Currently, most of the area north of I-94 that is within the city limits does not have access to city sanitary and water services. The City Council authorized this report on January 16, 2001 to determine the feasibility of constructing a lift station and extending trunk water main to serve this area. 2.0 Existing Conditions In 1999, as part of the 62nd Street project, sanitary sewer and water mains were extended approximately 965 feet to the west of the intersection of 62nd Street and McIver Avenue. From this intersection to the west, the existing street is a 24-foot wide gravel road. The proposed 86 acre Towne Lakes development concept plan indicates 114 single family residential lots. The future land use for the surrounding area will also be single family residential, which totals 103 acres. Immediately to the west of this development is a 1,000 foot corridor of land with County State Aid Highway (CSAH} 19 at the center. This land is zoned for commercial uses and contains 123 acres. The Outlet Mall has a private lift station to serve it, and there is an existing gravity sanitary main in CSAH 19 to serve some of the commercial lots on the east side of CSAH 19. Table 1 shows a breakdown of the service area and the corresponding projected flows. One hundred gallons per person per day is used for the low density residential areas, 1,000 gallons per acre per day (GPAD) is used for commercial and industrial areas. When sizing the lift station, the peak hourly flow in gallons per minute (GPM) is used. This is calculated using the projected hourly flow in gallons per day (GPD) and a peaking factor of 3.3. For the Towne Lakes lift station, the peak hourly flow is 957 GPM. With the proposed sanitary depths, a sanitary main lining up with the Outlet Mall entrance could be installed along the east side of CSAH 19 to the south. The existing sanitary main from the Outlet Mall would be connected into this new sanitary main, making the existing private lift station for the Outlet Mall obsolete. 4.0 Proposed Improvements 4.1 Lift Station i ~J i.l The proposed lift station would consist of a concrete wetwell, valve manhole, and control panel. The wetwell would be 9 feet in diameter, 35.5 feet deep, and have a 12-inch PVC sanitary main draining into it. The two pumps within the wetwell would be 15 horsepower with a capacity of 775 GPM each. The valve manhole would be a 9-foot diameter concrete structure, housing two 10-inch check valves, and two 10-inch gate valves. Two pumps with capacities of 1000 GPM and 2001 Towne Lakes Trunk Utilities and Lift Station Albertville, Minnesota A-ALBEV 0009.01 Page 2 20 horsepower could replace the smaller pumps when the future flows exceed 775 GPM. The wetwell and valve manholes are large enough to contain a third pump if the projected flows or the service area increases. The associated piping and controls for the third pump would be installed with this system. The forcemain would be 10 inches in ' diameter, about 3,500 feet in length, and connected into an existing sanitary manhole located in 62nd Street. This sanitary manhole has an 18-inch gravity sanitary main flowing out of it to the north. 4.2 Water Main f' 1 The trunk water main would be 12 inches in diameter and connect to the existing water main in 62nd Street. It would be extended north between the lakes to a future connection for the Towne Lakes development. Hydrants would be spaced along this trunk water main about every 400 feet for maintenance and fire protection purposes (see Exhibit 2 for layout of the trunk sanitary sewer and water main improvements). 5.0 Cost and Recommendations The estimated cost of this project is summarized in Table 2. Costs are based on 2000 construction prices (see Appendix A for a detailed cost estimate). Trunk sanitary sewer and water main fees would be used to fund this project. The trunk fees collected from the 86 acre Towne Lakes Development alone would be $216,000 and trunk fees from the rest of the developable service area are estimated to be an additional $596,400. This project is necessary to provide sewer and water to the proposed service area, feasible from an engineering standpoint, and cost effective.
