The proposed access locations along the 70~' Street corridor and CR-19 were reviewed based on the
proposed development and land use in the cities of Albertville and Otsego. In the Northeast Wright
County Transportation Plan, 70`I' Street was identified as a minor arterial with '/z mile spacing between
full accesses. However, due to planned development, existing accesses and wetland locations, 9 potential
accesses have been identified along the two-mile segment of 70~' Street between Kadler Avenue and
MacIver Avenue (see Figure 1).
It is desired to determine the appropriate number and location of accesses through this area while
balancing the access needs of the cities with the necessity to plan a safe and efficient roadway system that
best adheres to the goals of the Northeast Wright County Transportation Plan.
70th Street and CR-19
• Based on the planned and existing development reviewed in this study, at full build-out of the
area it is estimated that 70~' Street will have an ADT of 15,000 east of CR-19 and 15,000 to
20,000 west of CR-19.
• When the regional connections specified in the Northeast Wright County Transportation Plan are
constructed, the ADT on 70`~ Street will increase and the ADT on CR-19 will decrease slightly.
For the following three reasons, 70`'' Street through this area could- function with 1/ mile
intersection spacing:
- The proposed urban nature of the immediate area.
- The lack of continuity of 70s' Street to the west.
- The connections of MacIver Avenue to the CSAH-37 ramps and the proposed Naber
Avenue interchange would distribute a portion of the traffic from 70~' Street prior to it
reaching CR-19.
Parallel collector routes and internal connections are important to ensure that internal trips can
circulate within the developments without the need to use 70~' Street and CR-19. Examples of this
are 67~' Street and 68`i' Street in Albertville west of CR-19.

Outlet Mall
The attached Figure 2 shows the northwest quadrant of the CR-19 and I-94 Interchange. Figure 2
highlights the developable land remaining in this area based on wetland locations and known right-of-
way. The total area of developable land in this quadrant is approximately 171 acres. Figure 1 shows some
of the proposed roadway network and parcel concepts for the area. Based on current concepts proposed,
there is potential that all of this land would be developed for commercial land uses if approved by the
City of Albertville.
If such commercial land uses were approved, a connection between the commercial properties and the
Phase I Outlet Mall property is desirable. The impacts of the provision of a public roadway between the
Phase I Outlet Mall property and the property to the immediate west -ultimately connecting to 70~' Street
- are listed below:
• Without a new public road connection to 70~` Street from the Outlet Mall, dual purpose shopping
trips between the new commercial area and the Outlet Mall will have to use the CR 19 and Outlet
Mall intersection. Additional trip making at this intersection is undesirable.
Based on the existing Outlet Mall traffic volumes and general internal capture rates for retail
property, approximately 3,000 trips per day would utilize this facility - 2,000 of which would be
trips traveling between the new commercial development and the Outlet Mall.
This translates to 2,000 less trips per day circulating on CR-19, providing relief to the CR-19
intersection with the Outlet Mall access.
• Delay experienced by Outlet Mall customers would decrease with the additional access allowing
traffic from the north and east to bypass the CR-19 access and traffic originating from or destined
to the new commercial properties to also bypass the CR-19 access.
• Providing an additional access and such a connection to 70~' Street is consistent with the
_ circulation goals of the NE Wright County Transportation Plan.
Recommendations
• The City of Otsego proceed with plans to extend 73'~ Street or a similar roadway from CR-19 to
Kadler Avenue north of 70`x' Street.
• The attached mark-up sketch (Figure 3) shows the 7 recommended access locations on 70~' Street
between Kadler Avenue and MacIver Avenue.
• If access number 5 were moved east approximately 1,000 feet from CR-19 it could function as a
full access intersection. It is currently proposed too close to CR-19 to fit the necessary turn lanes
and tapers and too close provide efficient traffic signal operation. In its current location it could
function as a right-in/right-out.

a right-in/right-out. Ideally, access 3 and access 4 would be combined as a full access and placed
at the '/. mile mark from CR-19, which is also a property line.
