Landscape Architects As requested, we have reviewed the preliminary plat of Potter's Commercial Park and offer the following comments: 1. Potter's Commercial Park is a proposed 16 acre development consisting of four commercial lots. • 2. All the lots meet the minimum lot depth and width requirement of 150 feet and the miniatnn lot size of one acre. 3. A soils investigation as well as percolation tests should be provided to determine the suitability of soils .for on-site sewage disposal systems. Based on the Wright County SCS Soil Survey, the soils consist of Glencoe silty clay loam, Cordova and Webster silty clay loams, Dundas and Ames silt loams, and Hayden loam. Glencoe, Cordova and Webster silty clay loams along with Dundas and Ames silt loams are unsuitable for soil absorption systems. Hayden loam may be suitable for soil absorption systems if the percolation rate is greater than 60 minutes per inch. 4. In review of the grading and drainage plan, the plan shows filling up to elevation 950 with a minimum building floor elevation of 952.0. The water level is shown at approximately 948. Based on the sewage disposal standards, no soil absorption system shall be installed in an area where the water table is at any time less than six and one-half (6-1/2) feet below ground level. Therefore, the ground should be filled to an elevation of '54.5. ~/¢v ~ ~~.~~-~-' ~~ 5. U.S. Army Corps of Engineers and DNR permits will be required for filling of the wetland. This line should be repaired and the costs assessed to the benefiting property owners. 7. The proposed plat does not show any park dedication. Therefore, the plat will be subject to cash payment in lieu of park dedication. We recommend approval of the plat subject to the items discussed in this letter.
