CMHP Accomplishments Have Made A Significant. Impact on Housing in Central Minnesota.
• HRR allocated $1,761,890 in funds to the region -There are 137 units in the region.
• Home Stretch graduated 352 participants in 45 classes scheduled in 2006. Over
6278 individuals have graduated since 1995. There are 45 classes scheduled for
2007.
• 31 first-time homebuyers utilized Pre-Purchase Counseling.
• Provided financing for 10 Life Cycle Homes, including the program's third re-sale.
• Provided financing for 24 homebuyers to assist in purchasing their first home.
• Property Management now manages 20 multi-family properties equaling 387 units as
well as 5 Transitional Housing units and 14 Contract for Deed MURL units.
• CMHP asset manages 222 additional units in 6multi-family properties.
• MURL homes in Cuyuna and Mora were sold to "at risk" first-time homebuyers with
children.
• Awarded $60,000 by the Initiative Foundation to provide technical assistance and
housing planning to Central Minnesota.
• Projects in the region applied for $884,091 in funding through the 2006 Continuum
of Care process.
• Awarded $50,000 in HECAT funding from MHFA for Home Stretch and Pre-Purchase
Counseling.
• The Central MN Community Land Trust (CMCLT) closed on its 2nd and 3rd homes.
• $260,000 provided by MHFA, GMHF and the city of Brainerd for Single-Family
rehabilitation in SE Brainerd.
• Awarded funds to start the existing housing CLT program in the St. Cloud area.
• Awarded $180,000 from MHFA and GMHF for Scattered Site Gap Financing.
• Received grant to design a new website (www.cmhp.net).
• 4 staff members received Real Estate Licenses.

MN Urban 8v Rural Homesteading
(MURL) Program
Since 2000, CMHP has been awarded funds from Minnesota Housing
to administer the MURL program. The MURL program has given
CMHP the resources to rehabilitate existing homes in cities across our
service area and provide these homes to families who otherwise would
not be able to achieve homeownership. CMHP presently has over
fifteen families living in renovated MURL homes across Central
Minnesota, providing safe, decent and affordable housing to these
families. The MURL program is presently going through changes based
on HUD requirements. CMHP will continue to work with Minnesota
Housing to provide these services in Central Minnesota.
HOME Rental Rehab (HRR)
CMHP administered the HRR program in 14 counties, excluding the
city of St. Cloud. This program provides a 0% deferred loan and
repayment is based on project need and a 5-year compliance period.
HRR funds are provided by Minnesota Housing Finance Agency. Since
1996, ~ 10,004,514 has been utilized in this region resulting in the
rehabilitation of 1122 units with a total project development cost of
X29,728,630.

Renta Housing
Development and Ownership
CMHP partners with other non-profits, HR.A's, CDC's and for-profit
entities to develop new units of affordable housing in the region. The
primary source of funding is provided through the Low Income
Housing Tax Credit Program, although several funding sources are
often utilized including first mortgages, equity contributions, employer
contributions, local government participation, bond financing, Greater
Minnesota Housing Fund and Minnesota Housing Finance Agency
Programs.
Property Management
CMHP handles all aspects of the operations, management and
maintenance of selected properties. CMHP property manager recruits,
screens, selects and places applicants in homes and is responsible for
the financial management, budgeting, care taking supervision,
reporting and compliance of each project.
Asset Management
CMHP values its ownership and interest in rental properties and takes
responsibility for the long-term health and welfare of all projects it is
associated with. Functions of asset management include monitoring
programs, funders and financing requirements to assure compliance
and timely reporting; oversight of property management activities of
professional property managers, site visits, monthly financial reports,
annual budget approval, capital improvement planning and tenant
surveys. CMHP communicates on a regular basis with property
managers, investors and funders. CMHP asset manages 614 units of
affordable housing.

Home Stretch - Homebuyer Education
Home Stretch became a statewide program in 2002. In 2006 CMHP
had 45 Home Buyer training classes graduating 352 participants.
CMHP has scheduled 45 classes for the year 2007. More than 375
volunteers from the business community including realtors, lenders,
contractors, closers, home inspectors and credit/budget counselors
actively support this program. This 3 session program offers
information about finding a home, securing a mortgage, budget 8v
credit issues, closing the loan and home maintenance. Certificates are
issued to successful participants satisfying most mortgage
requirements.
Pre-Purchase Counseling
CMHP offers pre-purchase counseling to first time homebuyers.
During each session we discuss a number of topics to include:
affordability analysis, evaluation of mortgage products, barriers to
homeownership, spending and debt reduction plans and preparing for
loan application. The one-on-one counseling sessions provide a
confidential setting for potential homebuyers to discuss their financial
situation. In 2006, CMHP provided pre-purchase counseling and
support to 31 first time homebuyers.
Regional Housing Advisory Group (RHAG)
CMHP is the coordinator for the Central Regional Housing Advisory
Group. The Central group meets quarterly to discuss topics relating to
the region such as affordable housing issues, homebuyer education,
economic expansion, community growth and emerging markets.
Regional representatives make up the Advisory Council, which also
meets quarterly with Homeownership Center staff.

Single Family Homeownership Programs
CMHP provides a variety of affordable single family homeownership
programs throughout our service area. CMHP provides access to
affordable lending products through RFP applications to state funders.
Financing products include Minnesota Housing's CASA Initiative 1st
mortgage with entry cost assistance and monthly payment assistance
and 0%, deferred gap financing loans.
• CMHP Scattered Site Program: This program provides affordable
financing products from Minnesota Housing and Greater MN
Housing Fund (GMHF). The financing products are available
through CMHP's sixteen county service area for the purchase of
newly constructed homes by eligible first time homebuyers.
• Greater MN Housing Fund's Building Better Neighborhoods
Program: This program creates affordable housing in specific new
developments through funding from GMHF and Minnesota Housing.

Life Cycle Housing
CMHP is the service provider for this housing initiative that has the
goal of creating affordable housing across the St. Cloud Metro area for
first-time homebuyers. Cities included in this Joint Powers Agreement
are St. Cloud, Sartell, Sauk Rapids, Waite Park and St. Joseph.
The Life Cycle Housing Program has provided financing assistance to
42 first time homebuyers. Twenty-eight Life Cycle homes carry resale
restrictions with the financing to create long term affordability for
future buyers.

Central Minnesota Community Land Trust
(CMCLT)
The Central Minnesota Community Land Trust provides
homeownership opportunities to low and moderate income households
and creates long term affordability for future generations of
homebuyers. The long-term affordability of homes is created by a
shared equity resale formula that keeps the affordability with the
home and creating lower sales prices for future buyers.
Currently the CMCLT offers newly constructed CLT homes in Heritage
Greens, Cambridge. The CMCLT is also offering an existing homes CLT
program in the St. Cloud area, providing purchase assistance as well
as rehabilitation funds to fix up existing homes in St. Cloud's core
neighborhoods.

Continuum of Care (CoC)

Since 1997, CMHP has coordinated the development and
implementation of the regional Continuum of Care (CoC) plan
outlining existing services and identifying gaps. Annually, CMHP
coordinates and submits a regional application under HUD's
McKinney Homeless Grant accessing funds for regional homelessness
assistance services. From 1997 to 2005, X8,175,683 in HUD dollars
has been awarded regionally with total leveraged funds of
~ 16,936,512. Requested X882,355 for the 2006 application.
Family Homeless Prevention (FHP)
CMHP assists Lakes 8v Pines Community Action Council (CAC) with
Homeless Prevention services for the counties of Aitkin, Carlton,
Chisago, Isanti, Kanabec, Mille Lacs and Pine. CMHP also assists in
resource sharing between FHPAP groups serving the Brainerd and St.
Cloud area. FHPAP coordinates the Annual Landlord Seminar held in
Mora. The last Landlord Seminar was held on October 12, 2006.
Forty-Eight Landlords registered for the Seminar.
Transitional Housing
This Program consists of five (5) units of single family housing
designed to assist families in transition. During maximum lease period
of 24 months families work with case managers to attain
self-sufficiency in the areas of budget, credit counseling and repair,
parenting, employment, health and transportation.
