NOTICE OF HEARING ON PROPOSED ASSESSMENT
Notice is hereby given that the City Council of the City. of Albertville, Minnesota,
will meet at 7:00 p.m: on the 7~' day of June, 2004, at the Albertville City Hall, 5975 Main
- Ave. N.E., Albertville, Minnesota, to pass upon the proposed assessment-of costs related to
the improvement of Wright County State Aid -Highway 19, including installation of stop
lights at CSAH 19 and 57`h Street, installation of stop lights at CSAH 19 and the Outlets of
Albertville private drive, widening of CSAH 19 to four lanes, and installation of turn lanes
to CSAH 19. The properties proposed to be assessed are: .
Outlot A, Parkview Place plat;
Lot 1, Block 4, Towne Lakes Third Addition plat;
Outlot F, Towne Lakes Third Addition plat;
Outlot G, Towne Lakes Third Addition plat;
Lot 1, Block 1, Outlets at Albertville Second Addition plat;
Lot 1, Block 1, Parkside Commercial Park plat;
Lot 2, Block 1, Parkside Commercial Park plat;
Lot 1, Block 1; Albertville Crossings plat;

~'he amount to be specially assessed against your particular lot, piece or parcel of
land (PID # 101-086-001020) is $22,100.67: You may at any time prior to certification of
assessment to the County Auditor, pay the entire assessment on such property to the City
Treasurer with no interest accrued to the date of payment. No interest shall be charged if
the entire assessment is paid within 30 days from the adoption of this assessment. You may
at any- time thereafter pay. to the County Auditor the entire amount of the assessment
remaining unpaid, with interest accrued to December 31 of the next~succeeding year. If you
decide not to prepay the assessment before the date given above, the rate of interest that will

apply is 4.93% per year.. The right to partially prepay the assessment has not been
authorized by City ordinance. The City is proposing to spread the assessments over a four
year period.
The proposed assessment roll is on file for public inspection in the City Clerk's
office at City Hall. The total amount of the proposed assessment is $475,792.01. Adoption
of the proposed assessment by the City Council maybe taken at the hearing. Written or oral
objections will be considered at the meeting. No appeal may be taken as to the amount of
the assessment unless a written objection, signed by the property owner, is filed with the
City Administrator prior to the hearing or presented to the presiding officer at the hearing.
An owner may appeal an assessment to the District Court pursuant to Minnesota
Statutes Section 429.081 by serving written notice of the appeal upon the Mayor or City
Administrator within thirty (30) days after the adoption of the assessment and filing such
notice with athe District Court within ten (10) days aftef service upon the Mayor or City
Administrator. ,~

Minnesota Statutes Section 435:193 through 435.195 `authorize `a municipality to
defer the payment of assessments against homestead property owned by persons 65 years of
age and ,older, or who are retired because of permanent and total disability under
circumstances where it would be a hardship for such person to make the assessment
payments. When deferment of the special assessment has been granted and is terminated for
any reason provided in that law, all am~sunts accumulated plus applicable interest become
due. Any assessed property owner meeting the requirements of this law may, within 30
days of the confirmation of the assessment, apply to the' City:--Administrator for the
prescribed .form for such deferral of payment of this special assessment on said owner°s
property.
