Honorable Mayor and City Council:
Per your request, we had previously reviewed the March 3, .2005 memorandum from Ms.
Heather Kienitz, P.E. of SEH, Inc., to Mr. Larry Kruse, Albertville City Administrator, and to
Mr. Michael Robertson, Otsego City Administrator. In general, we agreed with Ms. Kienitz's
findings and recommendation supporting '/4 mile spacing of full-access intersections along 70th
Street between Maciver Avenue and Kadler Avenue for the reasons enumerated in that memo.
However, the proposed access locations shown on the exhibits attached to that 3/03/05 memo
failed to provide the desired 1/4 mile spacing and displayed a lack of coordination between the
two (2) cities. Furthermore, the Wright County Highway Department is now advocating %i mile
minimum spacing between full-access intersections along their functionally classified arterial
roadways (70th Street is proposed to become the realigned CSAH # 37) per their newly updated
access spacing guidelines and the recently completed Northeast Wright County Traffic Study.
Therefore, staffs members from both cities have held several meetings in the past month to
jointly develop a unified 70th Street Access Location Plan (attached as Concept Plan Option lA)
for each City to adopt and forward to Wright County for review and approval.
With the exception of CSAH #19 (La Beaux Avenue), the other major area streets of Kadler
Avenue, Maciver Avenue and 70th Street are under the jurisdiction of Albertville and/or Otsego.
And, most likely, each of these streets will initially be constructed as 2-way, 2 lane paved
roadways as development commences in this area. As such, the proposed intersections shown on
the attached Option 1 A Concept Plan will initially be full-access intersections.
However, each of these four (4) major area streets (Kadler, LaBeaux, Maciver and 70th) is
ultimately expected to become a 4-lane, divided roadway with auxiliary right and left turn lanes
provided at intersections along it. When traffic volumes and traffic operations require the
divided, 4-lane section along each roadway at a future date, both Albertville and Otsego are

proposing access at each of the following locations as shown on the attached Option 1A Concept
Plan: '
• Intersection #1: (Located 3/16 mile east of Kadler Avenue along 70t" Street) -limited to
right in and right-out on both sides of 70tH Street;
• Intersection #2: (Located'/2 mile east of Kadler Avenue and %z mile west of CSAH #19
along 70t" Street) -full access intersection to north and south with wetland mitigation
and replacement for south leg to occur in Otsego;
• Intersection #3: (Located 5/16 mile - 3/8 mile west of CSAH #19 along 70tH Street) -
right in/right out intersection on north side only;
• Intersection #4: (Located 3/16 mile west of CSAH #19 along 70tH Street) -full access
intersection to north and south;
• Intersection #5: (Located 800' east of CSAH #19 along 70tH Street) -right in/right out
for south leg and right in only for north leg.
• Intersection #6: (Located 1,500' east of CSAH #19 along 70tH Street) -right in/right out
intersection on north side only;
• Intersection #7: (Located '/z mile east of CSAH #19 and '/z mile west of Maciver along
70tH Street) -full access intersection to north and south; ~

on Maciver) -full access intersection to east and west;
• Intersection # 12 -Maciver Avenue at 67tH Street (Located '/4 mile south of 70th Street on
Maciver) -full access intersection to east and west;
• Intersection #13 -CSAH #19 at 67`h Street (Located 5/16 mile south of 70tH Street on
CSAH #19) -full access intersection to east and west;
• Intersection #14 -CSAH #19 at 68tH Street (Located 1/8 mile south of 70th Street on
CSAH #19) -right in/right out to east and west;
• Intersection #15 -CSAH #19 at 73rd Street (Located t/4 mile north of 70th Street on
CSAH #19) -full access intersection to east and west; and
• Intersection #16 -Kittredge Parkway at Kadler Avenue (Located 5/16 mile north of 70tH
Street on Kadler Avenue) -full access intersection to east and west.
In summary, the Cities of Albertville and Otsego are jointly recommending a limit of two (2) full
access intersections along 70tH Street between Kadler Avenue and LaBeaux Avenue (CSAH #19)
and one (1) full access intersection along 70tH Street between LaBeaux Avenue (CSAH # 19) and
Maciver Avenue when future traffic volume, operation and/or safety issues require 70tH Street to
be widened and channelized.
