Board Members Present. Tom Dierberger, Joe Hagerty, Jillian Hendrickson (remote), Chris Kauffman, Rob Olson, Nadine Schoen Board Members Absent. None Staff Present. Larry Cook, Jennifer Thomas, Andy Ahies, lac Foster - Veolia Water Staff Absent: None Engineering Present. Chris Larson - HDR Inc. Engineering Absent: None City Administrator. Adam Nafstad - City of Albertville I CALL TO ORDER/ROLL CALL: Chairperson Schoen called the meeting to order. 2. ADOPT -AGENDA: Thomas asked for Board approval to revise the Agenda to reflect Schoen as Chairperson instead of Kauffman. Motion by Olson, second by Kauffman, to adopt the Agenda as presented and with the change to reflect Schoen as Chairperson.Motion carried unanimously. 3. MINUTES: JANUARY,,,.25, 2Q21 REGULAR BOARD ME - ETIN'G: Motion by Hendrickson, second by Hagerty, to approve the Minutes of the January 25, 2021 regular Board Meeting. Motion carried unanimously. 4. CONSENT AG-ENDA: Motion by Hendrickson, second by Olson, to approve the Consent Agenda below. Motion carried unanimously. A, RECEIPT OF FEBRUARY 2021 BUDQET REPORT B. RECEIPT OF JANUARY 2021 INVESTMENT SUMMARY REPORT C. RECEIPT OF FEBRUARY 2C....)21 CASH C—�A BAD 5 E -. REPORT D. RECEIPT OF JANUARY 2021 MO TIONS REPOR UNFINISHED BUSINESS: A. GENERATOR PROJECT UPDATE - Larson told the Board that he talked with the general contractor for this project and he confirmed that CenterPoint Energy had installed the gas line. Design Electric will have a plumber out to hook up the gas, line to the new generator and that discussions regarding the startup of the new generator will happen in the next few days, which will allow them to move the current generator to Well 6. Larson feels the startup should happen before the March 22, 2021 meeting, Hagerty asked if the generator on the trailer was the old generator and Larson confirmed it is. Cook explained that the old generator is still hooked up, so we can still operate should we lose power. B. LEAGUE OF MINNESOTA CITIES INSURANCE 1, .-RJENEWAL UPDATE -Cook told the Board that the League of MN Cities insurance renewal will stay with the Zachman Agency again this year. The renewal package was sent to Cook to verify assets and estimated expenses for 2021. Cook will have Chairperson Schoen sign the Waiver of Monetary Limits, as has been done in the past and he will get the information to Dan Zachman. Zachman will present the actual insurance renewal at a later date. Cook explained that we do not know what the cost will be at this time. 6. NEW BU51NESS: A. DNR WATER USAGE LIMIT - Cook referred to the DNR Water Usage Report found on pages 64- 71 of the Board packet which shows usage from 1997 - current. Cook explained that there is currently a limit of 850 million gallons that can be pulled out of the ground each year and that we have not been required by the State to increase our permit limit yet, because we have been JOINT POWERS WATER BOARD MINUTES Regular Meeting of February 22, 2021 6:00 PM Joint Powers WTP fluctuating above and below, the 850 million gallons. Cook feels that with the growth of the Community and the addition of irrigation systems, it is necessary to talk with the DNR to see if they will allow us to increase our permanent withdrawal amount above the 850 million gallons. Right now we pay a small surcharge when we go over that amount. Cook will update the Board as, DNR discussions occur, CSAH :L9-Z HIGHWAY 241 WATERMAIN - Larson told the Board that Wright County is planning to do work at the MN-241 and County Road 19 interchange and that there is currently a 20" water main that runs from the Water Treatment Plant to MN-241 at County Road 19, Larson explained that during the CSAH 18 project that took place a few years ago, it was decided that the Joint Powers Water Board should decide what part of the water main should be Board owned and what should remain City owned, Larson referred to page 78 of the Board packet to show what is currently owned by Joint Powers and what is owned by the City. Larson will bring additional iniformation to the Board as it becomes available, 7. DEPARTMENTS: A. ENGINEER - Larson thanked the Board for keeping him on as engineer after his move to HDR, Inc. B, OPERATION 5-QPDATE - Cook introduced Zac Foster who has been promoted to the Waste Water Plant Project Manager position. Cook is working at backfilling Zac's position, as well as the Assistant Water Supervisor position. Cook also told the Board that the Water Treatment Plant filter regeneration, annual preventative maintenance and annual Wellhouse 2 generator maintenance have all been completed. 8. APPROVE,LIST OF CLAIMS: Motion by Hagerty, second by Hendrickson, to approve the February 2021 Claims as presented. Motion: carried unanimously. 9. OTHER BUSINESS ANNOUNCEMENTS / CORRESPONDENCE: None. 10. ADJOURN: Motion by Dierberger, second by Olson, to adjourn the, meeting at 6:25 PM. Motion carried unanimously.
