Dairick Asleson presented the annual report to the Council for the Albertville Fire
Relief Association and their request to increase the fire pension form $2,800 per year of
service to $3,200 per year of service effective January 1, 2021. There was discussion
regarding the request for an increase. Council directed staff to bring forward the
request and resolution to approve the increase next meeting.

Nafstad updated the City Council on the status of the City Clerk position stating that the
Personnel Committee plans to bring a recommendation for hire to the August 17th
meeting.
Nafstad informed the City Council on the upcoming road closures for street projects on
County Road 19 due to the Wright County and MnDOT projects. Nafstad mentioned he
has been in contact with the State Patrol and Wright County Sheriff for traffic issues on
residential streets that vehicles may use instead of the posted detour.
Nafstad stated staff is working on quite zone train crossing options.

1. Draft 2021 Preliminary Budget — Review/Revisions
Lannes presented the 2nd Draft of the 2021 Budget with a total levy increase of 2.9%.
Member Olson asked what the cost of living was in the budget. Lannes stated it was 2%.
Council directed staff to look at what the cost of living increase for 2021 was in the
surrounding committees. Council directed staff to bring the preliminary budget and levy to
the August 17th Council meeting as presented for approval.
2. Capital Reserves — Review of Reserve Balances
Lannes provided the capital reserve balances to the council explaining these balances are to
add to each year based on the replacement plan of the line items.
3. Staffing
Nafstad updated the Council on the possibility of up to five employees that maybe retiring
in the next five years, no action requested to be taken at this time.
4. Street CIP — Review
Nafstad showed the Council the current street improvement plan and pointed out the 2021-
2022 upcoming projects.

BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved

pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,

Association of Lions Rockford for Cedar Creek Golf Course for September 12, 2019.
BACKGROUND: The Rockford Lions have submitted an application for an Off -Site Gambling
Permit for Cedar Creek Golf Course, located at 5700 Jason Avenue NE, on Saturday, September
12, 2019.
KEY ISSUES:
• Local governing board approval is required prior to submitting the application to MN
AGED.
This is a permit for a one-time off premise event.
The type of gambling to be conducted is a raffle, pull -tabs and paddlewheel.

RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Approve Resolution No. 2020-019 Amending the Annual Retirement Benefit for
the Albertville Volunteer Fire Department from $2,800 to 3,200 per year of service.
BACKGROUND INFORMATION: Annually, the Albertville Fire Relief Association reviews
its current level of funding and provided their investment portfolio projects the ability to cover
an increase in the annual retirement benefit, they request that increase approval from City
Council.
Annually, there is a calculation of net assets and liabilities for the next fiscal cycle on Fonn SC-
20. For December 31, 2019 the projected net assets for the Association was $1,078,995 and the
projected liability for 2020 is $819,186. This shows a current funding ratio of 132%. Increasing
the pension to $3,200 would increase the liability by $96,328 to an estimated $915,514.
The City of Albertville budgets and sets aside capital to fund potential pension shortfalls. The
City is required to contribute funds if the Association's assets drop below 80% of the total
pension liability.
The City's Capital Reserves for Fire Pension is currently $198,000. Staff recommends building
this balance to a minimum of 20% of the total liability.
Currently the annual retirement benefit for the Albertville Fire Department is $2,800 per year of
service.

A RESOLUTION AMENDING THE ANNUAL RETIREMENT BENEFIT FOR
THE ALBERTVILLE VOLUNTEER FIRE DEPARTMENT EFFECTIVE
JANUARY 1, 2021
WHEREAS, the City Council of the City of Albertville is desirous of increasing the
annual retirement benefit for the Albertville Fire Department effective January 1, 2021 and;
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Albertville
hereby establishes the retirement benefit of the Albertville Fire Relief Association at $3,200 per
year of service for all members based on their years of service as active Fire Department
members.
Adopted by the Albertville City Council this 17th day of August, 2020.

SUBJECT: FINANCE — 2021 PRELIMINARY BUDGET AND PROPERTY TAX LEVY
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO:
• Approve Resolution No. 2020-020 adopting the 2020 Preliminary Property Tax Levy
collectible in 2021.
• Approve Resolution No. 2020-021 adopting the 2021 Preliminary Budget.
BACKGROUND: Annually, the budget and property tax levy process starts in June with staff
preparing estimates and projections for the following year's preliminary or draft budget.
Through meetings and workshop sessions, the City Council reviews the preliminary budget and
amends it as desired. Prior to September 30 of each year, the following year's proposed tax levy
is submitted to Wright County for preliminary certification.
Attached is the preliminary summary budget for 2021.
The preliminary budget for 2021 totals $4,782,870. The budget includes a General Fund tax levy
of $2,242,877 for taxes payable 2021 and the debt service levy of $745,104 and a levy for capital
in the amount of $1,329,172. The total levy, general fund, debt service and capital has increased
from $4,195,480 in 2020 to $4,317,153, which is a 2.90% increase.
KEY ISSUES:
Levy Adoption Schedule: The final levy is not certified until mid December so there is
still an opportunity to review, discuss, and change the 2021 budget and tax levy as
needed. The important thing to note is that the final levy can be less than the preliminary
levy, but it cannot be more. For the preliminary levy, it is best to avoid "locking" into a
levy that could be inadequate to fund operations and programs for next year.
2. LGA/Levy Limits: The City is estimated to receive LGA in the amount of $115,635,
which reduces the general fund levy by that amount.
POLICY CONSIDERATIONS: It is the City's policy to review and approve the 2020 Budget
and Proposed Property Tax Levy.
FINANCIAL CONSIDERATIONS: In reviewing the Albertville projected 202,10 Budget, we
anticipate maintaining the Office of the State Auditors minimum requirements of 35% of the
budget in designated funds for general reserve, as well as, Albertville's policy of 40%.

RESOLUTION NO. 2020-020
A RESOLUTION ADOPTING THE
2020 TAX LEVY COLLECTIBLE IN 2021
BE IT RESOLVED by the Council of the City of Albertville, County of Wright,
Minnesota, that the following sums of money be levied for the current year, collectible in 2021,
upon taxable property in the City of Albertville for the following purposes:
Total Levy $4,317,153
The City Clerk is hereby instructed to transmit a certified copy of this resolution to the County
Auditor of Wright County, Minnesota.
Adopted by the City Council of the City of Albertville this 17t" day of August 2020.

RESOLUTION NO. 2020-XXX
A RESOLUTION ADOPTING THE 2021 PRELIMINARY BUDGET
WHEREAS, the City Council of the City of Albertville has adopted a proposed budget;
and,
WHEREAS, the Albertville City Council has adopted a preliminary tax levy to be placed
upon the taxable property in the City of Albertville; and,
WHEREAS, the Albertville City Council desires to reserve within the General Fund
those monies designated as capital outlays within various budget classifications, such that those
monies can be disbursed only for those capital outlays so specified within the budget; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ALBERTVILLE, MINNESOTA:
1. The attached budget is hereby adopted as the preliminary budget for the City of Albertville
for the period January 1, 2021 through December 31, 2021.
2. All monies designated within the budget as capital outlays shall be reserved within the
Capital Reserves Fund, such that those monies can be disbursed only for those capital
outlays so specified within the budget.
3. The Albertville City Council has hereby complied with Minnesota Statutes.
4. The Finance Director is hereby authorized to transmit certification of compliance with
Minnesota Statutes to the Commissioner of Revenue as required.
Adopted by the Albertville City Council this 171h day of August 2020.
