to monitor how this goes and report to the Council any issues, concerns,
complaints we receive regarding this change.

GENERAL ADMINISTRATION
2018 Audit: Auditors ABDO have begun preliminary audit reviews and are back for audit field
work and plan to present to the Council at the second meeting in April.
Centennial Planning: The next meeting is March 25, 2019 at 7:00 p.m. and all are welcome.
Ice Arena: The Arena Board began budgeting for the 2019/2020 season in February and the
next meeting is March 11, 2019.
ENGINEERING/PUBLIC WORKS
CSAH 19 and CSAH 38: The improvement hearing related to improvements specific to the
Premium Outlets will be continued at this meeting.
Sanitary Sewer Service Agreement: Lennar is pursuing a development application for the
Montgomery property in St. Michael and I am working with St. Michael staff to update the
previous agreement for service.
2019 Street Project: Plans and Specs are complete and, unless Council desires otherwise, we
will advertise for bids and plan to award a contract at the March 18 meeting.
70th Street Project: Discussion with MnRoad and Otsego on potentially partnering to improve
70th Street between CSAH 19 and Kadler are ongoing and I believe MnRoad would like to pursue
a project in 2019.
WWTP Forcemain Project: Plans have been submitted to all of the reviewing agencies. We are
currently working on obtaining all of the necessary permits. The MPCA anti -degradation permit
has a public notice period of 60 days. We are waiting for the MPCA to place the permit on
notice. Once the permit is placed on notice we can finalize a schedule for bidding the project.
Tina and I met with to review bonding options for the project. We have submited a CUP
application to the City of Otsego, which will go to their April 1 Planning Commission meeting.
