Dear Mr. Kruse:
The City of Otsego received the attached Notice of Public Hearing and accompanying
Concept Plan for the Albertville Business Park 2°d Addition with the hearing to be held
by the Albertville Planning and Zoning Commission on Wednesday,. September 13, 2006.
We would respectfully request that the following comments and attachments be entered
into that public hearing record.
The accompanying Concept Plan appears to be the same as the May 20, 2004 plan
prepared by RLK-Kuusisto (attached) which we reviewed and commented on per Jim
Johnson's attached March 27, 2003 memo to me and my letter dated April 2, 2003
(attached) to Mr. Pete Carlson. It would appear that those letters and their comments are
still relevant except that the Northeast Wright County I-94 Corridor Study has now been
completed and published.
The Concept Plan received for this proposed development raises a number of traffic
safety and traffic operations issues which include:
1. The close proximity of the 67th Avenue/Kadler Avenue intersection to the
proposed I-94/Kadler Avenue interchange and the 70th Street/Kadler Avenue
intersection;
2. Six (6) proposed driveway access locations plus the proposed Keystone
Avenue intersection along 70th Street from Kadler Avenue to 1 /2 mile east of
Kadler Avenue. This access proposal is contrary to the findings and
recommendations found in the attached "70th Street Access Study", dated
March 3, 2005, as prepared by SEH, Inc. for the Cities of Albertville and

Otsego and Jim Johnson's attached letter to the Otsego Mayor and Council,
dated July 20, 2005 regarding the City of Otsego's "74t Street Access Study."
3. The lack of additional internal. streets within the development such as the east-
west 69th Avenue extension shown in SEH's access plan of March 3, 2005
(attached) and our Option lA Concept Plan (attached) accompanying the July
20, 2005 letter to the Otsego Mayor and Council; and
4. The lack of internal street connections and extension's to link with the original
Albertville Mall Outlet development (at southeast corner of this development)
and with the undeveloped properties located between this development and
CSAH #19 (LaBeaux Avenue) to the south of 70th Street.
In brief, the current submittal appears to replicate the AUAR submittal of March 2004. for
this parcel of land and does not address the issues raised at that time. And it certainly
does not conform to the proposed access plan along 70th Street as developed jointly by
the Cities of Albertville and Otsego in the past year. Additionally, it does not provide the
internal street interconnection and linking to promote internal circulation and secondary
emergency vehicle access between the different development phases.
